Washington (CNN) – A new national poll indicates that some Americans are cooling to global warming.

According to an ABC News/Washington Post survey released Tuesday - less than two weeks before the start of a global conference on climate change in Copenhagen, Denmark - 72 percent of those polled believe that climate change is happening, down 8 points over the past year.

The poll indicates that the rise in skepticism is mostly due to a shift among Republicans and independents. According to the survey, 54 percent of Republicans questioned believe global warming is happening, down 22 points over the past three-and-a-half years, with a drop of 15 points among independents. The belief in climate change dipped 6 points among Democrats during the same period of time.

The survey's release comes as a Democratic-sponsored "cap-and-trade" proposal to cut pollution slowly makes it way through Congress. The bill calls for the federal government to limit the amount of greenhouse gases that companies can produce in their factories or power plants, and to penalize companies that exceed greenhouse gas limits with fines or by making those businesses pay money to other companies that produce less pollution.

The legislation narrowly passed the House this summer, but won't be considered by the full Senate until next spring. According to the poll, Americans support such a bill by a 53 percent to 42 percent margin. Six in 10 people questioned in a CNN/Opinion Research Corporation survey conducted last month supported a "cap and trade" bill.

The ABC News/Washington Post poll was conducted November 12-15, with 1,001 adults questioned by telephone. The survey's sampling error is plus or minus 3 percentage points.

I think it's certain peoples pocketbooks that are skeptical. not the fact there is a shift in climate change.

Marcus   November 24th, 2009 10:42 pm ET

Oh boy, here we go again.
Winter's coming, temperatures are dropping and the belief in a Global Cooling over a Global Warming tends to get stronger...
What's next, the predictable cartoon with the joke about two or more kids talking about having to do a text about Global Warming while walking in a blizzard?
Winter and the other seasons exist due to the inclination of the Earth toward it's axis of rotation/translation (can't recall exactly which one now), which makes portions of the Earth get more heath from the Sun during aproximately 3 months (Summer) of the year and then get less heath fromanother 3 months (Winter) with two transitory phases in between those two (Spring and Fall).
Global Warming (or even Cooling) can't change that.

Matt   November 24th, 2009 10:39 pm ET

On the Rise. Come one CNN. Gain some respect back. Put out a legitimate story on ClimateGate. Regain some credibility by letting the average American know about this. They cooked the books. It's a fact. Just tell the truth please.

It's easy to cool off in regards and concern over climate change or global warming in these economic times of uncertainty. However , we and all the peoples of this world ," planet EARTH " . We will care and if we don't our children's children will die asking why we didn't care enough to take action.

Or you can act irresponsibly like Sarah Palin thinking God will show up with a broom . When and if God dose show up he's going to be one angry landlord, I'm sure he won't give people like Palin there cleaning deposit back !

Scot   November 24th, 2009 10:34 pm ET

Direct inverse correlation between the growing level of ignorance /overall stupidity within the GOP and the decreased belief in global warming. This is a surprise? Apologies to the Palinites for my use of a complex phrase like "inverse correlation" " Try the following
"Heck, the more I dont read 'bout this global warming thing, the more it jist seems to git more downright confusin' . What we need here is a little downtown Wasilla common sense. Heck Ah kin see glaciers from ma window.. Bless Ronald Regan"

this wouldn't have anything to do about the e-mails that were discovered about collusion from scientists that global warning was a

Too many people have too much invested in Climate change for them to back out now. Do you really think Al would give up his jet....
People who invested and have the business stand to make billions off of cap and trade not to mention the power is will give the people who control the programs. Wake up, If you want to reduce 'Global Warming' start using money to equip every home in north America with solar shingles. Fifty Million homes putting 2-4 KW, thats a whole bunch of coal and oil fired power plants that would not be needed.

valwayne   November 24th, 2009 10:08 pm ET

Is it that Global Warming skeptics are really on the rise, or are we just finding out that all those scientist telling us Global Warning is a sure thing, despite the fact we may be in a 30 year cooling cycle, are secretly every bit as skeptical as all the rest of us despite their willingness for us all to lose our jobs and livlihoods on the pet theories that are making them rich?

