(CNN) - President Barack Obama has made a final decision on the rate of initial U.S. troop withdrawals from Afghanistan, White House Press Secretary Jay Carney confirmed Tuesday.
The president will keep his commitment to start a withdrawal in July, Carney said.
Carney claimed the United States has had "significant" success in meeting its military goals in Afghanistan.
"The process (under which the president's decision was made) was all about the mission that was laid out" by Obama in 2009, Carney said.

Let's speed this up and get all of our troops out. Just phyrric victories with no tangible strategic goals...and we simply can't afford to be the world policeman any longer spending more than the rest of the world militaries combined.
The Military Brass has been allowed to save face. Let's get out of there & leave strike teams & drone units; paying rent for our military bases to Karzai or the Taliban, whoever wins that battle..
This begins a withdrawal of the troops he placed in Afghanistan as part of his Surge shortly after he took office. It keeps the promise he had made at the time.
Shouldn't he leave this decision to the soon-to-be-elected Republican President???
