(CNN) - President Barack Obama's job approval rating is holding steady, but a record high six out of ten Americans think his policies will fail, according to a new national survey.
A CNN/ORC International Poll released Monday indicates that 46% of the public approves of the job the president is doing in the White House, basically unchanged from September, with 50% saying they disapprove of how he is handling his duties.

According to the survey, 36% say they think the president's policies will succeed, with 59% saying Obama's policies will fail, up 12 points from last year and nearly double the 32% who said in 2009 that the president's policies will fail. Most Democrats and independent voters say they hope Obama's policies will succeed. But a majority of Republicans say they hope Obama's policies will fail.
"A record high level of pessimism that may not be surprising when six in ten predict the economy will be bad shape a year from now," says CNN Polling Director Keating Holland. "Only 13% say the economy is in good shape now; only 39% believe it will be in good shape next October."
The survey's release comes as the president begins a two-day bus tour through North Carolina and Virginia, to tout his proposals to create jobs and boost the economy.
According to the poll, one of those proposals, a surtax on millionaires is the most popular - winning support from 76% of all Americans. But plans to increase spending on infrastructure and on teachers and first responders are not far behind.
"Despite the high support for higher taxes on millionaires, it doesn't look like the public is ready for class warfare. Most Americans say they have a favorable view of people who make more than a million dollars a year," adds Holland. "One in five say they admire millionaires and only one in 20 feel resentful toward them."
The CNN poll was conducted by ORC International from October 14-16, with 1,007 adults questioned by telephone. The survey's overall sampling error is plus or minus 3 percentage points.

well of course the repos want his policies to fail. But the American public gets hurt even the repos. . They cause the failure then blame the failure on president Obama. Stop reading the polls and look at whats going on.

You know there is a big difference between people who are worth a million and those who earn a million. There are many worth more than a million than earn... Your survey pointed out that most every one loves and admires millionaires but does that mean they should pay no taxes. They became wealthy because tax payers and our government made the conditions just right for them to succeed. Most people identify wealth and celebrity together so their contact with wealth is vicarious..with athletes, musicians actors etc....so there is no class
I'm sorry but I don't buy that one in five Americans admire millionaires. Executives are making obscene salaries and bonuses and there's no end to the greed. However, a surtax is not the answer because the wealthy will just find other means (perks and loopholes) to ensure they don't have to pay it. We need a total revamping of the tax system now– one where the government doesn't direct our affairs by making it attractive to buy a house, get married, work for the man, and NOT to accumulate too much wealth. The middle class is sick and tired of this control. Get it?
They will fail simply because you cannot get anything past Republicans whose entire purpose is to remove Obama from office. Anyone who votes for Republicans should have their head examined. They caused this mess! REMOVE every Republican from office in 2012!

I think the question should have been "would" fail. Since when has, or will, Obama ever get everything he wants? He is not a king. Just look at Health Care–huge compromise. So, "would" is the better word, because the question is a hypothetical one.

Support for the President's Millionaire Tax portion of his Jobs Bill is supported by over 70% of Americans [including a majority of Republicans]... Twice as many [over 65%] Americans support the 99%ers, than support the Tea Party. Seeking economic justice is not class warfare. The REAL class warfare is the crushing of the middle and lower classes- by the affluent with their control of Congress

at least he is putting forth policies, which the GOP cannot claim! the Republican party has failed America for political gain, and the country is waking up to it!
OMG! This poll shows that a super majority of the populations HOPES the President's policies will succeed. Furthermore, when listed individually, a super majority supports his policies. INCLUDING creating jobs over deficit reduction and taxing the wealthy to pay for it. BUT, CNN decides to report that people THINK his policies will not succeed. Also, in the report. But obviously this is because people think the Republicans will continue to successfully obstruct.
CNN, read the Pew Study out showing that Obama gets on 9% positive coverage and stop trying adding to the ridiculous number!
It is kind of hard for his plans to succeed when the other side says "NO!" to everything.

Also, according to the survey, the previous question asked respondents if in general they hoped Obama's policies will succeed. 67% answered "yes". One thing for certain - American's are finally realizing that the do nothing Republican Congress members really are only interested in keeping economic conditions at an all time low.

Correct me if I'am wrong but didn't John McCain spend over a year campaigning to be President when the taxpayers were paying him to be a senator. I think its time he retired. Anybody who would pick Sarah Palin for a running mate, should probably just keep his mouth shut.
