Washington (CNN) – Americans are split over whether China represents a military threat to the United States - but there is no doubt in the public's mind that the country poses an economic threat, according to a new national poll.

According to a CNN/Opinion Research Corporation survey released Monday, 51 percent of the public consider China a military threat, with 47 percent disagreeing. That 4-point margin is within the poll's 4.5 percent sampling error.

The poll's Monday release comes as President Barack Obama makes his first visit to China, looking to bolster relations with that nation. He made the case to Chinese student at a Monday town hall that the countries' philosophical differences should not get in the way of a robust relationship.

According to the survey, two-thirds see China as a source of unfair competition for U.S. companies, while only a quarter are more likely to view China as a huge potential market for U.S. goods.

"That may be why 71 percent of Americans consider China an economic threat to the U.S.," says CNN Polling Director Keating Holland. "Americans tend to view foreign countries as competition, and China is no exception."

Only a quarter of those questioned in the poll say that China has a good track record on human rights. Sixty-eight percent suggested that China is doing a bad job respecting the human rights of its citizens.

The CNN/Opinion Research Corporation poll was conducted November 13-15, with 1,014 adult Americans questioned by telephone.

The positive aspects of Am.politics are thesigns of detente between

Not in many years have these possibilities been explored and
promoted. This administration is attempting to do its required job.

Yes! China is an economic threat!! think about that on your weekly trip to Wal-mart as you buy the chinese-made goods they sell there.

Americans are morons.

Fitz in Texas   November 16th, 2009 8:34 pm ET

There are two economic threats facing this country....China and this administration. It's safe to say this administration is the greater of the two threats.

Limbaugh is a liberal   November 16th, 2009 8:30 pm ET

As usual Americans try to find an outside scapegoat to blame their problems on. Xenophobia will always be popular in this country. Guess what people, it is YOUR out of control consumerism, your favorite corporations who have outsourced manufacturing and jobs and continue to channel money to the Chinese, further devaluing the dollar. Even the Chinese haven't fixed their money value to us since 2005, seeing how bad our economy was becoming!
So look in the mirror, and stop your out of control consumerism! THAT's what pumped up the Chinese economy and THAT's why they've grown. Because of YOU!

Right Leaning Independent   November 16th, 2009 8:25 pm ET

I certainly prefer that we produce more goods here but the question below does arise from this article. Are the two thirds that see China as an economic threat the same folks that helped Wal Mart become the largest exporter from China??? All these big buy America Union types all shop at Wally world and than cry a river when jobs disappear overseas! I think that a large portion of the two thirds may possibly be hypocrites..

Spirit of America   November 16th, 2009 7:52 pm ET

Threats to America are internal: a totally dysfunctional health care system and fully overbloated military budget, both of which are sucking the lifeblood out of our failing economy.

I believe that China poses a military and economic threat to the USA. I believe that within the ten years China will definitely move against the USA. And, we can thank our great CEO's and elected robber barons for shipping manufacturing and finance to developing countries.

The real issue is now that Americans are no longer "fat and happy", and is actively watching and is aware of what is occurring to us, WHAT ARE YOU GOING TO DO ABOUT IT??????

Terry from West Texas   November 16th, 2009 7:25 pm ET

Bluebonnet says, "The US has the highest corporate tax rate than ANY country! ..."

Actually, we are fifth, behind India, Germany, Netherlands, and Canada, with Argentina, Morocco, Malta, Pakistan, and Zambia. This is more Libertarian propaganda, as if global corporations are going to save us and make us prosperous if we would only lower the tax burden on those poor CEO's. Libertarians are part of the free-lunch crowd. They want to live in a 21st century democracy but they don't want to pay the bill. Typical of Conservatives.

James Michael Roberson   November 16th, 2009 7:19 pm ET

One of the main reasons China is a threat economically is because the previous President started and ill-advised war on a stack of lies with no way to pay for it..

