WASHINGTON (CNN) – President Barack Obama still inspires confidence, but a new national poll indicates that the number of Americans who say he is a strong leader and is tough enough to handle a crisis has dropped significantly over the past few months.

Seventy-two percent of people questioned in a CNNCNN/Opinion Research Corporation survey released Thursday morning (PDF) believe Obama inspires confidence. That's down three percentage points from a CNN/Opinion Research Corp. poll conducted in February.

Seven out of 10 also said the president is a strong and decisive leader. But that figure is down 10 percentage points from the opening days of Obama's presidency. Sixty-four percent said that Obama is tough enough to handle a crisis, down nine percentage points from February.

"Although his rating as a strong leader has dropped, he still scores fairly well on that measure," said CNN Polling Director Keating Holland. "But Obama's stand on the issues and his plans for the future appear to be his biggest weakness."

The poll suggests that 53 percent believe Obama has a clear plan for solving the country's problems, down 11 percentage points since February. And 56 percent said the president agrees with them on the issues they care about, down seven percentage points from February.

"The 56 percent figure is still a majority, but it contrasts poorly with the nearly eight in 10 who say they approve of Obama as a person," Holland added. "When it comes to personal characteristics, his strong suit is his ability to inspire confidence. That's not a bad thing for a president to have in tough economic times."

Half of those questioned said that the Democrats' control of Congress is good for the country. Forty-one percent believe it's a bad thing.

The poll was conducted between June 26 and 28, with 1,026 adult Americans questioned by telephone. The survey's sampling error is plus or minus 3 percentage points.

During the election the same polls were telling us that some: States and some people will NEVER vote for him when they get in the booth etc. I think he defied these odds and he is now the President of the United States. If the numbers in your polls reflect weak leader then his Presidency is over!..he should just quit now!.In the economy: stimulus has failed, Ohio is gone, Independents have abandoned him, Health Care reform is falling apart, Blue Dog and real Democtrats are odd with one another, Republicans are on the NO column in everything the President proposes! WHAT A WEAK LEADER !!!!!!! Mark my word, Health Care reform will pass with (Public option) and all the nay sayers will move the goal post to another bill!. Keep underestimating this President with your comments and polls but he will keep winning and passing these bills in Congress!

The results of the polling reflects the sad state of our country and the ignorance of the majority of those polled. It would be interesting if one of the questions included in the poll was "What is your source of news?" We would undoubtedly see that those who have confidence in Obama are those who listen to and believe the liberal mainstream media.

Define strong for a leader? If it means a divider of peple then yes if it in someone who is going to unit people then no. He had his secret agenda all along and did not run on any of that unless you count CHANGE as being all of it. Yes folks your taxes are going to probably double as we have no choice with unchecked spending by this spender of peoples money (WASTE). People are starting to wakeup to like a night after being drunk and asking the question what have I done.... Obama will not make it past 4 yrs and rate he is going I don't know if he will last 4 yrs in office without charges being filed against him at some point.

Barack Obama is as much a strong leader as Bill Clinton was faithful to his wife. Obama won the presidency ONLY because of the hype from the media for Obama. Had we all know then what we know now, there is no way Obama would have won anything. Obama is spending this country broke, he has gone on his world apology tour, telling the world that he is sorry that we are Americans, and that he is sorry for all the mean nasty things we have done, like get rid of Saddam Hussein, get the Taliban out of countries, and try and make the world a better place. Obama has made this country a welfare nation, he has tried to tell us that we don't need to work hard anymore, just let the government take care of you, and that America needs to be nicer to muslims, yes muslims, the very same people who are trying to kill us and destroy America. With Obama on their side, they might do it.

