White House gun announcement to come Wednesday

Washington (CNN) - President Barack Obama will announce “concrete” proposals to prevent gun violence at 11:45 a.m. Wednesday, Press Secretary Jay Carney said Tuesday.

He will be joined by Vice President Joe Biden who led the administration's efforts to determine policy steps to take. Obama said Monday he was reviewing Biden's proposals.

"They will be joined by children from around the country who wrote the president letters in the wake of that tragedy expressing their concerns about gun violence and school safety along with their parents," Carney said.

Carney declined to provide details about what the proposals will include but said Obama "intends to take a comprehensive approach," including renewal of the assault weapons ban which expired after ten years in 2004, a ban of high-capacity gun magazines and closing background check loopholes.

Biden's set of proposals includes as many as 19 executive actions that Obama could take without congressional approval, legislators briefed by Biden said Tuesday.

But Carney noted "there are limits on what can be done within existing law" and said Congress would have to act on certain proposals "because the power to do that is reserved by Congress and to Congress."

President Barack Obama said at a news conference on Monday, "I expect to have a fuller presentation later in the week to give people some specifics about what I think we need to do."

Rep. Elizabeth Esty, a freshman Connecticut Democrat, acknowledged the forthcoming announcement earlier Tuesday. Her district includes Newtown, Connecticut, where 20 children at an elementary school were among the 27 killed December 14 by a gunman who also shot and killed himself. She is vice chairwoman of an informal gun violence group appointed by House Minority Leader Nancy Pelosi.

"We are focused on a comprehensive approach that will deal with true gun safety regulations and protect the rights of responsible gun owners but also deal with mental health issues but most importantly keeping our children and our communities safe," Esty told reporters Tuesday.

Biden held a meeting with the group appointed by Pelosi on Monday, the White House said.

Obama said at the Monday news conference that the panel "presented me now with a list of sensible, common-sense steps that can be taken to make sure that the kinds of violence we saw at Newtown doesn't happen again."

    The headline should read: Prepare for a total right wing freakout Wednesday. I believe alot of common sense proposals can pass, but I doubt if the assault weapons ban does. Which is fine with me. Any member of Congress who is against te assault weapons ban when majority of Americans favor it will have to answer to us next November. 2014 is right around the corner. Vote wisely!

    States have the right ban assault weapons and high capacity clips and magazines, even if the Congress does nothing. There are fed laws that prohibit crossing state lines with those types of weapons and accessories so enforce those laws. There is one area open to the feds and that is create a database at the national level but which is compiled at the state and local level. All states should required to enter the data of all individuals who commit any felony, or do have a history of assaults or are mentally unstable, into the database so all states can have access to that information at any time.

    Jim Steele: You are absolutely wrong. This is not about removing guns. It is about making sure we just don't sell them to anyone. I keep hearing your side refer to Chicago. You cannot buy a gun in Chicago. You can however go a few miles outside of Chicago and buy as many guns as you want. You can then go back into Chicago and sell those guns.

    Gun owners must be responsible for the gun they own. If they lose it or it is stolen it needs to be reported. If a crime is committed with a gun you own, you should be responsible. There should be a national database for checks and every gun purchase should be checked.

    We need sensible gun owner control laws. Justice Scalia gave a written opiinion when the issue of limits on the 2nd Amendment came before the SCOTUS. He indicated that the right to own a gun cannot be taken away, but the right to own any kind of weapon ever devised does not exist.

    Translation – efficacy is secondary to having the support. It's more important to do anything and get away with it than it is to propose and act on something that might actually have a measurable impact.

    This will be a bunch of feel good nonsense that was as useless as the last 'ban.'

    You're wrong and you should really research the topic that you're speaking about. Illinois requires gun owners to get an ID card and there are limitations to how many guns can be purchased, what kind of guns can be purchased, and how they are sold privately.

    This load of garbage that you can drive anywhere in Illinois and load up a UHaul full of guns and bring them into Chicago is absolutely inane.

    Everything that I have seen to be proposed makes it harder for legal people to buy legal guns, in a a legal manner. It would do nothing to stop the Newtown, VT, Columbine, gang violence, armed robberies, you name it. It does 2 things, lets Gov know who has the legal guns, and stops people from being able to defend themselves if needed.
