Obama calls Boehner over shutdown, debt ceiling

(CNN) - President Barack Obama reiterated to House Speaker John Boehner in a phone call Tuesday morning that he was willing to negotiate with Republicans "over policies that Republicans think would strengthen the country," but only after the government shutdown and debt ceiling issues are resolved, the White House said. Earlier, a Boehner spokesman characterized Obama's remarks as declining to negotiate over the government funding and debt ceiling issues.

The White House announced late Tuesday morning that the President would address reporters and answer questions at 2 p.m. ET.

"The fact that we are here today to debate raising America’s debt limit is a sign of leadership failure. It is a Sign that the US Government cannot pay its own bills. It is a sign that we now depend on ongoing financial assistance from foreign countries to finance our Government’s reckless fiscal policies. ...Increasing America’s debt weakens us domestically and internationally. Leadership means that 'the buck stops here'. Instead, Washington is shifting the burden of bad choices today onto the backs of our children and Grandchildren. America has a debt problem and a failure of leadership. Americans deserve better."

Obama: "Pass a short-term bill so we can negotiate without this hostage game you're playing. I'm not going to let you set precedent that this is acceptable strategy for either party moving forward. I'm willing to come to the table to talk about your priorities so we can reach a compromise."

Boehner: "NO. Give me everything I want and THEN I'll let the clean CR be voted on."

    Boehner spokestroll: "Obama won't negotiate."

Reality: Boehner is demanding that it is "my way or the highway" and doesn't want to release the hostage until the ransom is paid. Too bad for him, the hostage is going to whoop his and the GOP/Teatrolls' everloving behinds come November 2014. Please proceed, dummies.

SO HE SAID! Once the President gets what he wants, why /should he negotiate with the Republicans. Move by Republicans to pass a bill to authorize spending for the federal government , but to authorize to withhold spending for the healthcare law is totally legitimate, appropriate and constitutional. %51% of Americans disapprove of the healthcare law. Doing what the people are asking their representative to do, is why those elected are in Congress. More revenues is coming into the federal government since the repeal of the Bush taxes. we need to stop the over spending. The Sequester has shown we can survive., with less government.

If I were the GOP I would quit the charades, open the Government for the markets, and go down in history as only ‘temporarily’ insane.

No SANE party of ‘patriots’ would intentionally crash it’s own nations economy by ‘URGENT CHOICE’,… of this there is no doubt.

It doesn't help the Speaker of the House is running around shooting random salvo's like some third rate jazz horn player trying to find the missing note in a solo that is not his to blow.

@long – it is the failed leadership of the Republicans. Just hold a vote in the house on a clear CR.

"Earlier, a Boehner spokesman characterized Obama's remarks as declining to negotiate........................."
And earlier than that, Boehner was out front squawking about "having a conversation"..ad nauseum, which
brought on the call from President Obama, so there would no misunderstanding.

I have a few "c" words for Boehner:
    Character – none visible
Compromise – dirty word in Boehner's circle
Control – (over tea party) lol
Caring – about America's economic recovery – doesn't look like it
    Crying – mission accomplished.

Boehner, if you demand that your opponent cuts off one of his arms, then you say that you will settle for one of his fingers, that is not negotiating.

Boehner and his tyrannical colleagues don't think we live in a democracy. If that's the case, why do we attempt to spread democracy around the world?

It's funny how you spin your facts .

When you follow a guy like Ted Cruz , you can't blame the President for your own ignorance .

I'm sure in retrospect , the Donner Party would rather have followed another guide over the Sierra Nevada's.

The Tea Party is trying to circumvent the legislative process by issuing exective orders of their own. "Do it our way, or else." This cannot be tolerated or allowed to continue because it would destroy our Constitution. It flies in the face of what a Republic is supposed to be, which is affairs of state are made public. The Tea Party way has affairs of state being decided behind closed doors with large campaign donors calling the shots.

Talk about what, and with whom. The "House leadership" isn't calling the shots. The Tea Party isn't making any counter offers besides allowing the government to be funded. The Tea Party is trying to circumvent the regular legislative process. The House cannot issue executive orders, and so they defund the government in attempt to issue orders to the POTUS.

"but to authorize to withhold spending for the healthcare law is totally legitimate, appropriate and constitutional"

Setting aside that it doesn't work that way, sure, it would be totally legitimate, appropriate and constitutional IF THE GOP COULD GET IT PASSED VIA NORMAL LEGISLATIVE PROCESS. They can't do that because of how the 2012 election turned out, so they're trying to essentially undo the election with this hostage game.

Hint: Shutting the gov't down and threatening to force the nation to default on its debts and trigger a global economic meltdown is not normal legislative process. It is an end-run and represents the height of disrespect for our elections processes and the democracy we claim to epitomize.

    Aw, Gee,
Would you run that by me once more Mr. Prez. First I give you everything you want and then we negotiate? Fool me once, shame on you, fool me twice, shame on me.
Maybe you heard that old saying: NEVER SEND A BOY TO DO A MAN'S JOB. Maybe some day you become a man. You aren't there yet. You remind me of a lad that bought a First Aid Kit and decided he was a Doctor. You want to be President but don't want to do the job.

Now we have "Obama Care" but no plan to put it in place. you opened Pandora's Box and in ran right into Murphy's Law
Anything that can go wrong will go wrong. . Well it sounded good at the time. Now all those Evil's have escaped and putting them all back in the Box will be extremely hard. But you don't have to do all the dirty work. That is left to other's. Nice work, if you can get it.

The right wing nuts are declaring the ACA a failure because after one week, 45 million had not signed up. I wish they had the same time line for Bush's unnecessary war in Iraq.

"It's funny how Obama negotiate about Syria but refuses against the people of America !"

The Law was properly passed and was a negotiated compromise already. Obama is simply refusing to re-re-re-re-negotiate. Take my word for it the far-left-liberals would have wanted WAY more in this law. Conservatives far less. Let's see what is that called again? hmmmmmm. Oh yes a negotiated compromise!

The conservatives have basically pulled the plug on a hospital ward with patients on life support. As they wheeze and cry the conservatives smile and say "why don't we negotiate about the building plan for this hospital" before I plug it back in? The hospital was voted on and built – just plug it in!

Hector – ACA is in place and will be fine, despite your efforts. Pandora's Box is a good description of the destruction that the republicans have caused our country.

So Obama wont negotiate unless the GOP give in to all of his demands, to include the raising of the debt ceiling again! And then, and only then will he negotiate? I have yet to see Obama keep his word, why should the GOP believe he'd honor his own promises when so many have been broken already?
