(CNN) – The Texas state senator who filibustered a measure placing strict new curbs on abortion was operating outside the normal procedures for passing legislation, the state's Republican Gov. Rick Perry asserted Thursday.
Perry also claimed Democrat Wendy Davis was ignoring her own past as the daughter of a single mother in her bid to prevent abortion rights from being restricted in the Lone Star State.
"I'm all about honest, open debate," Perry said at a national "Right to Life" convention in Dallas. "Parliamentary tactics are certainly nothing new. But what we witnessed Tuesday was nothing more than the hijacking of the Democratic process. And this is simply too important a cause to allow the unruly actions of a few to stand in its way."
Davis stood and spoke for 13 hours Tuesday to prevent a vote on a measure that would have banned abortions after 20 weeks of pregnancy, as well as placing tight new standards on abortion providers.
At 3 a.m. Wednesday, Lt. Gov. David Dewhurst stepped to the Senate floor to declare the bill dead and the special session over, though Perry announced later he was calling the legislature back into session to continue considering the bill.
Davis, who wasn't permitted to sit down or speak off-topic, became a hero to supporters of abortion rights nationwide. Her biography – the child of a single mother, who after having her own child at 19 worked her way through community college and Harvard Law – was cited an example of perseverance in the face of enormous obstacles.
But Perry argued Thursday that biography should instead have provided the Democratic lawmaker guidance in her personal views on abortion.
"The fact is, who are we to say that children born into the worst of circumstances can't grow to live successful lives?" Perry said. "In fact, even the woman who filibustered in the Senate the other day was born into difficult circumstances. She was the daughter of a single woman. She was a teenage mother herself. She managed eventually to graduate from Harvard Law School and serve in the Texas Senate. It's just unfortunate that she hasn't learned from her own example, that every life must be given a chance to realize its full potential and that every life matters."
Responding to those remarks later Thursday, Davis said Perry's statement lacked "dignity and tarnishes the high office he holds.
"They are small words that reflect a dark and negative point of view," she continued. "Our governor should reflect our Texas values. Sadly, Gov. Perry fails that test."
Cecile Richards, the president of the Planned Parenthood Action Fund, also reacted sharply to Perry's speech.
"Rick Perry's remarks are incredibly condescending and insulting to women," Richards said. "This is exactly why the vast majority of Texans believe that politicians shouldn't be involved in a woman's personal health care decisions. Women are perfectly capable of deciding whether to choose adoption, end a pregnancy, or raise a child, and they don't need Rick Perry's help making that decision."
Keep talking, Perry. Most women I know LOVE to get lectured on their personal lives by some guy.

Will Perry call for an investiagtion into the time stamp tampering by Republicans? Hmm?
What's new here, since republican campaigns on jobs in 2010 and won they only bills that came out of every is repeal obama care, abortion bills and tax cut that got us in this mess, shame on them
" Perry also claimed Democrat Wendy Davis was ignoring her own past as the daughter of a single mother in her bid to prevent abortion rights from being restricted in the Lone Star State. "
Does Perry think anyone favoring choice MUST have an abortion at any opportunity?
The better question would probably be: Does Perry think?
The best thing he ever said.
The Real Tom Paine
No, what Gosnell did was NOT legal, which is why he is in prison. You equating Gosnell with legal abortion procedures would be like equating a person who shoots in self defense with the massacre at Sandy Hook.
what he did in those cases was done under the guise of legal abortion. he did it fo rover 30 years and his murder mill wasn't even inspected for 18 years. how many more gosnell's are out there murdering babies on the table along with some of the woman? who knows because nobody seems to be checking on these places. murder on demand at any time for anybody. nobody to report to and prove you are following the laws.
you lefties always want to take the act of a single mentally unstable gun man and try to infringe on the rights of hundreds of millions of peope. well then gosnell grants the right to life crowd the same ability. you can't have it both ways lefties. abortion must be tightly and rigorous regulated to adhere to the laws of each state. and since you all love big government there should be no problem with this. the government can levy taxes on these abortion providers to cover the costs of the regular reviews and examinations.
If politicians should stay out of a womans right to chose then we should quit funding the largest abortion program w/ tax payer money. If it's the womans choice she can pay for it her self. Was it not her choice to be irresponsible and become pregnant? Obama Care can take care of women's health just like it will take care of men's health. And yes, I know the difference between a medically justified abortion (D&C) and an abortion as a form of birthcontrol.
It's to bad this mental midget hadn't had the courage to resign as Gov back when he was running for the pres. nomination, then neither Texas or anywheres else would have to put up with this jackass. The comment on his grades and chosen after hours sport speak volumes about him. As for all of the confused, misguided so called Christians that support this wacko agenda, HOW MUCH ARE YOU WILLING TO DONATE TO ASSIST ALL OF THESE BABIES THAT YOU SEEM TO THINK THAT YOU HAVE THE RIGHT TO FORCE TO BE BORN? My bet is nothing, you just believe that you can force others to live in your rather pathetic and delusional version of being a christian. If you can read, you might want to try the bible again and see if you can understand what being a good person really looks like and it is nothing like you!
Wendy Davis is a HERO, and Rick Perry is the dumbest governor in America. How'd that War on Women work out in 2012 again? Bring on 20104.
Big Al crazily cried: "America loves Rick Perry!! He is the greatest and should run again for President in 2016. America needs Rick Perry. Abortion is murder and women should have no saying in this. Republicans know what is best for Amerca and women.
Only they can deliver America from evil.
HAHAHAHAHAHHAHAHAHAAAAAAA! That's hilarious!
Good ol' Perry, still spewing the bs and digging that hole that republicans will never get out of. Republicans, you wonder why you lost the majority of the American Women's vote, take a good look at what Perry and Texas is doing.
Lets not forget the 13th amendment that republicans rammed through congress. Nothing has been so devistating on our economy and public safety as that.
I heard Perry rode in the MS150 (Houston to Austin) one year with some conservative talk radio talk show host (not sure who). After 2 days with him the host couldn't believe what an empty headed idiot Rick was.
Women are not your vehicle to pro-create. Women are Human Beings. Women will be free and not a slave to bear and raise children. We will not allow women to be use and mistreated so you can decide when and who life will be born from. The Governor has no right to make decisions for other people. He needs to realize the only person he is allowed to control and make decisions for is himself Alone. Those are the rules.
There are some things that certain people just shouldn't argue, regardless of the merits....just on the basis of classiness.
A paroled convict shouldn't argue to eliminate parole for everyone else.
A welfare recipient should't argue against welfare for all other people.
A federal student loan recipient shouldn't try to eliminate loans for every other student.
A pre-Roe v Wade child of a single mom shouldn't argue against protecting the lives of all other children.
Sometimes...you just need to know when to let other people make the arguments....and be thankful, and keep your own mouth shut...for the sake of classiness.
Governor Perry proved his worth during the last presidential primaries.
