Senate health care bill clears key hurdle

WASHINGTON (CNN) - The Senate voted 60-39 Saturday night to proceed with a floor debate on Majority Leader Harry Reid's $848 billion health care bill.

The successful vote to prevent a Republican filibuster against starting debate broke down along strict party lines. All 58 Senate Democrats – along with Independent Sens. Joe Lieberman of Connecticut and Bernie Sanders of Vermont – supported bringing the measure to the floor. Thirty-nine of the 40 Senate Republicans opposed the motion. Sen. George Voinovich, R-Ohio, didn't vote.

A minimum of 60 votes is required to break a filibuster in the 100-member body. The outcome of the vote was unclear before Saturday afternoon, when Sen. Blanche Lincoln, D-Arkansas, announced her support for a full chamber debate on health care reform - the top issue on President Barack Obama's domestic agenda.

Lincoln, a key moderate likely facing a tough reelection campaign in 2010, said the issue deserved further debate and consideration. She made clear in remarks on the Senate floor, however, that she opposes several aspects of Reid's bill, including a controversial government-run public option. "Although I don't believe with everything in this bill, I believe it is important to begin debate," Lincoln said. "The issue is very complex. There is no easy fix."

Two other Democratic moderates whose support was considered to be in doubt - Nebraska's Ben Nelson and Louisiana's Mary Landrieu - also announced their decision to back a full debate shortly before the vote.

The procedural vote was a significant victory for Reid and the Obama administration. The House of Representatives narrowly passed a more than $1 trillion health care bill earlier this month. If the Senate manages to pass a bill, a congressional conference committee would need to merge the House and Senate proposals into a consensus version requiring final approval from each chamber before moving to Obama's desk to be signed into law.

    Republicans have NO credibility. They are opposed to anything Democrats propose. After it looks like Health Care will finally pass, they think we should start over and have a bipartisan bill. They are a little late, but could still be part of the process.

    After reading all the comments on this site by all the liberal democrats, it is clear that they are so confident in themselves and their leaders that they will blindly follow them over a cliff. Fortunately for the country, there are still some senators, even Democrats, in the senate, that will never allow this thing to pass and become law, knowing it will hurt the country more than help. It is okay to debate it. I would much rather have a very long debate and get out all the hidden little secrets in this bill so the American people see what congress is trying to pass. I think the longer the debate, the less support there will be from senators and the American people. Even if they pass something, they will have to negotiate again and congress will start the voting over again.

    Truly there is more democracy in Democratic party our GOP where we do not entertain internal dissent. This country will be better served by 75 Senate Democrats who vote on facts and sense than party ideology. My brother who works for one of Republican Senators told me two days ago that "the Senator will vote NO not because we don't need this Bill" but due to ideological pressure. The instructions are very clear "SAY NO TO ANYTHING OBAMA/DEMOCRATS".
    Unfortunately this may ruin the party I grew up to. Our base shrinks by the day due to bad policies and typical conservatism. We need to change direction to shape our future or we bestow our trust to 75 Demo Senators.

Why is it that its only during democratic presidencies that there is a debate about health care reform? Every republican being interviewed on TV now say they want to see reform, so how is it they've never brought a motion to the floor for reform when they're in charge of the house?     The Administration should require all 3 million federal employees to go on the Government-run health system. This would instantly put 3 million paying contributors into the system, making it viable right away. Since federal employees do not generate wealth or contribute to the economy in any way, this is one way they could be a help to the country, for a change.

If Republicans cared about the American people some of them would have at least voted to move the bill forward. Instead they will be all over the talk shows tomorrow whining, moaning and groaning about how the world is coming to an end, BE AFRAID, BE VERY AFRAID. Our country is moving forward, oh my. Guess what, the American people see for themselves who is really concerned to some extent about them and it certainly isn't Republicans.

    Republicans are trying to block the DEBATE about the bill? They won't even talk about it, but just waste more time while millions hope they don't get sick until they can get SOME sort of coverage that right now is not available. And yes, those of us without insurance DO work, we DO have education, but life takes turns, sometimes those turns throw everything off, jobs get lost, people die, people get sick, plans fail. Anyone who doesn't know that has had a blessed life. If you think that bad things only happen to people who deserve them you are f ool.

According to his web page Senator Voinovich feels none of you matter. He couldn't see fit to be present, doing his job in the Senate when it was in session – just too busy. Here is a clear example of fraud and abuse waiting to be purged. Citizens of Ohio are clearly not getting what they pay for in a representative. Take note....

    This is what this bill needs...debate and a public review. Hopefully this will lead to clearing up some of the mysteries it contains. I cannot understand why the Republicans oppose this, except that they oppose so much just on principle. That attitude hurts this country and makes the GOP look worse than usual.
    You should expect this attitude out of a fool like Sarah Palin, but you would think that somewhere in the GOP leadership there are people that understand the importance of debating the issues.