President Obama is absolutely a strong leader! Leadership without relationship breeds rebellion. You don't have a to be a bully or a dictator to be considered tough or a good leader. A great leader knows how to inspire his followers and is a good listener. Pres. Obama has done well so far...no thanks to the Republican crows pecking at him at every turn...Pres. Obama is the executor and administrator of the laws that Congress passes. Congressional Republicans need to be quiet and do their job. All they do is criticize the President for doing his job. They need to do their own job, in their own branch of governent better and stop trying to blame or pull down the President.

Barack Obama has changed the tone throughout the world. Anyone who has traveled beyond these borders over the past 6 months can attest to the response from foreigners, compared to the time since the start of the Iraq War.
He most certainly has many strong personal beliefs, but unlike his Republican counterparts, he is not intent on shoving them down the throats of the American people.
His is the pragmatic path...this of course upsets some on the left of his own party who would enjoy the sense of "change" to be in their direction to make up for years of the right-wing agenda.
He was very clear about changing the tone in government, and he has done it by rediscovering old-fashioned diplomacy and a sense of compromise.
This, in my opinion, makes him the strongest of leaders. Like a teacher, if you can inspire change, rather than force it, you will be far more successful in the long run.

Obama is a strong leader in that he is getting congress to actually do something. He leads by example. He works hard, he's not afraid to have people disagree with him and he's open to compromise. This is not a weakness, it's a strength.

With all that he's HAD to take on, I'm surprised that his poll numbers aren't lower. And yes, he's had to take all of these things on at once. The country couldn't wait for another non-election year in 2011 to take on these hard issues.

President Obama has shown strong stewardship of the country since taking office I believe. As a leader, you set the agenda and let the legislature come up with the particulars as they are elected to do. You try to build consensus (which he has tried to do despite the claims of the GOP). When an emergency occurs, you keep your cool and navigate carefully and thoughtfully, which he did with the ongoing Iranian election saga. I guarantee you it is harder to show restraint in the face of dire situation, than to go off half cocked without all the facts. I laud the efforts of our President, who has been vigilant and on the job.

It took 8 years for Clinton to clean up the mess the old Bush left but only 4 years for the young Bush to destroy and another 4 years for a complete destruction. I think it will take few years for President Obama to clean up the mess.
We have to be patient, look at all the other countries around, success does not come fast and easy.

No. President Obama's years as a community organizer, inexperience in politics and the ghosts of his campaign promises are influencing his entire approach towards running this Country and dealing with international leaders and troublemakers.

He worries way too much about being liked and that will be his undoing. He he needs to forget about the all of the campaign euphoria. We don't have the luxury of time to savor feeling good about "change" any longer.

True leaders lead with conviction regardless of what the general opinion of the day is among their followers. Followers follow with loyalty, even if they grumble and gripe constantly. Real leaders don't apologize or excuse themselves for leading and doing what they believe is best.

Do not become President of the greatest nation on earth if you want to endear and remain good friends with everyone.

What kind of leader are we looking at. Think about this... he left the U.S. to head to Russia while the V.P. was in Iraq with the military. This effectively left the Speaker of the House in charge of our government while the President and Vice President were not here. To me, that shows very poor judgement and terrible leadership.

On his trips around the country he should be letting the constituents of Boehner, Cantor et al exactly how their representative is working against their best interest, they will all face an election sometime. Calling them out will be just the medicine they need. These officials go to Washington get stuck in the bubble and think they are now working for Boehner or whoever has the power to get them the high profile committees, rather than working for their direct constituents. Then again why should they change when they can do nothing and get re-elected.

2. Individuals that agree to the interview
3. Areas where phone calls were made
4. Gender/Race/Political affiliation/Religion breakdowns
5. Sample of individuals that still have a "home" phone.
6. Income/Education

I could go on. I've always found it reprehensible when research companies manipulate data to spin a positive outlook.

Given what we had 8 years ago, Obama is doing very well, however, people are getting tired of beautiful words, they want jobs and they want them now. They want gitmo closed, they want soldiers back home etc. Beautifully crafted words were used by Obama as he promised action and a different path for this country. At the moment, no significant change has happened, and people are starting to check things out, and they find there is a difference between what the president says he will do and what he is doing. And there is a GAP; a big one if I may say.

