Perry says concealed handgun license should extend 'anywhere'

(CNN) – Amid calls for tighter restrictions on guns following last week's deadly rampage in Connecticut, Texas Republican Gov. Rick Perry said at a tea party event Monday that anyone with a concealed handgun license in the Lone Star State should be able to take guns on public property – including schools.

"In the state of Texas, with our concealed handgun license, if you have been duly backgrounded and trained and you are a concealed handgun license carrying individual, you should be able to carry your handgun anywhere in this state," said Perry, who later added a person has the right to prohibit guns on their private property.

Provided they have the proper training and license, teachers should have "access to weapons in their school," Perry said. Individual school districts should be able to determine whether or not to allow firearms on their campuses, he said.

At least one school jurisdiction in Texas already allows teachers to carry guns – the Harrold school district, located 175 miles northwest of Dallas, began allowing its employees to carry guns in 2008, as long as they obtained the necessary license.

On Friday, the district's superintendent David Thweatt said the set-up meant his schools were doing everything they could to protect students.

"Is that 100%? No," Thweatt told the Fort Worth Star-Telegram. "Nothing is 100%. But what we do know is that we've done all we can to protect our children."

The shooting Friday in Connecticut has sparked promises from several federal lawmakers to reintroduce tighter gun control measures, ranging from a reinstatement of a federal ban on assault weapons to banning the sale of high-capacity magazines.

Perry stipulated that lawmakers have a responsibility to "do everything we can to make sure that those types of evils are restricted the best that it can be," but that citizens should be wary of reactive decisions from the federal government.

"One of the things I hope we don't see from our federal government is this knee-jerk reaction from Washington, D.C., when there is an event that occurs that they come in and think they know the answer," Perry said.

On the day of the massacre, Perry requested his state's education commissioner review emergency operation plans in schools, saying it was "essential that we ensure all Texas schools are equipped and ready to carry out a strategic plan to secure the safety of students and staff in the event of a threat such as the one that occurred today."

At the event Monday, Perry also dropped a hint about his political future, including a potential sequel to his failed bid for the 2012 presidential nomination.

The Texas governor said his 2012 run, which ended January, was an "extraordinary experience," and that despite his loss, "I would do it again."

    The only laws Obama has ever enacted regarding gun control are to expand gun rights to allow concealed carry on Amtrak and in state parks. He's done NOTHING to restrict gun ownership. Your misinformation is a result of who you choose to listen to and your desire to only hear what you want to hear.

    Oh my god. Thank goodness Perry didn't make it anywhere close to the White House. Of all the harerbrained, ill-thought out ideas, and just lunacy, letting teachers carry arms in school is insane. Just what we need more people carrying firearms. What we need to do is outlaw the assault rifles good only for killing people.

    I am a teacher in a high school and I feel it would be safer if teachers could carry guns. We have background checks done before we are hired. If some of the teachers at guns in some of these schools, they might have saved some lives....

    All you liberals can send a strongly worded letter to the criminals once they have acted....Maybe we can have all liberals who don't want to be defended by a thrid party "gun nut" wear a red braclet to identify they are anti-gun so I don't waste my ammo that has doubled in cost since Obama took office. It's a win/win, I can reduce my spending and you can utilize your Obama care if the criminals don't kill you at the scene.

    I'll continue to carry my .45 XDS and take my chances on defending my family and self. God bless Texas!

    Apparently children are now being taught guns don't kill people by the very people who probably sleep with their gun under their pillow. Children gaining access to guns in their own homes by accident ought to be a real wake up call to every pillow toting gun lover in America. So, I imagine smalll children shooting one another is schools is the next step to guns don't kill ... gun safety.

    Then why did he wear a flak jacket and then take his own life?

    People who do these things are not looking to get out alive. They're not looking for those who would not or could not fight back. They are motivated for idiosyncratic reasons perculiar to their mental problems and choose the particular sites of their violence for reasons other than what you're suggesting. Yes, NRA and gun loobyist activists are out ramping up the rhetoric parade that "they choose these places beacuse the people are unarmed," but there's absolutely zero evidence that's the case...and a whole lot of evidence that it actually plays no role in their determination of wherer to conduct their rampages.

    Let's not forget that Nancy Lanza was a gun owner herself and she still was not able to protect herself. If you have a gun(s) in the school it would have to be responsibly secured, not loaded, ammo separate from the weapon, locked in a secure cabinet, policies and procedures to regulate who has access etc. In this situation, as many other shootings, it takes mere seconds for a person to enter and shoot a large number of people in a very short amount of time due to the type of weapons that they use. This suggested solution, isn't really a solution at all. As a parent, I want something done (and yesterday) for sure but saying that putting guns in the hands of teachers is THE solution is naive and I sincerely mean no disrespect to anyone. If I thought that would work, I would support it in a heartbeat. I think there are other things that can be done before the person gets to the school and when they get there. I am not an expert, just a person who cares like many of you. I know this, something has to be done and it must be a multidimensional approach.

    I love the way people think.

    Many of these people that are scared to let teachers carry guns in schools would have no problem taking their kids to a supermarket or mall where they could be surround by people with guns.

    Kinda like people that don't want to give someone their credit card number over the phone but won't think twice about giving it to a waiter that will take it to the back of a restaurant.

    They refuse to sacrifice ANYTHING, not even for common-sense regulations. And so WE are to be sacrificed at the alter of their radicalism and extreme selfishness.

    Thank you, Gov. Perry. Finally a politcian who understands the 2nd Amendment. If a public location does not have armed guards and metal detectors to search everyone at every entrance, then law-abiding citizens should be allowed to carry. The criminals are already carrying at all such locations.

    Over the past four years Republicans have demonized teachers and teacher unions. They have complained that their pay is too high and that they have better benefits than most. NOW, some of these very same people are advocating that teachers be armed? Really?? Once again people want to pile even more responsibility for the care of students on teachers. How about parents being more in tuned with their children and seeking help for them when they see anti social behavior. The people who have committed these heinous crimes didn't all of a sudden snap, there was some warning.

    So many of you would not send your kids to a school where Teachers would volunteer, not be forced, to carry CONCEALED weapons along with appropriate safety training. Your quite happy with locked doors (easily breached) for protection. Yet when you enter airports and a lot of Federal buildings your oblivious to the firearms there. A federal banks money has more protection than an elementary school child.

    I have to agree that our media is the problem. Movies like Rambo, Anything Arnold, Die Hard and the like have conservatives thinking they are Dirty Harry's just itching for someone to make their day. Most of these armchair tough guys probably never even had a gun pointed at them and would fold like a bad hand if they were in that situation.

    Teachers are there to teach. Not that it matters, because according to conservatives, a guy with a knife could do as much damage. So give the teachers knives.

    This is terrifying to me. I have a special-needs child in a Texas high school. All a person needs to get a CHL in Texas (after passing requisite criminal background check) is a 10 hour classroom course and be able to put 35 of 50 rounds through paper targets. This cannot possibly prepare anyone to engage an armed assailant in a school hallway. When I was in the military, I had to go through specialized training to prepare to engage enemies in urban environments. A minimally-trained CHL holder cannot do this. Period.

    If schools move towards allowing teachers to carry guns on premises I guarantee someone will use it on a child or another teacher. The recent event taught us one important lesson we can NEVER anticipate the multiple ways that a gun will be misused. Gun misuse happens all the time.

When a psychopathic killer is kicking in the door to your child's school, and the police are 15 to 20 minutes away, as was reported last week, would you want armed staff members with training and self defense skills between your children? Yes! If you do not, then please do not have children. Your genome deserves to wither on the vine.
