WASHINGTON (CNN) – Fewer than three in 10 Americans think Sarah Palin's qualified to be president, according to a new national poll - the least of any of the five potential candidates included in the survey.

But another woman tops that list in the CNN/Opinion Research Corporation survey released Monday: two-thirds of the public thinks that Secretary of State HIllary Clinton's qualified for the Oval Office. That's more than Vice President Joe Biden, who's currently next in line for the presidency.

According to the poll, 28 percent of Americans say Palin is qualified to run the White House, with seven in 10 saying the former Alaska governor and 2008 Republican vice presidential nominee is not qualified.

The survey indicates that a majority of Republicans, 54 percent, feel Palin is qualified, with 44 percent indicating she isn't. But only 29 percent of independent voters questioned feel she is qualified to serve as president, with 68 percent disagreeing. According to the poll, nine in 10 Democrats feel Palin is not qualified.


The poll's release comes one day before the release of Palin's book, "Going Rogue: An American Life."

"The perception that Palin is not qualified to be president puts her significantly behind two potential rivals for the GOP nomination in 2012 - Mitt Romney and Mike Huckabee," says CNN Polling Director Keating Holland.

According to the survey, nearly half of all Americans think Romney is qualified to be president, with 43 percent feeling the same way about Huckabee. Among Republicans, Palin is still lagging other potential 2012 primary candidates: 63 percent of GOPers think that Romney and Huckabee are qualified, 9 points higher than the number that say the same of Palin.

"Palin has many strengths - recent CNN polls indicate that Americans believe that she is not a typical politician, that she cares about average Americans, and that she is honest and trustworthy," says Holland. "But the perception that she is not qualified for the White House is her biggest Achilles heel."

An ABC News/Washington Post poll also released Monday indicates that 38 percent of Americans say Palin's qualified to serve as president, with six in 10 saying she's not qualified.

The CNN survey indicates that 67 percent of people questioned say that Clinton is qualified to serve in the Oval Office, 17 points higher than the 50 percent of Americans who think that Biden's qualified to take over as president.

Biden's low number may be attributable to negative feelings about the Obama/Biden administration rather than views of Biden personally.

"In the past, poll respondents who dislike an administration have sometimes taken it out on the vice president," say Holland. Polls from the late 1990s showed that Americans felt Al Gore was qualified to be president, but only if respondents were given the chance to say something negative about Gore that was unrelated to his qualifications, he adds. In the Bush administration, the number who thought Dick Cheney was qualified to be president dropped as the administration grew more unpopular. "Cheney's experience in office didn't change during that period - attitudes toward the Bush/Cheney administration did," he says.

Hillary Clinton also has the advantage of having been able to stay out of domestic policy debates, including health care, the economic stimulus, and other controversial matters, while adding almost daily to her experience in foreign policy, Holland adds, while Biden has been involved in the domestic policy disputes - "which might explain why some respondents were looking for a reason to say something negative about the veep."

The CNN/Opinion Research Corporation poll was conducted November 13-15, with 1,014 adult Americans questioned by telephone. The survey's sampling error is plus or minus 3 percentage points for the overall sample.

    Sad to see that this person who quit her position as a Govenor of a state thinks she is qualified to run a higher gov position. I think people may have looked at her differently if she had stayed on and not quit. As for the dispairity in the percentage I believe it just runs down party lines. I can say without a doubt that if she was a DEM the GOP would feel the same as the Dems do now.

    The fact that even 28% believe Palin to be qualified is, at best, extremely unsettling. I don't care what your political leanings are, whether they be conservative or liberal, intelligent, clear-thinking individuals know that she is a joke. In a time when the world is far more unpredictable than ever before, when some countries are on the wane and some surging toward economic mega-powers, when crazies and terrorists are a mainstay of everyday life, we need, more than ever before, a clear-thinking, global persona to sail these dangerous waters. The people who actually believe the likes of a Palin could do this are the same people who might let their children hand-feed peanuts to a bear.

    Did we really need to conduct a poll to determine how Americans viewed the readiness of Sarah Palin as President? Didn't they do that last November 4th? Wasn't it clear doing the Couric interview? Man, a lot of time spent on this woman when you good be doing something to better mankinds existence or reporting positive stories that get overlooked, left out of the media because they are TOO NICE.     Sure she may be almost as unqualified as Obama but she has experience to work from. He has a 1/2 term as a senator and was a community organizer before that. She was Commander In Chief of the State Of Alaska, mayor (in itself beyond community organizer), energy czar making great things come the way of Alaskans from big oil etc.. Obama wouldn't be where he is without ACORN. Enough said?