Peter s   November 16th, 2009 6:51 pm ET

China is a economic threat to the United States! and if we continue with the same broken policies it will forge ahead of United States economically and militarilly. The Chinese societal work ethics has evolved to the better and they are continously improving.

jules sand-perkins   November 16th, 2009 6:44 pm ET

If the Chinese can manufacture an item and sell it at a lower price than we can, we are charging more than the item is actually worth.

End of story.

mjm   November 16th, 2009 6:41 pm ET

When American companies find it more cost effective to produce goods overseas and ship them back here, blame the tax code not the business.

We have the highest corp. tax structure in the world. Change the environment with lower taxes on corps and the jobs will stay in the USA. Or you can let China have our jobs...up to you.

Cap-and-Trade and the Pelosi bill will force jobs to go overseas. When Democrats bash American corporations every chance they get, they end up overseas. When unions force corps to go overseas because of their crazy labor contracts, we lose jobs.

Don't blame China, India, corporations or Republicans.....When jobs go overseas....It's the Democrats.

Jeremy   November 16th, 2009 6:39 pm ET

I see a common factor in quite a few posts on this topic: only Bush and the Republicans are being blamed for this. People seem to forget that Chinese-made products became widespread in the 1990's, at the height of the Clinton presidency. Both Republicans and Democrats are responsible for this economic turmoil we are in now. I agree with another blogger: we need to stop spending money on useless stimulus, cap-and-trade, and health care bills and pass a balanced budget amendment before the spending gets out of hand and China will end up owning the United States.

Hot Dog   November 16th, 2009 6:37 pm ET

It is funny that these Americans are speaking up now that we have lost our industrial base due out sourcing. What impact to you think that had on the unemployment rate and our economy as a whole? The answer greed. Americans are stupid to think that a thriving economy is only limited to us.

Get used to it media and liberals, because your boy Obama is selling the USA to China with his massive spending policies that have always failed in the past, just as they are failing now as he drives this country into bankruptcy.

raj   November 16th, 2009 6:25 pm ET

China is not a threat but can share some of our global economic burden but only if it plays fair. This admin should ask them first to get their currency free-floating by then end of 2010 or face currency driven tariffs on all imports. These tariffs will be based on fair value of their currency and the officia value. Any price advantage due to currency valuation will be charged as Fair and Acuurate Currency Tax (FAC)T).

I wills also send this idea to my congressman.

Sean   November 16th, 2009 6:20 pm ET

China is soon to be the new evil empire. We as Americans need to acknowledge them as a threat and be willing to accept sacrifices in order to get rid of our debt to them. That means accepting taxes for a few years. They greet us with a big smile as they slowily slide the knife into our backs.

W l Jones   November 16th, 2009 6:15 pm ET

We have an economic advantage over China do to the fact we have vast farm land under use at this time. With a large population an little land we can sell lot of food, timber and other raw material.

Jerry   November 16th, 2009 6:05 pm ET

We may not want to count China as an enemy since they are becoming what we once were, the leading manufacturer in the world. Normally, investing a country like China makes sense since it may be the only way to make some of our money back!

"The US has the highest corporate tax rate than ANY country! Lower corporate tax, quit this massive government spending and get companies back here! Its really quite simple but democrats just can't see beyond gimme!"

Corporate taxes granted are high but whats more ridiculous is CEO and administration wages. Imagine how much less a company could sell its products for if CEO crooks didn't bank massive incomes on top of massive bonuses. In case you missed the last decade.. One of the biggest spenders in our history was Bush. last time I checked he was a republican. Also, Bush lowered taxes on the rich and spoon fed corporate America. Last time I checked the Jobs seriously started disappearing on his watch. I know a lot of rich folks.. one thing is for sure the more money they have the more they want and most could care less how they get it or whom it hurts.

I love the republican trickle down joke. Give me all your money and I will give you a job... Wheres all the jobs? Wheres all the money? Obama must have stole it all.

alpha_nu_916   November 16th, 2009 6:03 pm ET

even if we slashed the tax rate for us businesses, china would still have an economic advantage because they produce goods at a fraction of the cost in the united states. they pay their workers nothing, have little in the way regulations, & have a vast amount of resources.
ever wonder what chinese health care is like? do you like the smog blanketing beijang? can you survive on $1 a day? like working until you die? if you answered yes , tell your local politicians to eviscerate regulations to compete with china.
all those clamoring for the good ole' days fail to realize that the us's future economy lies in new technologies and services, not manufacturing.

