Louisiana's 2nd– Rep. Anh "Joseph" Cao is seeking a second term
Where: The Second Congressional District is located in South Eastern Louisiana and is home to most of the city of New Orleans.

(CNN) – Freshman Republican Congressman Joseph Cao is facing a very tough reelection bid against Democratic candidate and Louisiana state representative Cedric Richmond, in a district Cao won by two percentage points in 2008.
In the last election, Cao claimed the seat when he defeated a scandal-ridden Democrat, William Jefferson– the congressman who was arrested and eventually sentenced to 13 years in prison following his conviction on 11 counts of corruption following an extensive investigation.
Cao was nearly abandoned by his party a year ago when he was the lone Republican to vote yes for the first version of the Obama administration's health care bill. "I had to make a decision of conscience based on the needs of the people in my district," Cao said in an interview with CNN following the vote.
Cao later voted no for the final version of the bill- a point Richmond has attacked in debates and on the campaign trail as evidence Cao has flip-flopped .
Richmond has won endorsements from top Washington Democrats including President Obama and House Majority Leader Steny Hoyer.
Recent polling indicates Richmond holds a double digit lead over Cao.
