
(CNN) – As Congress and the White House fight over every billion in revenue and spending cuts, there is some $200 billion in savings on the table that many economists insist is a no-brainer.
The idea is to simply change how the US calculates inflation from the current Consumer Price Index measures to one that is arguably more accurate, the chained CPI.

Average recipent gets about $133 in food stamps per month and there are approximately 45M people receiving food stamps, sothe total per year is a little less than $72B. That's where you head the "$75B" number and what it mus've referred to. As for administering the SNAP program, i.e., food stamps, the Department of Agriculture does that and its entire budget for everything it does, not just food stamps, is about a third of that....Obama proposed $23.9B, which is a reduction of about $3B.
