White House gun announcement to come Wednesday

Washington (CNN) - President Barack Obama will announce “concrete” proposals to prevent gun violence at 11:45 a.m. Wednesday, Press Secretary Jay Carney said Tuesday.

He will be joined by Vice President Joe Biden who led the administration's efforts to determine policy steps to take. Obama said Monday he was reviewing Biden's proposals.

"They will be joined by children from around the country who wrote the president letters in the wake of that tragedy expressing their concerns about gun violence and school safety along with their parents," Carney said.

Carney declined to provide details about what the proposals will include but said Obama "intends to take a comprehensive approach," including renewal of the assault weapons ban which expired after ten years in 2004, a ban of high-capacity gun magazines and closing background check loopholes.

Biden's set of proposals includes as many as 19 executive actions that Obama could take without congressional approval, legislators briefed by Biden said Tuesday.

But Carney noted "there are limits on what can be done within existing law" and said Congress would have to act on certain proposals "because the power to do that is reserved by Congress and to Congress."

President Barack Obama said at a news conference on Monday, "I expect to have a fuller presentation later in the week to give people some specifics about what I think we need to do."

Rep. Elizabeth Esty, a freshman Connecticut Democrat, acknowledged the forthcoming announcement earlier Tuesday. Her district includes Newtown, Connecticut, where 20 children at an elementary school were among the 27 killed December 14 by a gunman who also shot and killed himself. She is vice chairwoman of an informal gun violence group appointed by House Minority Leader Nancy Pelosi.

"We are focused on a comprehensive approach that will deal with true gun safety regulations and protect the rights of responsible gun owners but also deal with mental health issues but most importantly keeping our children and our communities safe," Esty told reporters Tuesday.

Biden held a meeting with the group appointed by Pelosi on Monday, the White House said.

Obama said at the Monday news conference that the panel "presented me now with a list of sensible, common-sense steps that can be taken to make sure that the kinds of violence we saw at Newtown doesn't happen again."

the only reason he would use executive orders is because he knows these wouldnt pass the house or congress. he just want to pass them because he wants them! he doesnt care about the american people. he doesnt care about the children of sandy hook, he's just using them as an excuse. you want a reason to keep the second amendment? THIS IS THE EXACT REASON. this is tyranny in action folks, in the next 4 years expect more of your rights to be eroded or done away with in the name of "public safety". those who would give up liberty for a little security, deserve neither and will lose both!

Enforcing better background checks and being more stringent with current laws.. that is common sense. Assault weapon ban? nothing common sense about that. These people are wasting our time and money to do something in the least efficient way possible.

I think when the president puts these executive orders in place he should also give brown shirts out to all his law enforcement to enact it. That would be consistent with history. At least it would make sense with his plan to "register" all sales in the US nationally so they can take them away later. Sounds like Germany, 1930s

I might vote republican for the first time ever. I have voted democrat in every election since 1990... If you think it is a fringe that values the 2nd amendment go to your local gun store and see how many "assault rifles" they have left.

It's amazing how quickly alot of us are willing to give up our rights, and the rights of others..let's remember a few facts here a insane man stoled guns, then shot his sleeping mother, well we know what happened after that.
Thing is this guy was crazy really crazy and crazy people always find a way to cause havoc, anyone remember how many people got killed in the Oklahoma city bombing and how many were kids 168 total and i think 20 kids and there wasnt a single gun involved.

I sure hope he plans to introduce some kind of action against the criminals that obtain these guns illegally. Sounds like he is just worried about banning things from the citizens that cause no trouble. That fixes nothing.

I love these "hail the emperor" comments. As if the Obama presidency has had any measurable impact on any of our rights or freedoms. As if the world were crumbling into disarray and the sky was falling. Lets face facts folks, life is exactly the same as it was before Obama, it will be the same after. I can't think of a single time I've felt my freedom impinged upon beyond paying the same of speeding tickets that have been around forever.

Restricting firearms sales to honest, law abiding American citizens will do little or nothing to prevent violence and much to undermine the core values of a free society.

I sure hope he plans on introducing some harsh penalties for the criminals who obtain guns illegally. Sounds like he's just worried about banning thing from the citizens who dont cause trouble. That fixes nothing people.

will there be another mass shooting after wednesday? –> yes
    is this hand wringing?-> yes
will it raise the price of guns and ammo for legal gun transactions?–> of course, that is the point.

