Washington (CNN) - Former Vice President Dick Cheney earned a standing ovation Thursday at the annual Conservative Political Action Conference in Washington, proclaiming "Barack Obama is a one term president."

Cheney, who was not scheduled to appear, received a warm welcome from the unsuspecting crowd and joked, "A welcome like that is almost enough to make me want to run for office again ... but I'm not going to do it."

During his brief remarks, the former vice president focused on recent Republican electoral success and the future of the conservative movement.

"There are some great years ahead of us. It is very, very important that we succeeed, and I'll do everything I can, but most especially I want to encourage that younger generation," Cheney said. "It really is a remarkable time to be a conservative."

The former vice president was introduced by his daughter Liz Cheney, a former State Department official and founding member of the group Keep America Safe. Liz Cheney used her time at the podium to launch a series of biting critiques of Obama administration policies.

"In the year that President Obama has been in office we have learned a lot, haven't we?" Cheney asked the audience. "We've learned he is not going to govern from the center, we've learned he doesn't believe in American exceptionalism, and he is going to travel the world apologizing for this great nation."

Cheney also singled out Homeland Security Secretary Janet Napolitano and Obama homeland security and counterterrorism adviser John Brennan over their handling of Al Qaeda in Yemen, saying "there is no polite way to put this, but that kind of incompetence gets people killed."

    Do you think the murdered innocent Iraqi children and thousands of dead teenage US soldiers from the false war that Cheney masterminded care about how long Obama will be in office? Bravo Liz and Dick, I am glad they sleep well at night. This is a joke that Cheney walks the streets a free man. Stand up people!

    Who the heck cares what Cheney thinks? The man should be tried for war crimes. Conservative? What has he conserved, exactly? Not money – his advice threw us into trillions of debt. Not government interference – his advice broadly expanded the executive powers and created deep erosions into the freedoms of all American citizens. His dubious leadership helped cause this frightening divide that has stalled out current congress and gave rise to fanatics, racists, and idiots.

    Dick Cheney is a jerk. Under his watch, thousands of Americans died in a terrorist attack. Under Obama's watch, the head bad guys are being caught one by one, and they are singing like canaries. it must burn Cheney up to know that history will show he is wrong and Obama is right.

    Remember how short the Iraq War was supposed to be? That's an example of how good Dick Cheney is at predicting things.

    And he's wrong on this one, too, despite the Republicans best efforts to ruin the country for political gain. I just wish he'd promise to shut up when Obama wins in 2012.

    You mean like invading a country without the correct intelligence? Or do you mean like failing to catch Bin Laden at Tora Bora? Maybe you meant the incompetence and/or negligence of contractors from KBR, to put in crappy equipment that hurts or kills the soldiers you feign such respect for?

    Yeah. THAT kind of incompetence does get people killed.
