    I'm sorry if I seem ignorant, but I need someone to explain to me why a runoff is necessary when one candidate received a higher percentage of the count than all three of her opponents combined? She defeated this man by almost 114,000 votes. A runoff seems an extravagant waste of money with this kind of margin? Does SC require a 51% margin?