    And we expected her to... what?... endorse it? She's a "NO"publican like the rest of them... even if she likes to pretend to be an "outsider" from the few from her party left in Washington. Why would she support something that will bring down costs for all of us, show compassion for our fellow American who are disadvantaged, and lower the overall costs of our country's pre-existing 3 benefits programs? Those are all ideas that Palin and her kind have proven to be out of touch with reality throughout the health care reform debate so far... her "real" Americans (often poor and found in rural areas) will far and away be the beneficiaries of this reform, despite her and the "NO"publicans best attempts to try to portray the Democrat's efforts otherwise. The AARP, AMA, and CBO are not conspiring to support this thing because they're a bunch of Socialist, people. Without reform, in 5-6 more years, next to no one will be able to afford to insure their families if the increases in costs we are seeing stay on track. I say SUPPORT REFORM FOR ALL AMERICANS CONGRESS, OR EXPECT TO GO HOME IN 2010. As for Palin, please... I repeat please run for President in 2012... your 30% of the vote vs. our 70%... real America vs. REALITY... bring it!

    Another step toward meaningful health care reform!

    However, it's not over yet. And to make it a reality, we need a robust public option, the elimination of pre-existing condition exclusions, and no opt-out for the states (because you know that the unfortunate folks living in "Red" states will be used as patsies in the GOP's bid to regain power).

    And two important, effective ways to help fund this meaningful health care reform are:

    1. Eliminate the FICA tax cap on income above $90,000. This would generate a huge source of funds. (Right now, no FICA is paid on individual income above $90,000.)

    2. Change the top tax rate to what it was under Ronald Reagan: 39%. Right now, the top rate is 36%; people making higher incomes can afford to pay an additional 3%.

    Are these "taxes on the rich?" Yes, they are. And the wealthy can certainly afford it.

    After all, it's the least they can do for the country that has given them the opportunity to create their wealth in the first place.

They are opposed to debate on the health care bill,WHY!! Is it because the insurance and drug companies have them in their hip pocket.Is it because the bill will actually do something for lowering health care costs.,Will it make health insurance companies have to compete for our business,instead of them saying take it or leave it!..I for one am tired of paying more each year and getting LESS coverage. Perhaps this will make someone provide us with good coverage..And for those Repubcons out there, ask you your elected offical how much he/she pays for GOVERNMENT run health care..In case you don't know its ZIP,ZERO,NOTHING.How many of you pay nothing for your health care????????

    I am of over 60 years of age, recently had a series of tests to determine if I am diabetic. Thankfully all tests were negative. Here's the rub...United Health Care will NOT pay for any part of the tests. All costs are borne by Medicare and me. My monthly premiums go into the pockets of United Health Care outside of Medicare. Go figure.

    "The procedural vote was a significant victory for Reid and the Obama administration". This is no flash in the pants decision.

    A filibuster on this matter would be a disgrace to the Senate and not in the interests of the American nation as a whole. Republicans it really does seem have one objective which is to say no to anything proposed by this Democratic government. They even delayed the vote on extending unemployment benefits which eventually pased 98 to zero and also the apellate judge who passed by more than 70 votes. I understand also the Republicans are using delaying tactics on 52 other legislative matters!!

The issue of health care can no longer wait as millions of Americans are suffering due to lack of health insurance or inadequate coverage.     Awesome! I hope that this will be the beginning of a healthy, compassionate debate between Senators that will address the needs of the American People. They all need to discuss how OUR government can lead the way in providing desperately needed health care reform. Now we understand that no bill is perfect and someone will always stand to gain or lose and we understand the cost is astronomical but what price do we place on a family member who get sick and is denied medical services for any reason. I hope that maybe the Republicans will reconsider their position and get involved and do something to assist the process while they still have a voice in the matter. Who knows, it might just pass with or without their input.

    Thats right, Lets not force the insurance industry to offer coverage to people with diabetes, or folks who are over the mandated weight limits, but otherwise within the normal parameters of health guidelines.

    I am overweight, but otherwise healthy. My wife is a diabetic who is insulin dependent to the tune of $450 a month in insulin. I am 62 and she is 57. Neither of us smoke. Last year the best health care we were able to find would not cover anything diabetes related and cost us over $1000 a month. Then the insulin added another $450 on top of that. That took all but $400 of her salery. I clear about $2000 a month. With a house payment, utilities, gas, groceries and life insurance.

    I am in the hole every month and it is getting deeper. So, listening to the Republicans telling me affordable insurance will bankrupt me is ludicrous. Without the health care bill, I will soon be bankrupt, homeless and living off of charity and public assistance.

    Tell me again how you are helping me, Palin. You are just lining the pockets of Insurance executives and health care lawyers, almost all of whom support you.

    We must lift the anti-trust exempt for the health insurance industry in this reform bill. With this exempt, there is never a free market for health insurance and we will not be able to use competition as an excuse for the exchange. Therefore, we must get rid of this anti-trust exempt.

    I hope the final bill for President Obama to sign is going to be a simple bill within 100 pages. The more we write, the more loopholes it is creating. Most importantly, we should all read the Senate and House bills so we know what's instore for us.