    Palin is pale on most things that Americans demand. Americans demand answers to problems which her party induced. Most Americans want answers to why the Iraq and Afghanistan wars are off-budget items needed to be paid for later and not now! George W. Bush got his war he always wanted. He allowed Wall Street to get drunk as he claimed Wall Street did get because he placed the bottle in front of them to do so, not a good idea for driving this nation into a ditch. A drunk driver going into a ditch isn't news because the obvious lack of proper decision making for the decider was errant. We do not need another brainless individual at the helm of government to allow such to occur too soon after the occurrence. Palin offers another Titanic ship captain to be swayed into bad decisions or no decisions due to the icebergs of bad decisions that will come her way. George W. Bush is THE quintessential character that Palin matches to and it is much too soon to allow more mismanagement this close to the last mismanagement of the George W. Bush administration.

    I don't always believe the polls because most taken are from democrats. Plus the news media and many of the public are very jealous of Palin along with the majority of college students. They fear her running for the presidency and beating out Obama who can barely run this country let alone not make decisions on war. Yes, Hillary should have won the nomination for the presidency but people like Pelosi, Reid and the former DNC Dean swindled her out of her votes to give them to Obama and Pelosi demanded the superdelegates to vote Obama because she didn't want Hillary to become president. Pelosi wants to be the woman in charge but she didn't know that Hillary would become Secretary of State. We need the republicans to take back the house and rid us of Pelosi and Reid. Palin is a very smart woman and that's what its all about. And she will get more popular as the months go by. Joe Biden is not presidential material, not even VP material but Michele Obama didn't want Hillary chosen. Jealousy reeks within her.

    What a deceiving headline. Where was the poll taken, NYC or LA.? I would believe that, since people who populate those two cities are out of touch with the rest of the country. Dosent mean they are ignorant people, just rather different from the rest of America.

    Palin is so incredibly popular right now–and will be for a few years to come–she better run for president next time around while the country is so enamored with her.

    She is the only candidate I find trustworthy.

    Most Americans in the polls are from this younger generation and mainly Democrats that of course will say she isn't qualified. I believe she is more poplar than Obama who has lost his touch. And after that book is sold she will be getting more interviews and more speaking requests. That is going to rock the Democratic party because they don't have anyone else to run for president but Obama and if Palin runs she will give him a run for his money. Of course the college students won't vote for her because they are heavy drinkers, smokers and some take drugs which she is against. Obama did that in college himself and the students feel right at home with him. But there is a chance that she would win. No one knows the future.

    Give it about six months and Barack's numbers will be mirroring Palin's.

    I was watching a show this weekend and one of the guests was the poster child for the left. Health Care was the topic and several panelists pointed out estimates and numbers put forth by this administration, as well as from prior administrations, that were so far off that one figures the guy at the county fair guessing weights would be imminently qualified to run the CBO. After several illustrations, the one panelist still said that this healthcare package won't come in over budget. Time and again when asked to justify her response, she simply resorted to the "Obama said it would be deficit neutral" line.

    I'm voting for the carny next time around!

Sarah Palin isn't qualified to be President (an utterly frightening thought), she wasn't qualifed to be Vice-President (and McCain knew it, but went along with his party bosses anyway), and she wasn't qualified to be Governor–not even of Alaska (which she proved by resigning before her "service" was completed).
    I wouldn't vote for Sarah Palin for my local school board.

And if you think she was treated unfairly (all Katie did was ask her questions) by Couric watch any interview she does. Does she ever come off as having an IQ over 100? There are definitely women in this country qualified to be president but Palin is certainly not one of them. The Republican Party could enhance their standing by telling her to go home and shut up.

    It is extremely depressing to know there is a relatively high percentage of voters who genuinely believe Ms. Palin has executive leadership skills.

    Far more descriptive of Ms. Palin are: functonally illiterate, geographically & politically ignorant, failed parent, ad nauseum.

    People of our country need to take voting seriously, and look past their own emotionally-charged biases. President Obama is far from perfect in his professional and personal life. With that said, Ms. Palin's abilities strongly pale by comparison.

    BTW: I concur with the assessment of Secretary Clinton being far more qualified for the Oval Office than Sarah Palin – by a long way!