WIthout all of the political bickering let's look at the facts:

- Was wrong about the economy (Bidens own admission)
- China's military has harrassed our ships at sea with no comment or action from the US

- Successfully stopped Somali hijackers.
- N Korea has harrassed our navy and has launched repeated missles with no action from the US
- Iran is going nuclear with no action from the US (Their leaders have vowed to use them on us)
- Our govt is borrowing more money than ever before in our history.
- Unemployment is higher than it has been in 25 yrs with no nothing but bad news on the horizon.
- Pushing climate bill (farce) that will raise everyone's electricity bills by about 10 percent (Obama's own numbers)
- Pushing a health care plan that will force everyone (yes even the poor) to buy health insurance or face fines.
- Has nationalize GM and fired the CEO – A move that was suggested by Michael Moore during the campaign – So they can order and control what size and type of cars we can drive.
– Has signed an order that provides more funding than every before for abortions in other countries.

Mabybe America is finally looking at his actions and not listening to his empty words.

CNN please stop fabricating controversy. There is nothing in these numbers that the passage of time and the enactment of controversial policies won't account for. In fact, these numbers are extremely strong considering how divided the country is on all of Obama's policies.

Somehow Barney Frank was able to elude Blame for the housing debacle even though he was the mastermind and lead advocate for deregulating Fannie and Freddie all in the name of helping poor people get homes. When the whole works fell apart all the liberals pointed fingers at Bush. Bush was also too spineless to stand up to them and knock them down a few notches.

Yes, Obama leads by example. He leads with consistency and intelligence. Leadership should not be defined by tough, childish talk. There's a huge difference between bravado and bravery, muscle and strength, impulse and deliberate action, alienation and respectful dialog. Hmmmm, CNN polls are historically tilted toward the left – many polls are designed for a desired result.

I suspect that Obama's true numbers aren't as good and have been dropping more than the polls suggest.

If Obama and the left wing of the Democratic Party continue to spend like drunken sailors (if there is another "stimulus" barrage) and if Obama raises taxes on working America (he has to now, doesn't he) – Obama will not be able to talk his way past the people who will know how destructive his policies are to the free market economy. Those people are working Americans – tax paying Americans.

The Republican Party needs to work hard to field candidates who are true to free market economics and has a viable alternative plan to the age old "tax and spend" leftist agenda.

Considering the depths of the challenges he has had to take on, there is little doubt in my mind that President Obama was our best choice. We're looking at the cumulative policies and practices of decades of an unsustainable economic lifestyle that's come back to bite us all on the collective butt. The horses are already out of the barn. I wouldn't wish the job of cleaning this all up on the worst of enemies.

Perhaps, if we had state representatives that could reach beyond their own partisan limitations, and their obligations to their corporate backers, we could find a faster path out of this mess. Sadly, the status quo seems insurmountable.

And, perhaps, if we could all step away from our fast food mentality, and recognize that you can't fix a generation's sins in 120 days, these polls would have much less impact.

It is too premature to evaluate the job performance of President Obama. In the interest of fairness, it is imperative for the American people to give the man a reasonable chance to fix a broken economy and resolve the military quagmire in Iraq which were the result of eight years of George W. Bush's failed leadership. I believe that President Obama is a very strong and wise leader who correctly warned the American people about an unwise war in Iraq. He is ahead of schedule on healthcare reform and in due course, the economy will turn around. President Obama did warn us that it would take time. So, let's be patient and fair.

Any poll about our president or our government will be flawed if it does not separate the right-wing extremists/republicans from the rest of the country in the analysis. No matter what the question is of a extremist/republican, it will be answered in the negative.

Isn't it funny that the spending habbits of some of the people in this country is what this administration's plan to get us out? Sure we'll have the flat screen today or tomorrow, but eventually we will have to pay for it.

