Ryan: Obama needs to 'show us' a budget plan

Fayetteville, North Carolina (CNN) – During a visit to the Fort Bragg area Thursday, vice presidential hopeful Rep. Paul Ryan said President Barack Obama needs to come up with a budget agreement or else North Carolina's defense industry and one of the nation's largest military populations will be threatened.

The House Budget Committee chairman – along with other Republicans – voted for the original debt ceiling deal that led to the current stalemate. The policy came about after a congressional "super committee" failed to reach a deficit-reduction plan last year. Months earlier, Congress had voted to implement the cuts if the super committee didn't ultimately find an agreement.

"And so the House has already passed, as well as the Senate, which has now been finally signed into law, bipartisan legislation saying put up or shut up. The president needs to show us how he plans on putting this in place, if he is not going to help us pass legislation preventing it in the first place, so we're now waiting for that answer," Ryan said.

Mitt Romney's running mate accused Obama of putting politics before the nation's military.

"It's our duty to preserve this legacy to support our voluntary force of men and women who volunteer to serve our nation and not let them be pawns in a political game because this is messing with jobs and lives," he said.

"[W]hatever happens between now and November, will happen between now and November," said Ryan. "But what Mitt Romney is committed to doing is making sure this doesn't take place, and that means if we have to do it in January, we will do it in January."

Ryan said he will try to "fix it retroactively" between November and January. "Now we believe that we have a procedural way in the Senate to advance that legislation very quickly and get it to the next president of the United States who I believe is going to be Mitt Romney, to pass that into law, and retroactively prevent that sequester from taking place in January."

If Republicans and Democrats fail to come to a budget agreement by the end of the year, significant cuts to the Department of Defense could become a reality. Beginning in 2013, the federal government would undergo a series of budget reductions to defense and non-defense programs that would total $1.2 trillion in cuts over the next decade.

It was during a roundtable discussion at a small defense contracting company in Fayetteville where Ryan said the looming defense cuts could cost 55,000 jobs in North Carolina.

"The president's demanding a massive tax increase on small businesses which will cost us jobs in exchange for these defense sequesters. We don't want to trade small business jobs for military jobs. We want more jobs across the board," Ryan said.

Speaking to about 100 people associated with the military or defense industries, the seven-term congressman from Wisconsin held up a card that was in the pocket of his blazer and shared something he hasn't talked about since he became Romney's running mate on August 11.

"I carry this card in my pocket. I've carried it with me for years. I don't really talk about this often," he said. "It's the men and women who have lost their lives, the men who have lost their lives in Wisconsin. I've talked to these families, been at the funerals. It's the ultimate sacrifice."

    Romney needs to show us a plan! any plan, he keeps saying he has a plan for this and that but never tells us what the plans are. Yea I am really going to vote for someone simply because they "have a plan" but fail to tell anyone what the plans are and how they will be paid for! Put up your plans or shut the heck up!!!

    Funny, I thought it was the GOP (including one Congressman Ryan) that insisted on these drastic cuts being put in place before they would pass the debt ceiling bill. Now he and they want to take it back (only those cuts they disagree with of course) and are blaming Obama for those cuts being there in the first place. Not only that, they are gearing up for another debt ceiling fight when the time comes to raise it again......and will undoubtedly hold the country hostage for even more cuts.........for which they will blame Obama again. Do they not realize how silly they look?

    So if President Obama did come up with a budget, the "Do-Nothing" congress who had it out for him from day 1, would not approve it anyway. LYANhood needs to come up with a reason why he is changing his beliefs just to be on a ticket that is led by a FAKE conservative; RomneyHood needs to stop waiting to see what other Republicans are going to say before he responds to a situation. For example, Romney did not respond to the Akin issue until he heard others form the far-right base respond; then, he made his statement. Both LIEney & LYAN waited...

    Hmm, just like Norquist said, all Romney needs is a pen and we will do the rest!!! WAKE UP AMERICA!

These guys have you bent all over backwards. The worse part is they are going to hurt the job creators in the long run if they had their way. The have already hurt the job creators in the long run actually. It's time our government got back to work and funded – look sides need to work together to improve government efficiency and effectiveness, not tearing it down. Government is necessary, even in a capitalist system like ours.

    If you go back to the beginning of the Obama Administration, what you will find is that from day one, politics have been priority one and jobs have been very low on the list. Of course, when Obama is trying to sell one of his favorite spending bills ( like fast trains or Obamacare ), he uses "jobs" as excuse No. 1, but the jobs never seem to materialize. Funny how that works. But what this perpetual higher than 8% unemployment shows in clear terms is that jobs never have been a serious priority with the Obama Administration. Jobs are just not what his Administration is about.

    Lets make a deal. He will show his plan if Romney shows is taxes of the last 10 years. Bottom of the line is, apparently in this election you don't have to show anything you don't want to. But of course in the end of the day Obama has showed his plan. And i'm sure he will talk about it again before the election is over, and Romney will NEVER show his taxes. But you know what? we dont even care about Romney anymore. Now its Obama Vs Ryan.

    Americans are getting by far the worse choice to vote on. Republicans did good holding to their promise not to do anything as long as Obama was president. They did nothing but vacation! After elections are done, all need forget about party & serve Americans! Lame choice to vote on for Republican or Democrat, I hope will bring out some good independents. We need & deserve a better government than what we have.
    I do believe America will see another Civil war and unfortunately if Romney / Ryan get in I think it will hit sooner than anyone could dream. It will be Rich vs Middle Class & Poor. Americans have been pushed to far already by over paid, under worked & over Vacationed Politicians.

    How long has Ryan been a Congressman? He still doesn't understand that the President DID submit a budget, from which the Congress uses to tailor a final budget. Ryan and his Teatroll buddies have an obligation to send to the Senate a final budget that they believe the Senate will accept. It is Ryan and the GOP that have failed to pass an acceptable budget. Maybe they should have spent more time working on an ACTUAL Budget rather than wasting everyone's time with 133 wasted votes to repeal the ACA.
