		<description>I find it amusing that these State Governors are finally figuring out that recession and loss of jobs relate directly to the substantial deficits being evidenced in State budgets.  In my State the recession hit hard about two years ago with massive lay offs in the private sector, specifically in the housing and growth and development industries.  Permitting through the local municipalities and state was typically at snails pace due to the sheer volume of permits and projects.  In my professional lifetime I have witnessed the increase of regulatory control of private property rights that often made me wonder if I were still in America, land of the FREE.  The collapse of the housing market and banking problems remedied their work overload, however even with all of private small businesses laying off to skeleton crews to try to stay solvent I have yet to see any Federal, State or local municipality layoffs.  The offices remain fully staffed without any work coming in while the employees remain to recieve their scheduled &quot;cost of living raises&quot;.  If  Government would wake up and downsize, deregulate and simply enforce existing rules and laws instead of legislating more they might find themselves operating in the black!</description>