It wasn't the Bush administration that got us into this, it was the lazy citizens that felt they deserve or were entitled to everything the hard-working people had. Bush is just the excuse for all of them.

Actually, it's pretty amazing, givin the times, that they are still as high as they are. When things turn around and people are less restless and scared, his numbers will improve.

Almost all of the probelms that the coutnry and the president are facing now are heaved upon Obama by the mismanagement of his predecessor. it is only six months he has been in office. May be you get a better picture of his strength if CNN takes the poll after 12-15 months. Now is too early to judge anything. Don't waste time/.

He's not tough enough to handle the people in his own party. Pelosi rammed through a pork-ladened stimulus package that isn't working as advertised. Although B.O. promised 'no pork', Pelosi won out and the bill went through.

It might actually be easier to be tough with outsiders and foreign governments than it is with his own party.

A very strong Leader! It is a breath of fresh air to have an intelligent, thoughtfull man chosen for the position of POTUS. A man for the people by the people. A person who has already created a better image of the States in the eyes of the world.

The critics keep hammering on that they don't see any of the "change " as promised. Most of these critics are people who only vote party lines, people who have absolute no knowledge of how government, the economy, or the judicial branch works, and people desperate to keep their heads above water in economic troubled times.

To criticize this President after only a few months of hard work is beyond insane. Logic says: If you didn't criticize the last President then you have no right to critize this one. its that simple. Give this President as much moving space as you gave the last.
If and only if he does the same job as the last (after 8 years) then you can compare and criticize.

President Barack Hussein Obama of the United States of America you are doing the best job possible . If people want to continue to block, criticize,and hope for failure for every effort made by you and your team then so be it. These are not the people you were chosen to lead for a better tommorow......do us who do want you to succeed a favor......leave them behind.

I believe the president is the most active, hard working, diplomatic president that this country has ever had and I have been through quite a lot of presidents at my age. He is outstanding at delegating to others and calls others who work for him to a higher standard.

The media and peoples of this country are outrageous to demand instant accomplishments on all fronts from any human being as appears often to be demanded of him.
Far worse is the disgruntled republicans who resort to undignified sniveling and lies cause they are not in office. A party who works against the government is treason.

Obama is doing great on all fronts, with the exception of spending control. There he is on par with all other politicians. GOP is harping on this, but they are just as bad. The difference being Obama is spending the money here in the US where it might, conceivably, do some good. The GOP was spending it on pointless death and destruction in Iraq. To those who would crititcize Obama's spending... I say show me someone better.

The numbers on the question about having a clear plan boil down to the rough percentage of people who voted for him: this is no suprise. The president did tell people that times would probably get worse before they got better, and the recovery would take time. What should be noted is his approval rating as a person, which is reminiscent of Reagan. Reagan maintained his confidence through some bad recessions, and took 49 states in his re-election bid. If I were in the GOP, that would scare me far more than a mementary snapshot of public opinion. Reagan's political views were never tremendously popular, but people liked him: Obama has the same appeal.

Since the inauguration, Obama is showing he has different plans than the ones he spoke about during the campaign. It should come as no surprise when public opinion turns on him just as easily as he has turned on them. The contradictions between his words and actions are many. He opposes big govt, and then he vastly expands it. He says he favors bipartianship, but doesnt practice it. He says he is against earmarks, and then he signs the largest pork package in history. He says we are moving from an era of borrow and spend, but we are moving into an era of steal and embezzle. To try to pretend that this is somehow beyond the scope of his responsibility – above his pay grade, if you will – is insulting to the publics intelligece.

the perception of "strong leader" is subjective and wholly irrelevant. It's about the decision making itself.