Bob in Pa   November 24th, 2009 10:03 pm ET

Get it right – it's not skepticism, Its just plain common sense. The theory is based on computer models that assume a certain outcome. That's not science

By the way, in honor of Hopenhagen, I recently purchase a new worod buring stove. Oh yes, it came with the blessing of the US Government and a 30% Tax credit. .

And 21 percent of America thought george bush was doing a good job. There is a huge segment of this country that is completely devoid of any kind of critical thinking, or maybe thought in general. Demcrats need to focus more on education so we can pass real bills sometime in the future.

JD   November 24th, 2009 9:50 pm ET

It's refreshing to see that Americans are finally waking up to the reality of what an utter SCAM the whole global warming nonsense truly is.

The whole notion is based on nothing more than junk science foisted on the public by anti-progress, pro-socialist, anti-American thugs who see nothing wrong with crippling the U.S. economy while turning a blind eye to the fact that communist China exports many times more pollution than the U.S. ever does.

Melvin   November 24th, 2009 9:46 pm ET

I just wonder what needs to happen before the american public and the GOP law makers would wake up to the real issue of gobal warming? There is so much misinformation peddled by the big oil companies that is not funny.

of course, global warming is happening, just ask those scientists who make a living out of hyping it and quashing any one who thinks differently.

Steve, New York City   November 24th, 2009 8:59 pm ET

Truly amazing – some people think that a politician has more credibility on global warming than a climatologist? Is this for real? My goodness – our education system must be in pretty disasterous shape.

Scott, Tucson   November 24th, 2009 8:54 pm ET

And considering that the pro-global warming nuts are cooking the research numbers doesn't help either. Al Gore might do well to sell off any stock in the climate change industry.

stu   November 24th, 2009 8:53 pm ET

The earth has been warming up since the end of the last ice age and this is part of a natural cycle. The problem is that human activity has accelerated the cycle well beyond what the earth can cope with. The earth will continue to warm, ice will melt, oceans will rise, and weather patterns will change.

Right wingnuts are the darlings of dementia   November 24th, 2009 8:45 pm ET

Hannity said Earth is cooling, so that's that.

ThinkAgain   November 24th, 2009 8:42 pm ET

Here's a quick litmus test about global warming:

Who has the most to gain by embracing the concept of global warming and doing something about it? Everyone in the world (because we all have to live on this planet).

Who has the most to gain by denying it? The fossil fuel companies who would lose money and every other company who would have to spend money to go green.

Money is a very motivating factor when it comes to human behavior. So simple analysis says that the folks who would lose or have to part with money are the biggest losers here and the ones who are the biggest deniers of global warming.

Willy Brown   November 24th, 2009 8:41 pm ET

It's the great Owl Gore hoax. He's getting rich off you fools.

Daniel   November 24th, 2009 8:40 pm ET

It's clear that the facts are getting out and educated people realize that it's pure hubris to think humanity can impact the climate. Simple things like the fact that Mecury, Venus adn Mars are warming due to the Sun's output but here on Earth it's because Al Gore says it is. Wake up and remove the politics – focus on the science and prepare for warmer planet. After all, we are in one of the coolest era's of our planet's history outside of the Ice Ages.

Keith in Austin   November 24th, 2009 8:36 pm ET

Al Gore has made a fortune on his bogus threats of global warming. Others like him (typical Liberals) are now hysterically frightened that they're exposed. This is yet another example of how the lies and efforts of the Left continue to hoodwink the American people. Todays revelation will throw a big monkey wrench into Obozo's Cap and Trade bill. The next big-government tax and spend nightmare coming from the Democrats!

Dennis   November 24th, 2009 8:31 pm ET

Climate change is always happening. The climate isn't static and change is natural. We are now going through a period of cooling in much of the world. The preceding decade saw some warming. Limiting CO2 emissions to try to halt natural climate change would be an economic disaster. The idea that human activity significantly impacts global temperatures is absurd.

