The chief sponsor of a resolution that delineates conservative principles espoused by former President Reagan says the resolution would insulate RNC head Michael Steele from conservative criticism.

Washington (CNN) - Conservative members of the Republican National Committee are circulating a new resolution that calls on party members to stand up to President Obama's "socialist" agenda and would prohibit RNC funds from going to GOP candidates who disagree with elements of a proposed ten plank ideological platform.

The language of the proposal is still being tweaked ahead of January's RNC Winter Meeting in Hawaii, where it could be submitted for a vote before the full committee.

Jim Bopp, Jr., an RNC committee member from Indiana and the chief sponsor of the resolution, said the goal of the resolution is to "re-establish the party's conservative bona fides."

"This would establish standards for candidates and hold them accountable to RNC's conservative platform," he told CNN. "We are open to diverse views, but you do have to agree with us most of the time."

Bopp said such standards would insulate RNC chairman Michael Steele from the kind of conservative criticism he faced last month for supporting a moderate Republican, Dede Scozzafava, in the special election in New York's 23rd congressional district.

"I think he has been unjustly criticized for supporting the Republican candidate in New York," Bopp said of Steele, whom he opposed during the chairman's race last Winter. "This resolution will establish standards so that he wont won't feel obligated to support every Republican and not feel criticized."

RNC spokeswoman Gail Gitcho had no comment on the resolution.

"The deadline for submitting Resolutions for the RNC Winter Meeting is more than 30 days away," Gitcho said in an e-mail.

"At this point, we do not what resolutions will be submitted nor what the final language of any resolution ultimately submitted may be."

If approved in its current form, the resolution would be the second RNC document this year to formally accuse the Obama administration of pushing socialist policies. The committee approved a resolution in May calling on Democrats to "stop pushing our country toward socialism."

Proposed RNC Resolution on Reagan's Unity Principle for Support of CandidatesWHEREAS, President Ronald Reagan believed that the Republican Party should support and espouse conservative principles and public policies; and

WHEREAS, President Ronald Reagan also believed the Republican Party should welcome those with diverse views; and

WHEREAS, President Ronald Reagan believed, as a result, that someone who agreed with him 8 out of 10 times was his friend, not his opponent; and

WHEREAS, Republican faithfulness to its conservative principles and public policies and Republican solidarity in opposition to Obama's socialist agenda is necessary to preserve the security of our country, our economic and political freedoms, and our way of life; and

WHEREAS, Republican faithfulness to its conservative principles and public policies is necessary to restore the trust of the American people in the Republican Party and to lead to Republican electoral victories; and

WHEREAS, the Republican National Committee shares President Ronald Reagan's belief that the Republican Party should espouse conservative principles and public policies and welcome persons of diverse views; and

WHEREAS, the Republican National Committee desires to implement President Reagan's Unity Principle for Support of Candidates; and

WHEREAS, in addition to supporting candidates, the Republican National Committee provides financial support for Republican state and local parties for party building and federal election activities, which benefits all candidates and is not affected by this resolution; and

THEREFORE BE IT RESOLVED, that the Republican National Committee identifies ten (10) key public policy positions for the 2010 election cycle, which the Republican National Committee expects its public officials and candidates to support:

(1) We support smaller government, smaller national debt, lower deficits and lower taxes by opposing bills like Obama's "stimulus" bill;

(2) We support market-based health care reform and oppose Obama-style government run healthcare;

(3) We support market-based energy reforms by opposing cap and trade legislation;

(4) We support workers' right to secret ballot by opposing card check;

(5) We support legal immigration and assimilation into American society by opposing amnesty for illegal immigrants;

(6) We support victory in Iraq and Afghanistan by supporting military-recommended troop surges;

(7) We support containment of Iran and North Korea, particularly effective action to eliminate their nuclear weapons threat;

(8) We support retention of the Defense of Marriage Act;

(9) We support protecting the lives of vulnerable persons by opposing health care rationing, denial of health care and government funding of abortion; and

(10) We support the right to keep and bear arms by opposing government restrictions on gun ownership; and be further

RESOLVED, that a candidate who disagrees with three or more of the above stated public policy positions of the Republican National Committee, as identified by the voting record, public statements and/or signed questionnaire of the candidate, shall not be eligible for financial support and endorsement by the Republican National Committee; and be further

RESOLVED, that upon the approval of this resolution the Republican National Committee shall deliver a copy of this resolution to each of Republican members of Congress, all Republican candidates for Congress, as they become known, and to each Republican state and territorial party office.

Folks, health care reform proposed a public option – NEVER has it been stated that health insurance companies will be dismantled and people will be forced to give up their insurance if they don't want to.

Health care reform is all about giving the consumer a CHOICE, which is the cornerstone of capitalism.

If the health care insurance companies – with their eyes on stockholder dividends and $14 million annual salaries (on average) for their CEOs – can't compete in a fair marketplace, well, then, they deserve to go under!