Yes, he is a very strong leader – really inspiring – but in another way than the country is used too. President Obama has such a tough time because he sees, defines and is committed to start to solve the many problems the US and the world has. And the list is very long, perhaps too overwhelming. For some it is not easy to admit to the fact that not all is well and that business as usual is just not going to make the country move forward. If the majority of people can be convinced to also show diligence and patience, the president can point with help the right way into a better future. If one could bake a president, it would look like him: A very smart, compassionate, responsible, diligence, polite, clear, brave, determinate, fair, inclusive, earnest, communicative, patient, positive, respectful, passionate, outgoing, strong person that wants to better the conditions in his country and work together with others. A REAL PATRIOT! Because of that he has a positive impact in the world. Many heads of State are starting to rethink their own style and motivations and realize they should set a positive example too. This is something totally new for America to experience in a long time and perhaps takes time for some to appreciate.

No he is not; he is a windbag full of hot air. He can only succeed by promising to give “Hope”, yet is taxing the heck out of all Americans. Anyone can buy off votes. The stimulus plan is absurd. Spending money for roads and then giving more to welfare type programs will not save this recession, it will worsen it. The majority of unemployment has happened on his watch, not Bush’s. The government can rob Peter to pay Paul and they will always count on the support of Paul in future elections. That is why he was voted in, just giving money to people in these socialist programs.
Furthermore, water boarding is not torture in my opinion. We are losing this battle against terrorism and need these techniques. Danger lies in the notion that we can reason with evil, and yet he thinks we can. He is weakening our means of protecting ourselves, God help us all.

If you believe in Obama or not, at least he's trying to do something! Bush mostly sat around and let things happen. Or, did things to reward supporters and friends that we ended up paying for (Katrina is only one of many that comes to mind). Obama is capable, Bush was incompetent.

I'm more than willing to give Obama and the Democrats a full four years before judging them. If the Republicans get back into power without learning their lessons from the Bush years, I have every expectation that they will once again screw us for personal and political gain.

absolutely not. In the past the highest number of Czars, by any president, was 5. As of yesterday, OBama has 34....almost 7x !! That shows he wants to shed all responsibility, yet has a desire to control things; it places a convenient layer of "blame," between himself and any issue that sours. A layer that Rahm Emmanuel can quickly step in and point a finger to when it hits the fan, and the public starts grumbling.

Additionally OBama has shown that he's inconsistent, makes poor choices for cabinet positions (tax cheats aplenty), hasn't a spine when it comes to difficult decisions....and isn't respected worldwide.

It all falls back to the election, and Biden's words were true for once when he said that he's no leader....

He merely enjoys the "celebrity," of the situation, but when it comes to the actual responsibility of the job, and having stable, moral character.....a character the American people can depend on and stand behind, Obama's not making the grade.

I think the President is a strong leader and he uses strong judgement to deal with the people of foreign countries and abroad. He is reaching out to other countries with hostile attitudes toward our country. People should be pleased that he is risking his life to travel to these countries that really don't like us. I believe our President is doing a great job. I think he is strong enough to handle the job, whether it's the economy or the wars he inherited.
What I think is that the GOP needs to back off a little and try to help him succeed. When the American people voted in November, they gave our President an overwhelming mandate to do it his way, not McCain's way.
I believe that by the end of his first term, his grades will make it all but impossibe to beat him in his bid for re-election.

Yes, in a thoughtful and quiet way. We've had no hoopla a la Bill Clinton, no "Mission Accomplished" as in George Bush, "Tear Down This Wall" as in Reagan or, thankfully, "malaise" as in Carter.

In very rough times, whether you always agree with his policies, Obama has brought a team to the White House that exudes competence, calmness and a capability of understanding and communicating complex issues.

Contrast this with the bad acting of Boehner and far too many members of the GOP who offer nothing but doom, destruction and not one alternative proposal that isn't more of the same.

He's basically tugging Bush and Cheney by keeping the illegal wars going on in Iraq and Afgahnistan. If he was a strong leader he would have done the right thing and ended these wars on day one.