Bruce   November 24th, 2009 8:31 pm ET

Keeping in mind that the 'attention span' of the average American is 20 seconds, when 'it' hits the fan, it's too late. Scream all you want... when and IF you EVER wake up! So, I take two, ten day cruises a year in a delux veranda suite, munching on Osetra Russian (malossol) caviar and sipping champagne, watching PhD's pushing a broom, as it were... the same folk who looked down their nose at me, before I retired at AGE 53! Living well, or at least better, is, indeed, the best revenge. Now, DO carry on making a mudpie out of the planet. Since I'm not on payroll anymore, stew in your own swill. (Now, how does it feel to have YOUR nose rubbed in 'it'?)

Annie, Atlanta   November 24th, 2009 8:30 pm ET

I'm not sure we should be willing to take the chance. The skepticism came from some hacked e-mails. But no where in those e-mails did it say they were trying to pull the wool over our eyes by readjusting the information. Let's not jump to conclusions based on which propaganda master we're listening to. Let's get the facts right on this. Our lives depend on it.

DAVE   November 24th, 2009 8:25 pm ET

how much more evidence is it going to take for Americans and all the whack job tree huggers to wake up and face the facts that man is not causing global warming...... the earth is going through its natural cycle.... let me say this again-- THE EARTH IS GOING THROUGH ITS NATURAL CYCLE!!!!!!!!!!! we are not going to use this movement to bring down our Capitalistic system to appease the world or crack nuts who think the sky will fall if we don't.... Al Gore is a lying hypocrite who lost his golden ticket to Billions with the release of emails that confirm the scientific community who are falsifying data to make things worse than they are..... bye bye CAP AND TAX......

dave   November 24th, 2009 8:21 pm ET

As it should be. I do not doubt that human civilization has had an effect on the environment but the degree to which we are changing global climate is highly inflated by people using the issue as a political tool. We should be worrying about protecting the environment but we should not be allowing people like Al Gore to profit from things like Carbon credits. When it comes down to it, there simply isn't enough data to make any determination about what climate is doing in the long term. We've only been collecting data on world climate for maybe 100 years; a moment in geological terms. And frankly, any variety of natural events could do inconceivably more damage then anything we could muster. There's nothing wrong with trying to be more eco-friendly but lets have the truth not dogma.

Right Leaning Independent   November 24th, 2009 8:21 pm ET

The result of having too much religion influence thinking, coupled with polluting industries dumping millions into disinformation campaigns to preserve their filthy-pig profit margins.

Big Coal would kill Americans wholesale for profit if they could get away with it.

In the end we will suffer because Nature cannot be fooled. I hope all the fatcats who profited by screwing up the climate are all caught and rendered for biodiesel.

Sad commentary for this world.. Ignorance and Greed will win in the end.

Remember the doom and gloomers after Hurricane Katrina? "In the future, hurricanes will be more severe and more frequent!" Uh-huh. Only one has come ashore in the US since. This was the lightest hurricane season in recent memory. Probably the same people who predicted global cooling in the 1970s. A bunch of charlatans.

Climate Change is Natural   November 24th, 2009 7:51 pm ET

The sciences of geology and archeology confirm that climate change is a natural and recurring phenomenon. It's a pity that political correctness causes academic scientists to remain silent on what they know is true.

I was in Florida recently and the Letters to the Editors of the local papers were filled with various right-wing lunatic ravings against health care interspersed with calls from the same wing-nuts that their own property insurance premiums against hurricanes (amplified by global warming) should be subsidized by the rest of the country.

Adam (From Chicago)   November 24th, 2009 7:43 pm ET

Al Gore is going to make a KILLING on this.

So let me get this straight...we are not able to compete with foreign lands on price of goods produced now...we are going to become competitive by placing more fines on the few successful companies we have left?

Will every nation do this or just the ones that are trillions of dollars in debt with massive trade imbalances?