This is a great example of how organizations attemt to maintain power when threatened. They seek to be the "definers". You see it in politics when the lines of definition between Republicans and Democrats are blurred. The leadership of both parties start to freak-out when candidates start to color outside the lines. At that point, the offended party tries to become the "definer" of what is a true Republican or a true Democrat.

This is the very thing that the GOP is doing now. They fear the potential of a Republican candidate who will (for example) support healthcare reform or gay rights. By defining who IS and who IS NOT a true Republican, the GOP leadership can threaten to damage the political careers of candidates who are shades of gray, thus maintaining their authority.

Beware the "definers", whether at church, at school, or in politics.

I used to be a Republican. But honestly, you "support military-recommended" troop surges...why? Because you have no brain, and your solution to everything is to let someone else make the hard choice? For 8 years, the Republicans turned their back to Afghanistan, and now that it's an absolute MESS, they're upset because the President is taking time to get us out of it? And, they're against "socialist" medical care, but they wanted to increase the size of Medicare when Bush was President? They're for low deficits, and yet, NEVER in our country's history did we have such a huge deficit than when THEY were in office. And, they're for limited government and state's rights, but when it comes to the rights of gay citizens, the 14th amendment means absolutely nothing. By saying they're for state rights, logically they should support the states that support gay rights, but state rights mean nothing unless the state happens to be against gay marriage or for unrestricted gun access. The Republicans are hypocritical and delusional. They burned me, and I won't be coming back.

They were spending money like crazy, racking up the biggest national debt ever (that somehow people contribute to Obama now), when they were in power. Three trillion war and tons upon tons of pork barrel spending for the past 7 years. Here we have a President attempting to at least have some dialogue about fixing our country's most dire problems, and they want to sulk in the corner with their hands on their ears going "nanana can't hear you!" for the next 8 years.

LOL. Numbers (2) and (9) are inherently self-contradictory. Market-based health care endangers poor people and certainly rations health care on the basis of insurance company profit interests and ability to pay.

I guess the RNC does not think the poor are "vulnerable."
I guess rationing doesn't count as long as the wealthy are making money.

It is really, really sad that any human being would support such positions. It makes be ashamed to be the same species as them.

Man, their hypocrisy is just mind-boggling. Their statement claims they support smaller national debt. But then later in the very same statement, they state clearly that they want to send as many additional soldiers to both Iraq and Afghanistan in order to win. They can't have it both ways.

Since they want smaller debt, I can only assume that the GOP now wants to institute a war tax to pay for those two wars. If not, we will have higher national debt.

Ronald Reagan is rolling over in his GRAVE because of what his party has become.

He DID NOT wear his religion on his sleeve, nor did he require a religious litmus test.

Reagan also believed in not speaking badly about other Republicans, because HE could tolerate differences of opinion within his party.

There is nothing scurilous about this. Any organization must have certain basic tenents to believe in. Otherwise there is no direction, you just bend with the wind. That is suicide for any organization that wishes to remain relevant.

I don't understand the ongoing adulation of Ronald Reagan and the pining for the "good old days" of his presidency.

Reagan converted the U.S. from the world's biggest creditor to the world's biggest debtor nation. It's considerably more difficult to play hardball with countries like China when we owe them hundreds of billions of dollars and continue to rely on their confidence in our fiscal health.

I think this is a GREAT idea. Republicans need something to hone their message, even if it's a message I don't agree with. If they believe so strongly in it then let them hold their members to it and proclaim it to the world! 7 of the 10 resolutions Support by oppsing, one support the Defense of Marriage Act (who opposes same sex marriage). The other 2 support act of wars (who by definition opposse some other country).

The reason Michael Bennett would rather loose his seat if it means getting the health bill through is because he is CONCERNED about his constituants. This has nothing to do with Mr Steele. Realistically, Mr. Bopp is at odds with Mr. Steele and voted against his nomination as RNC Chair. The real agenda is to use someone he dislikes,and his (Steele's)supporting of the less conservative candidate in the NY 23rd district race as reasoning to establish rules that will in fact restrict the RNC party members opinions even more. The fundamental problem with carbon-based pollution is that we all know that the very cheapest and most efficient way to burn fuel is to let the outputs go into the water or the atmosphere. To change that behavior, we have to alter the profit dynamics so that not creating carbon is more effective. Cap and trade is the most market based approach that a government can impose.

The fundamental promise of the Repulicans is that they can magically fix the problem by simply offering the promise of market forces (of course there are none). Then 10 years from now we conclude that we need to have even more forceful rules. Daaa.

They need to try something along the lines of the US Constitution, the Bill of Rights, or even something like the Contract With America. They need to support a Balanced Budget Ammendment, Term Limits, Limits on Campaign Contributions, NO CZARS, and severly limit the authority of the courts that have hijacked the legislative process with court rulings. Personally I do not care about abortion, same sex marriages, and health care. This is a free country and it is set up so that EACH State will make its own decisions on these matters. So my warning to the Republicans, you are walking on VERY thin ice with the conservatives in this country, and unless you connect real fast with the public in this country, we are gonna dump you in the trash heap of history along with the Obamacrats. It's a "bona-fide" way to insure the Republicans total failure over the next decade or so.. As a former Republican I wouldn't vote for this farce of a party if it was the only party to choose from.