Economic threats to America:
(1) The People's Republic of China.
(2) The Democratic Party of the USA.

Jim in San Mateo   November 16th, 2009 5:55 pm ET

And every time you shop at WalMart, you increase the economic threat from China.

The way it is now is that we design it and China makes it, but because the US puts so little money into education (precisely at the time it should do just the opposite), America is falling further and further behind in the design race. Pretty soon, our products will not only be made in China, but they will be designed in China and there will be no design or manufacturing base left in this country.

The tea partyers, just like the prodigal son, want everything now. They are not willing to make investments in this country's future. They nay say the effects of global warming. Too expensive. Like storm and flood damage are cheaper?

By the time we recognize the educational deficit we are creating for ourselves, it will be too late to do anything about it and we will never catch up.

Capitalism made China our future enemy on purpose.   November 16th, 2009 5:48 pm ET

But we are sure the biggest toughest and the best there is on the planet....... Wake up America !

Too True For You   November 16th, 2009 5:33 pm ET

Well, duh. We let all our jobs and manufacturing move over there thanks to an unbridled faith in pure free market economy, and then we start whining "Our jobs are going overseas! We don't make anything anymore! Waaaahhhh!"

The truth is, it is a symbiotic relationship that neither country can afford to fail, so we are just as much an economic threat to them as they are to us.

Since we greedily sent all our manufacturing offshore, the REAL threat is in the event of a conflict they can flip into production of military materiel at the drop of a hat and overwhelm us while we are scrambling to ramp back up. We have few heavy manufacturing facilities left, no workforce ready to man them, and little raw materials production to support it. All because we fell hook, line, and sinker into the pockets of Big Money and the failed conservative ideologies of trickle down crapola.

WIlly Brown   November 16th, 2009 5:31 pm ET

TOKYOTO   November 16th, 2009 5:21 pm ET

The people answering this blog question who are fearful and confused about Obama, China, and our debt, are less than intelligent. Obama bowed to Prime Minister Hatoyama of Japan, not President Hu Jintao of China. The Chinese currency is the Yuan, not the Yen. And the U.S. has only been debt free once since 1776. You've just been schooled. Class dismissed.

Ten percent of China's exports go to ... Wal-Mart. Overall, Americans are their biggest consumers. The Chinese also are the largest international holders of US debt instruments.

I think economic threat is a misnomer. China's potential world dominance is inevitable given its current global economic dynamic.

What should be of more concern to Americans is their current strategy of trying to push down democracy and human rights down everybody's throat as a precondition to partnership. China has cleverly avoided that route and lets every country manage its internal politics while at the same making sure that its (China's) agenda remains on target. For example, China's approach in investing in Developing countries has had no regard for the recepient's political landscape and even worse than that contributing to significant degradation of the environment with impunity.

They're an economic threat because we have LET THEM become an economic threat. If we would have not let our economic house get out of order (over the last several decades) and if we would not have sold off our manufacturing base, we would be head & shoulders above them right now. China is not nearly as much an economic threat to the American economy as the current administration and congress are. They have lost any interest in creating jobs or helping companies put Americans back to work. The 'Stimulus" bill was a farce.

The only answer they have for the economy anymore is to point fingers at the previous administration. Don't hold your breath waiting for them to spend much time trying to help the economy. They are all about trying to spend another $1 trillion on a poorly devised health care bill now. It's more politically important.

Kevin Evansville, IN   November 16th, 2009 4:38 pm ET

Americans have an "us vs them" attitude., but really the biggest economic threat has come from Americans. We've shipped all our production jobs overseas, and made financial sector jobs such a large part of the economy. We have always been, and will continue to be, the biggest factor in our downfall as a nation.
