(CNN) - It seems it's really never too early to visit Iowa.

The Hawkeye State's Republican Party announced Tuesday that Sen. Rand Paul of Kentucky, a rising star in the GOP, will headline one of its major fundraising dinners.

Paul lays out steps to provide permanent legal status for illegal immigrants

Washington (CNN) - Sen. Rand Paul of Kentucky on Tuesday waded deeper into an issue fraught with political opportunity and risks: further clarifying his ideas on immigration reform by laying out steps to eventually provide permanent legal status for the millions of illegal immigrants in the U.S.

"I think the conversation needs to start by acknowledging that we aren't going to deport 12 million illegal immigrants," Paul said.

Sen. Rand Paul appears on "The Situation Room with Wolf Blitzer" Tuesday from 5-7 p.m. ET, only on CNN.

Coming and going: Obama and Biden to be out of country simultaneously

Washington (CNN) - It's the ultimate 'who's minding the store' question: For the first time since taking office, both President Barack Obama and Vice President Joe Biden will be out of the country at the same time (if only for a few hours).

The White House is adamant this will not affect the day-to-day operation of the government. White House spokesman Josh Earnest told reporters last week, "President Obama is president of the United States everywhere he goes. Vice President Biden is vice president of the United States everywhere that he goes."

OMB acting director asked to stay until nominee confirmed

Washington (CNN) - President Obama has asked Jeff Zients to stay on as Acting Director of the Office of Management and Budget until his replacement can be confirmed by the U.S. Senate, a source familiar with the president's thinking told CNN on Tuesday.

At a press conference in the East Room on March 4, the president nominated current Walmart Foundation President Sylvia Matthews Burwell to be the next OMB director, and he praised Zients for his service.

Casting ballot, Sanford says 'life is a series of course corrections'

Charleston, South Carolina (CNN) – Making his way out of a polling station here Tuesday, former South Carolina Gov. Mark Sanford said just being able to cast a vote for himself again amounted to a "real blessing on a variety of levels."

Sanford, along with more than a dozen other Republicans, is vying for a spot on the ballot in the Palmetto State's special election to fill the U.S. House seat vacated by now-Sen. Tim Scott. A primary vote is being held Tuesday.

Jerusalem (CNN) - It is not a word used often in Israel, but the country's President Shimon Peres sounds downright zen when asked about the personal frostiness between President Barack Obama and Prime Minister Benjamin Netanyahu.

"I think it is more appearance than reality," Peres told CNN in an interview Tuesday morning. "You cannot adopt personal relations to political leadership. You have to face the situation and put aside your own personal feelings."

First on CNN: Valerie Jarrett's chief of staff to depart White House

Washington (CNN) - Michael Strautmanis, chief of staff to President Barack Obama's senior adviser Valerie Jarrett, is leaving his White House post in the next month, according to a White House official.

Strautmanis has accepted a job at the Walt Disney Company, where he'll focus on corporate citizenship and will be based in Los Angeles, the official said.

Yohannes Abraham, who was deputy national political director for the Obama 2012 campaign, will replace Strautmanis.

Obama heads to Israel with few expectations, many questions

Jerusalem (CNN) – The banners hanging on Israeli street corners boast of the "Unbreakable Alliance" with the United States, and the Stars and Stripes is flying side by side with the Star of David all across Jerusalem.

It is a proud moment for the host nation. But as President Barack Obama heads to Israel and the West Bank for the first time since moving into the White House, there is no expectation of any significant policy breakthroughs and countless questions about his frosty relationship with Israeli Prime Minister Benjamin Netanyahu.