The leaders of that group can't understand what regressing backwards seems to mean. As if getting back to their roots will solve the problem. I think the problem is they have a grand case of root rot and unless you replace the soil quickly it will die. New members with fresh ideas is their only hope I'm afraid.

I thought the whole story could be summed up with just the fact that the RNC is meeting in HAWAII in January. Let's see, Hawaii would be considered a Democratic state since most of their Senate & Congressional representatives are Democrats, so the RNC certainly isn't going there because it's a friendly Republican haven. Are you telling me the mainland 49 states didn't have an acceptable meeting site??? The RNC needs to fly all the way across the country & another 3,000 miles of Pacific ocean in order to hold their meeting (especially during cold January)???? For east coasters that will be about an 12+ hour flight– but the RNC couldn't find anything closer?? They complain about every dime Obama spends trying to salvage the economy, but they don't hesitate to spend God knows how much to hold their meeting in beautiful tropical warm (and expensive) Hawaii during the dead of winter. Let's face it– the Republican party is still the party of the wealthy we don't give a flip throw it in your face hypocrites.

This somewhat surprises me since Reagan allowed an illegal immigrant amnesty. The Republicans in the Senate don't want competition by allowing more players in the health insurance business. Apparently, Mr. Steele isn't aware that the health insurance companies are already rationing health care by what they will and won't cover.

This is showing how pure people must be to be a Republican. That is going to shrink the tent. The Democrats seem to have the other problem that they allow so many to be a part of the party that they have trouble holding it together for votes at times.

Increased the size of government
Exploded the deficit
Almost tripled the national debt
Raised taxes (mostly on the poor and middle class)
Granted amnesty to illegal immigrants

I would be more open to the Republican party and this document if they would be specific and could withstand scrutiny. This document says they want market based health care reform. The bill they put out last month is a total joke. It says they want to win the wars. Really, didn't we just let the Republicans fight the wars for the last 8 years? I don't see that we won anything there. They also want to cut taxes AND balance the budget, something they've been saying since Ronald Reagan. Well, let's hear them identify what programs they plan to cut and see if the math adds up and see how well people like those ideas. The Republicans haven't ever balanced a budget.

Better be careful with that label. First, it most certainly does not apply. Look at the definition, not what Rush Limbaugh says. Second, Bush crossed the line a number of times, sometimes arguably illegally to a point where he was the closed thing to an monarch we have had in our history. The Republicans did not have the where-withall to call him out when he walked on the Bill of Rights and other questionable acts. It is much better to campaing on the strength of ideas and proposals and not focus on trying to put the other one down as a way of propping yourself up!

If this current healthplan is such a concern to them because of "socialism" and claims of unconstitutionality. Then they need to do the following thing to legitamize their concern.

1. Stop all Federal dollars to States for Education
2. Repeal Medicare in its entirety
3. Stop all Federal dollars to States for the national highway system
4. Disban the Faith Based Inititiatives program
5. Disban the USDA food stamp program

And the list goes on and on and on. These outcries are nothing more than political posturing. Either be real

This is a big mistake, looking for a party idealogy that will exclude all others. Then they claim it is Reagan republicanism. That certainly was not what Pres. Reagan stood for in his leadership. He was an inclusive person in words and in deeds. He wanted Freedom and Liberty for every citizen even those who disagreed with him.
If the GOP decided to become a Party of exclusion than it will be excluding itself from leadership going forward. This terend is not something new in the GOP, and is one of the reasons I left the party years ago after Reagan.
The leadership of this country will have to be someone who can include everyone under the Constitution of Liberty.

None of these "principles" the RNC is suggesting that candidates swear an allegiance to even broach the topic of just how we are paying for our current wars or future wars desired by conservatives. It's one thing to talk about lowering deficits, it's another thing entirely to discuss how deficit neutral wars are. I guess this is why conservatives don't balance budgets.

3 makes no sense, since cap-and-trade IS market based.

2 and 9 make no sense together, because the private market will always support denial of health care for "market-based" reasons and rationing in favor of those who pay the most

And 1, 2, 5, 6, and 7 were clearly violated by the Bush administration.

Odd that they would idolize Reagan so much. Reagan's administration was one of the first to Nationalize Banks - when a bank ran into trouble,the feds would buy it, clean it up, and sell it back to the private sector. Kind of like Bush's Bank Policy last year (but perhaps better written).

It is also really sad that the GOP is apparently unwilling to allow ANY disagreement in its ranks. So... if a candidate supports, say, 7 of the 10 planks then they are not worthy of being Republican? How elitist and unamerican.
