(CNN) - Frank Kratovil rode to victory on the Democratic wave that swept the nation during the elections in 2008.
The 1st Congressional District, which historically has swung Republican, elected Kratovil by 1% over Republican state Sen. Andy Harris – the same candidate who is challenging Kratovil to a rematch in the 2010 midterm election.
With a recession-weary electorate that has been battered by unemployment and a beleaguered housing market, the tide that brought the Democrat into office appears to be receding.
Harris, who is also a physician, has focused on tying Kratovil to the Obama administration, attacking his fundraisers with top level Democrats and his vote for the stimulus bill.
But Kratovil has fought back by portraying himself as an independent voice who voted against a paramount piece of the Obama administration's legislative agenda–the health care bill.
According to recent polling, the race is in a dead heat with one day to go until the election.