Can we please stop using the term "common sense gun laws". Common sense would tell us that the assault ban did not work, therefore it will not again. Common sense would tell us that there are hundreds of gun laws on books across the country and we still have a problem. Common sense should tell us to punish the dregs of society committing gun crimes, and not law abiding citizens. Common sense should tell us that if the existing laws were strictly enforced these dregs would be locked up, unable to commit more gun crimes. Common sense would tell us that 1 million more gun laws will just mean 1 million more laws broken by criminals. So, lets call them the stupid, misguided, feel good, time wasting pieces of legislation they are. That way, we can do the easy thing and keep our heads in the sand and never actually try to fix the real problems.

He's exploiting the children as a guilt trip to pass his agenda. Truth is, those kids letters were probably a work assignment by the teachers and the kids have no understanding of current gun laws, the responsibilities of gun owners, and the necessity of armed protection.

For your safety, each of the states have made it illegal to carry switchblades, Bowie Knives, brass knuckles, Chinese Stars, night sticks, bayonets, swords, tomahawks, loaded canes, spears, and all other "weapons of the like". Consequently, if you were to place a bayonet on the end of your Assault Weapon, you would be in violation of each state's weapons laws and you would be hauled off to jail. Apparently, an assault weapon without a bayonet is safe, but an assault weapon with a bayonet is just too dangerous to carry. The reason the gun laws make no sense, is because the NRA has "overachieved" in its lobbying efforts. Absent anything else to achieve, they lobby to have crazy stuff passed, at the state and federal level, for example, making the carrying of these things above illegal, so that you have no other option but to purchase a gun for self defense.

I forgot a couple of things.

Ammunition and/or firearms cannot be purchased over the internet. Purchases must be in person with the appropriate gun license.

Federal Laws take priority over any State Law. I presume that this is the case.

500 children a year are killed by improper keeping of guns, specificaly hand guns. 30,000 people a year are shot mostly with hand guns. Handguns are semiautomatic weapons.

I saw a YoTube video of a semiautomatic weapon that had a moving stock. The recoil would actualy fire the weapon making it an automatic. These should be banned

Why is it everytime we have a crisis in this country our politicians feel compelled to pass a law to protect us? Why instead isn't our government studying why existing laws failed to protect us and make recommendations to fix them or to fire hte bureaucrats who fail to implement them properly. Case in point – the laws against texting while driving. What wasn't working with each State's failure to control your vehicle laws? Every new law cost us money to implement and chips away at our liberties.

When will folks finally wake up and see the stage and actors this guy puts on for every event he wants to see passed. People in white coats, the doctors for Obamacare and now using children to pull on the heart strings even though I doubt any of them actually wrote the president anything. Stop the knee jerk reactions and have this administration explain Fast and Furious to those children

Class is now in session. Opinions from political pundits is generally not news.

This blog is a *news* blog, which means that it is not an opinion page. Reputable news organizations do not mix the two, and go to varying lengths to ensure that the two types of articles are never confused. There are other news groups that ignore that standard of excellence to the detriment of their audience. Most of those groups belong to is colloquially known as the "right wing media machine". We know from past rants by various right wing experts like Palin that CNN is not part of that media group. Understand?

The Citizens United decision, along with the proposed gun control, represents an existential threat to American freedom.

The Second Amendment was designed to protect individual liberty from power concentrations. It was intended to provide the average American with the ability to counterbalance such concentrations with the threat of commensurate, or at least approximate, force. If the right to own semi-automatic weapons is annexed by Obama’s executive order or by media campaigns financed from overseas, our government could be used by special interests, rooted at home and abroad, to curtail our freedom.

The Citizens United Supreme Court ruling, which legitimates the corruption of our political system by overseas interests, has made it difficult for gun owners to even begin to engage in a discourse on reasonable gun control. The Court opened up our political system to the world market; our freedom is for sale to the highest bidder and, as things currently stand, it is all too easy for conservatives to see gun control as part of a larger trend towards a more intrusive federal government which puts special interests ahead protecting individual liberties.

Until we insulate the federal government from international corporations with strategic aims that oftentimes do not align with those of the American citizen, we cannot allow it to pontificate strict gun laws.

Gun owners should have licenses issued by the state in the same manner as hunting licenses and driving licenses. This would make gun owners responsibe for whom they let use a gun and liable for damages. This would in infringe on the second amendment and make citizens think twice before acting. It won't keep everyone safe all the time, but it will make most think twice before acting and it will make an example of those who don't.

Attention Assault Rifle & High Capacity Pistol Clip Owners: The rest of us Americans have got rights too. The Second Amendment doesn't stand alone. It must be balanced against the RIGHTS of the 99% of the public that doesn't feel inadequate not holding & caressing one of these Human Death Machines. We have the right to not bear witness when one these THINGS is used by an unstable individuals to extract their revenge on Society.
