House Republicans put debt offer on table

Washington (CNN) – House Republicans have made an offer to the President to resolve the budget standoff, GOP sources tell CNN.

The plan falls short of the President's demand to immediately reopen the government, but the GOP proposal would temporarily raise the debt ceiling.

The House vote on a short term debt ceiling could come over the weekend.

Republican leaders are pushing to separate the two issues, allowing a vote to raise the debt limit while continuing talks with the White House over a government funding bill that would end the shutdown. This position is similar to what GOP leaders presented to the President Thursday. The aides declined to give specifics on what kinds of conditions GOP leaders were asking to be attached to that spending bill, but say an agreement to reopen the government could come within days.

Rep. Peter Roskam of Illinois, a member of the House GOP leadership, told reporters on Capitol Hill, "Let's do a temporary debt ceiling, then let's concentrate on the continuing resolution."

After meeting with the President Thursday afternoon, House GOP leaders went back to Capitol Hill to come up with a plan that attempted to resolve both issues –the government shutdown and need to increase the Treasury's borrowing limit, which is due to run out late next week. House GOP leadership and committee staffers worked late into Thursday evening, and Republicans sent the offer to the White House and awaited a response Friday afternoon.

There's mounting pressure on Republicans to resolve the budget standoff following recent polls showing the party is getting more of the blame.

A spokesman for House Speaker John Boehner declined to describe any details of the plan and reiterated GOP leaders are working on a framework for a broader fiscal deal.

"There is no agreement at this point on what that framework would involve, and we don't plan to comment on the details of these discussions," Michael Steel told CNN.

When asked about the plan ignoring the President's insistence that the government reopen before broader budget negotiations start, House GOP Whip Kevin McCarthy told CNN the GOP is talking about "the debt ceiling he's concerned with, we'd go to budget conference, we'd meet him half way and sit down and start negotiating on the CR."

Roskam wouldn't specify how long it would take under the GOP approach to reopen the government, only saying, "you're going to begin to immediately negotiate on the CR."

It's unclear whether House GOP leaders are trying to include any Obamacare related provisions on legislation that would reopen the government. But one senior House Republican source told CNN they are insisting that Obamacare be part of the bigger budget deal they work out before the temporary debt ceiling increase expires in November. "Obviously any framework on a larger agreement must include the real drivers of our debt and deficits, including the President's health care law."

    That's not half way. That's the GOP/Teatrolls trying to keep the gov't shut down because they think it gives them leverage in budget negotiations that the gov't isn't open, that people are suffering as a result and that they're all over the MSM claiming that "it's just because Obama is trying to make it as painful on you as he can." I can't wait to watch their heads explode one after the other when they lose the House in 2014 and hand the Dems control over all of Congress. You think they're batsh-t now? Just wait till they receive their just desserts from these shenanigans.

    All or nothing.
    Government employees had to/need to get back to work and the debt limit is not an every six month toy for TEAQUEDA. One year extension to bring these repugs to their knees closer to the 2014 elections.
    Let them talk about cutting back Social Security, Medicare and other programs that help the 98% and possibly try to defund Obamacare for the 100th time by next November.

    Non-starter. If they blow up negotiations with that crap and try to blame Obama, then they're toast. They might as well be asking to date one of his daughters while promising "ok fine, no home run, just second base."

    Expalin it to me again, just what is it that the Republicans have offered to bring to the table as a concession to the Democrats.

    This "deal" should be resoundingly rejected just like all of their other previous "deals." Pres. Obama was not re-elected to sell the American People to a cabal of annihilists and anarchists. This "deal" is designed to expire right at the start of the Christmas shopping season, which would undermine the biggest retail shopping season of the year, as intended.

    If you agree to the "deal", then we'd be right back where we are today in a few weeks. The anaarchists will still have the government shutdown, while looking to chip away at more and more of the ACA until it is gone.....and replaced by nothing. This is no 'deal". It tries to take away the President's dignity, and plays him for a complete fool.

    Republicans must pass clean bills that last more than a few weeks. Are you kidding me?

    Republicans add trillions to our debt with unfunded wars, tax cuts for the wealthy, unfunded drug programs, etc. The republicans vote for all this expense, and now refuse to pay for it. You may not hear this on right wingnut media, but Obamacare will lower the debt. I am convinced they only want to finish the job that W started, the complete destruction of America.

    Republicans should ask Obama and the Democrats to provide a debt number that they think will satisfy them for 10 years. Then give them the increase under the condition that NO MORE INCREASES to the limit will EVER be granted. Obama should like that as it would be a red DEBT LINE in the sand.

    No, Dr. Carson is simply sitting in a different part of the plantation. He's a house brother. When a black man actually tries to stray off of the plantation [read become independently successful] that's when the destructive forces try to tear him down. It's happned to nearly every hugely successful black man or woman who was also indepently minded, and concerend about the civil rights of their brothers and sisters.

Now please explain to me how a party that is now based in the old Confederacy, that impletmented a "Southern Strategy" with the express purpose of getting conservative white Southerners to vote for the Party of Lincoln, has the gall to describe black Democrats as being on the " Democrat plantation"? As far as independence of thought is concerned, the GOP has a plantation/stalag of its own, where RINOs are symbolically lynched and forced to recant for daring to questions GOP/Tea Party orthodoxy ( Chris Wallace being a prime example after he asked Bachmann if she was a flake). We have a conservative, moderate, and liberal wing: the GOP does not, and is proud that it does not. A token black conservative, the latest to be trotted out to show just how " diverse " the GOP is (jk), will go the way of Michael Steele once he strays from the script the Corpos have handed him.

    Why does the GOP/T hate government and union workers?? I'm so sick of hearing how these jobs aren't essential. Maybe they aren't to you but to the persons depending on these jobs, they are.

    I see a lot of uneducated people bashing government and union workers. What's wrong, you guys couldn't make the cut for one of these jobs so you have to work and make half of what they make?

    Why don't you take a civics class...geesh....The House of Reps control the purse strings. They have succesfully shutdown the government. How do you think the president is making this as painful as possible? And Tea Baggers gasped in unison when Bobby Jindahl said "We have to stop being the Stupid Party"...I personally don't think that's gonna stop before we get rid of these TEAQUEDA members in congress right now. Then we just have to listen to their vapid supporters complain that their voices aren't being heard. Too bad, so sad...Win a national election...Again Civics 101

    Let me give you people a little info on how uninformed the stars of the Tea Party are, First Sarah Palin I just heard that some cast of the Deadlest Catch were being interviewed and are unable to go out and catch crab which is need for their economy cause the government is shutdown and they won't be able to get permits to go crabbing so in return losing millions of dollars. Secondly Mike Lee of Utah gets the majority of its subsidiaries from the government since Utah doesnt bring in enough money to keep the state running so states like California and New Jersey help bail out states like Utah. These pinheads are so clueless it almost to funny.

    That's not fair. The Ryan Plan doesn't balance for at least 3 decades. By his own admission, he hasn't run the numbers. He was asked what the national debt would be when his Plan would finally balance the annual defict in 30 years. He replied that he didn't know because "I haven't run the numbers." Wasn't reducing the national debt the whole point?

    So when he tells us now that his latest budget plan has the same numbers in it, but balances within a decade I don't believe him.

    I'd like your opinion on the fact that there was a budget of $91,000,000 to build healthcare.gov. It ended up costing $643,000,000 to build. Let me ask yiou this: how much would you have taken to build the website?

    This is why I don't want the govt involved in healthcare. I cannot understand how this is even possible.
