Jack Gilligan, former Ohio governor, dies

(CNN) – John "Jack" Gilligan, the former Ohio governor, congressman and World War II veteran, has died, the governor's office said Monday.

He was 92. A cause of death was not specified.

Gilligan was the father of Health and Human Services Secretary Kathleen Sebelius, and President Barack Obama said Monday evening, "Kathleen followed in the high tradition of public service that Jack set, and they became the first father-daughter team of governors in American history."

Gilligan, a Democrat, served as governor from 1971-1975 after serving a term in Congress and on the city council in Cincinnati, his hometown. He was awarded a Silver Star for gallantry while serving in the Navy off Okinawa.

Gilligan’s legacy as governor includes creation of the state income tax and Environmental Protection Agency.

Ohio Gov. John Kasich said Gilligan "served with honor and distinction, and my family's thoughts and prayers go out to his family at this difficult time."
