Congress can agree on one thing: military will be paid if government shuts down

Updated 10:42 p.m. ET 9/30/2013

Washington (CNN) - Despite bitter partisanship that threatened a government shutdown, Congress actually managed to come together to pass one bill on Monday –unanimously, at that.

The Senate signed off on a House-approved measure to ensure members of the military would continue to get paid if congressional wrangling over spending and Obamacare resulted in a shutdown.

BREAKING: OBAMA: GOVERNMENT SHUTDOWN ‘DOES NOT HAVE TO HAPPEN’ Hours before the federal government is set to shutdown, President Barack Obama said late Monday afternoon that Congress’ failure to avert a shutdown would represent the "height of irresponsibility.” “One faction of one party, in one house of Congress, in one branch of government, does not get to shut down the government to fight the results of an election,” Obama said in a statement delivered from the White House press briefing room. "You don't get to extract a ransom for doing your job.”

FORTUNE: The DNC is nearly broke

(FORTUNE) – There's another budget crisis in Washington, and it's unfolding inside the Democratic party. The Democratic National Committee remains so deeply in the hole from spending in the last election that it is struggling to pay its own vendors.

It is a highly unusual state of affairs for a national party - especially one that can deploy the President as its fundraiser-in-chief - and it speaks to the quiet but serious organizational problems the party has yet to address since the last election, obscured in part by the much messier spectacle of GOP infighting.

Congress sinks to all-time low in CNN polling

Washington (CNN) - As the hours wind down toward a possible government shutdown because of a bitter partisan battle over the new health care law, the approval rating for Congress is plummeting to historic lows.

And a CNN/ORC International poll indicates that it's not just Congress and its top leaders that are making history for all the wrong reasons, but also the tea party movement and the Democratic and Republican parties, too.