    As her stock falls, her popularity plummets, her ideas ridiculed by more in the GOP and her "People Magazine" existence keeps playing out into the news, she will just become another wreck on the political lanscape. Yes, she will reap a lot of money and raise some as well, but her base will shrink and when it comes time to start ramping up for 2012, she will wither under Huckabee, and Romney's verbal assault. If she couldnt handle Katie Couric, and she couldnt, or else she would just shut up about it already, then she is in for some serious skin peeling from those two men. Add Pawlenty, who needs the base, and her demise will come even sooner. Her fortune wont hold out anymore either when she cant earn those big paydays and her husband wont get hired back where he quit. Opportunism is fleeting and thy name for now is Palin.

    Why are we wasting time doing polls like this? Of course, she is not qualified and only those with a half a brain would think so. We really need to focus on the problems that have been generated over the past eight years and find construction solutions to them.     If a man had the "presence" of Palin and answered questions like she does, we would never have voted for him. If McCain/Palin had been elected and something had happened to McCain we would have had Palin for President. Really and truly that would have been an appalling mess for everyone. She might be ok in other circumstances but not in politics. No elected representative should quit in mid-term unless convicted for a crime. No one wants an elected official who won't follow through on their sworn commitment.

She couldn't hack it as governor, she can't tell the difference between a continent and a country according to McCain campaign staff, she doesn't demonstrate any understanding of policy or current events, she thinks being asked what newspapers she reads is a "gotcha" question, she gets in trashy Jerry Springer feuds with her grandchild's teenage father, her near-compulsive (and transparent) lying is constantly being called out by Republicans and Democrats alike, she can't string together a coherent sentence, she had a slew of ethics charges against her, she stumbled through like five colleges on her way to a diploma in sports journalism (yet she claims to hate the media) if I'm not mistaken, she couldn't answer questions in her VP debate and had to resort to pre-scripted answers that had nothing to do with the question in order to bluff her way through, she became a national laughing stock via SNL (which, instead of creating a caricature like they normally do, relied on near-verbatim quotes that were intrinsically ridiculous, mindless and funny)- but she can see Russia from her house! Seriously?

It is not only bad judgement to say Governor Palin is qualified–it is a frightening glimpse her supporters believing she is qualified.

    To begin with, McCain's choice of Palin seemed cynical and poorly thought out. The powers that be in the Republican Party seem to be too focused on finding someone who is a "crowd-pleaser" without enough concern for genuine substance. Palin's diviseness is offensive to me - I am an "average American" yet I disagree with many of her positions, therefore I am not a "real American". Based on comments I have heard from folks from Alaska, most of them didn't think she was qualified to be their Governor after dealing with her for a couple of months. While I have always let it be known that I am a Liberal Democrat, unlike that other Joe from CT, I personally believe that her winning the Repbulican nomination for President will deal the Republican party a blow that they will be decades in recovering from, if at all. They will be like the Whigs in the 1850's. That party self-destructed because they would not take an official stand on anything, preferring to stand against whatever the Democratic Party was in favor of, with the exception of the Slavery and Nullification issues.     Davisd Brooks of the N.Y. Times thinks that Sarah Palin is a joke and should not be seriously considered as a candidate for President. I hope that Mr. Brooks is right. Caribou Barbie has blind ambition and blames anything negative against her against her perceived enemies – which is a list that grows by the day. Wake up America!!

    This is one of the many reasons that I didn't even think of voting for McCain in 2008. This was many of his flaws that made me question his ability to make good choices. She was one of the worst that McCain could have made.

    It's funny, Palin runs a state government and Obama decides as a freshman senator to run for president.

    This is Obama's qualification to be president? Having never run a business and lacking government experience, a poor attendance and voting record shows how stupid america is.

    We witnessed this last election. The one thing is out in the open, democrats hate women politicians. They turned on Hillary who was the front runner, they showed their fear of Palin and the womens rights movement was pushed back a century because NOW was asleep defending women (Palin). It's ok to defame, descriminate and harrass a woman who is not liberal, NOW only defends liberals....

    This is a CNN poll...does anyone really think that this represents an objective cross-section of America? CNN polls are not reliable for the same reason Fox News polls are not reliable. While they represent an accurate cross-section of the people that use that source of information, people tend to gravitate towards news outlets that favor their political viewpoint.