Todd (not the Alaska Separatist)   November 24th, 2009 7:42 pm ET

So long as Republican States like Texas, Ole' Miss, Alabama, Florida, Georgia, and South and North Carolina continue to take the brunt of super hurricanes fed by warming water temperatures, let's consider this an intelligence test that Republicans continue to fail.

Last year the Yukon River in A.laska froze over TWO MONTHS earlier than normal. There was record cold in the midwest and the Great Lakes states. But yet Al Gore continues to rake in millions of dollars every year, playing off of unfounded fears and anti-american sentiment.

Jim   November 24th, 2009 7:33 pm ET

Opinions about global warming don't matter. The reality of it is what matters. If its real, we need to deal with it.

In some ways, the science is simple. Does anyone deny that carbon dioxide and methane are greenhouse gasses? You can replicate this experiment in little glass ball. Add CO2 and Methane and it will get hotter from the same amount of energy. Does anyone dispute that CO2 and methane levels are going up in our atmosphere? This can be measured, it as been measured and it is increasing. The only thing in dispute here is how fast wikll global temperatures go up and what will the consequences be?

And besides all that, doesn't anyone remember $4.00 per gallon gasoline and the drive for energy independance? The solutions to global warming are also good choices in terms of our economy and our national security. There is no good reason not to act!

mjm   November 24th, 2009 7:33 pm ET

In a 1999 e-mail exchange about charts showing climate patterns over the last two millenniums, Phil Jones, a longtime climate researcher at the East Anglia Climate Research Unit, said he had used a “trick” employed by another scientist, Michael Mann, to “hide the decline” in temperatures.....NY Times

Yeah...why would anyone question Al Gore.

Independent Thinker   November 24th, 2009 7:21 pm ET

If you track the receding of glaciers in Alaska, you will find that they receded SIGNIFICANTLY more in the later part of the last century and the early part of this century than they have in recent years. There is little relationship, if any, between human activity and climate change. Climate changes all the time without any specific cause and effect relationship. We assume that scientists know something when they are only speculating.

All that said, we do need to take better care of the earth because she is our mother. Use the resources of the earth, but don't abuse them.

Albo58   November 24th, 2009 7:19 pm ET

The first clue that this farce was totally bogus was the full support of that charlatan, Al Gore! Ironically, now the cat is coming out of the bag, this President is too stupid and arrogant to admit that this junk science was just that as he tries his best to bring our sovreignty on a silver platter to those thiefs in Copenhagen!

Fitz in Texas   November 24th, 2009 7:19 pm ET

This ought to make old Al Gore a little nervous. After all his hoax has made him a ton of money.

John W. Olver   November 24th, 2009 7:17 pm ET

Ahh yes, must have a controversy, mustn't we. 72 percent of Americans accept that the climate is changing. 28 percent, mostly Republicans for whom the Boy Scout motto, "Be Prepared", seems to be too complicated for them to understand, think 99+ percent of the world's scientists are somehow totally off base. There is no real story here. A 72 percent majority is a pretty strong statement, but CNN and the rest of the scandal mongers must have controversy. That's what sells papers, gets folks excited, raises the price of advertisement time – and that's why I so seldom pay attention to CNN anymore, Watch the BBC, the Newshour on PBS and read your local paper. The cable channels are all about profit, not about providing information.

If we harm our enviroment, the home that we all live in, will there be anything left to defend? Regardless of your religous beliefs, if we destroy our earth from our own pollution, we will not have anyone else to blame but ourselves. If we keep this up, it is only a matter of time before we start suffering the fate as so many other species that got put on the endangered list because of us. I am 18 years old, and I don't want to see that in my lifetime. I love my home planet, and all of us should love earth enough to take care of the planet that gave us the chance to breathe clean air and live. About 28% of Americans believe dinosaurs lived a couple thousand year's ago and were on Noah's Ark. Do you think it is a coincidence that approximately 28% of Americans approved of George W Bush's job performance even while the economy was crumbling around them, e were stuck in two wars and had an out of control national debt? Is it also a coincidence that approximately 28% of Americans think Sarah Palin would make a fabulous president? I think not.
