(CNN) – President Barack Obama said Monday that "several people have been shot and some have been killed" at the Washington Navy Yard in what he called a "cowardly" act that "targeted military and civilian personnel."
Obama said America "is confronting another mass shooting" and he called for a thorough and "seamless" investigation involving federal agencies and the military.
Vice President Joe Biden, meanwhile, spoke about the shooting from Charleston, South Carolina, where he's made a scheduled stop to talk about infrastructure and jobs.
"Our thoughts and prayers are with the military and civilian personnel at the Washington Navy Yard," he said.
He received a briefing from the National Security Council on Air Force Two before he arrived in Charleston.
"This situation is unfolding and we know a tragedy has occurred and we are thinking about all the people who are there and praying for the safety of all the military and police personnel who are trying to bring this under control as well," he said.
