HAGEL CONFIRMED: The Senate on Tuesday confirmed Chuck Hagel as defense secretary after a bruising political fight. The final 58-41 vote fell nearly down party lines, with only four Republicans voting yes – Senators Thad Cochran of Mississippi, Mike Johanns of Nebraska, Rand Paul of Kentucky and Richard Shelby of Alabama. Hagel, a former Nebraska senator and a Republican, will succeed Leon Panetta at the Pentagon.

LEW ON THE VERGE: The Senate Finance Committee approved the nomination of former White House Chief of Staff Jack Lew to be treasury secretary. The full Senate could vote on his nomination as early as tomorrow.

DIPLOMACY, HILL STYLE: BOEHNER SAYS SENATE SHOULD GET OFF ITS ‘ASS’... “We have moved a bill in the House twice. We should not have to move a third bill before the Senate gets off their ass and begins to do something,” House Speaker John Boehner said at a Capitol Hill news conference.

Congressional Republicans discussing plan giving Obama flexibility on cuts

Washington (CNN) - Days before the automatic spending cuts are due to kick in to federal agencies, congressional Republicans are discussing a plan to give the Obama administration the flexibility - once the cuts go into effect - to let individual executive agencies make decisions about which programs could be cut.

On the House side, Budget Committee Chairman Paul Ryan is one of the top GOP members leading talks on that approach with rank and file members.

Obama: Cuts are a 'self-inflicted wound'

(CNN) – With the clock ticking, President Barack Obama traveled to military country Tuesday to boost pressure on Congress, saying the automatic, across-the-board spending cuts set to begin Friday could deliver a tremendous blow to the nation's economy and defense.

"These cuts are wrong. They're not smart. They're not fair. They're a self inflicted wound that doesn't have to happen," Obama said at a campaign-style event at the site of a major defense shipbuilding contractor in Newport News, Virginia.
