Poll: Obama approval ratings drop, Americans say he's not trustworthy

Washington (CNN) - President Barack Obama's approval rating among American voters has dropped to its lowest number in Quinnipiac University polling since he became President, according to a survey released on Tuesday that also raised new doubts about trust.

As Obama juggles the bungled rollout of HealthCare.gov and questions over his initial promises about health care reform become magnified, only 39% of voters approve how he is handling his job, while 54% disapprove, the new data from the school's Polling Institute shows.

Approval numbers for the Affordable Care Act, better known as Obamacare, continue to illustrate wariness among American voters about health care reform, with only 19% saying they believe the quality of their health care will improve in the next year.

Forty-three percent say it will get worse, while 33% say the controversial law won't affect their health care, according to Quinnipiac.

Those numbers reflect less confidence in the law from a Gallup poll released in late October, when a quarter of Americans said they believed Obamacare would make things better, while 34% said it would make things worse and 36% said it would not make a big difference.

Also for the first time in Quinnipiac polling, more voters say the President is not trustworthy. The new survey was conducted last week and over the weekend, mostly after Obama offered an apology on Thursday to people who are losing their insurance because of changes from the federal health care law.

When selling health care reform in his first term, the President repeatedly assured Americans they could keep their plans, if they liked them. However, that has not turned out to be the case, with some Americans holding certain plans getting cancellation notices from their providers.

According to the poll, a majority of voters, 52%, say the President is not honest and trustworthy, compared to 44% who say the opposite. It's the first time in Quinnipiac history that the president's trustworthy numbers are underwater.

The Obama administration maintains that a majority of people who are losing their current plans will be better off under Obamacare, but officials and some members of Congress have pledged to seek some kind of solution for those getting dropped by their insurance provider.

Asked if the president knowingly deceived Americans with his promise, 46% of voters said they believe he made the statement on purpose, while 47% disagreed.

"President Obama's misstatement, 'If you like your health plan, you can keep it,' left a bad taste with a lot of people," Tim Malloy, assistant director of the Quinnipiac University Polling Institute, said in a statement.

Nearly three-quarters of voters favor extending the March 31 deadline to sign up for health insurance or face a penalty. Many Republican lawmakers in Congress, as well as some Democrats, have floated the idea of postponing the deadline to make up for lost time during the rocky rollout of HealthCare.gov since October 1.

The new Quinnipiac Poll is the latest to show the President's approval rating is declining amid the disastrous health care sign-up process.

Malloy said Obama, like all new presidents, had a "honeymoon" with American voters for the first few years of his presidency.

"As the marriage wore on, he kept his job approval scores in the respectable, though not overwhelming, 40s. Today, for the first time it appears that 40 percent floor is cracking," he said, adding that Obama's job approval rating has fallen to the level of former President George W. Bush at the same period of his Presidency.

While the President has a positive rating, 52%-42%, for how he handles terrorism, he gets negative ratings on foreign policy, immigration, the federal budget, and the economy. A majority of voters, 53%, say the Obama administration has not been competent in managing the U.S. government, according to Quinnipiac.

For the survey, Quinnipiac questioned 2,545 registered voters nationwide by telephone from November 6-11. The poll has a sampling error of plus or minus 1.9 percentage points.

    I trust the President. He is doing a thankless job under very difficult circumstances. I'm very grateful for all he's done and has tried to do. That said, get some brains on top of this ACA rollout and let's get on with it already.

    He is not even close to being trustworthy because there are only two explanations for all the issues that have happened over the last couple of years: 1) He knows about all of the problems with the IRS, ACA, Benghazi, NSA spying on other heads of state and US citizens, etc and has lied about not knowing about them or 2) He has no clue what his people are doing and has no protocols in place to be kept informed which makes him incompetent. Even Dr. Evil knew the basics of "I'm the boss! Need the info!" Either way it shows a lapse in judgment.

    I just love reading some of the hate posting here... makes one wonder how many are paid shills, and really does prove that Bobby Jindal was right... it would be too easy to list every campaign promise of the last x number of President's to see how many they kept.. Based on that criteria alone, they are ALL liars.. every single one. At least the current one hasn't caused 4,000+ American deaths and 120,000 civilian deaths with his "lies". Oh, but wait.. that doesn't count. He was Republican... blah..!

    LOL. If you read the comments here, I don't think that they feel he "misspoke". I can't even believe you're still using that line. Even Bill Clinton has bascially said that he made a pledge that he didn't come close to upholding....in other words, he lied.

    He lies repeatedly ram, unlike any president in us history. It is not fear mongering unfortunately, it is devastating as are the consequences. Watch MSNBC, CNN and Fox and make up your own mind. Take a close look at the president's life, from his own book, who he associated with, his Chicago ties, his failure to lead, polarize, look at his mother and father (communist), his accomplishments or lack thereof, what he voted for as a senator, not present, lack of any accomplishment, lack of experience, radical ties church, allegations, what he said vs. what he did as president, Bengazi, Libia, and healthcare. Look at videos where he said his goal was to take steps to single payer, look at his 30+ statements that you will not lose your doctor or coverage if you want it and then look at memos proving that they knew from the onset that over 90 million would lose their insurance and doctors. He has lied at an unprecedented level never seen before. And then look at all of the senators and representatives who supported these lies, they need to be held accountable. Look with an open mind and you will see why even the liberal media and democrats are beginning to question this house of cards.

    Why would a news agency even propose a question about the President of the United States. CNN reporting is becoming more, and more stale, and insipid. The question should be, can we trust CNN to tell the truth in its reporting. It seems as if CNN is more concerned with drama than reporting the news. Take a lesson from CBS Evening news.

    People are now seeing his is not trustworthy?? God it only took 5 years to see the wolf in sheep's clothing. He has never been trustworthy and has lied every time he has spoken. He told us when he was running what he was going to do and showed us where his loyalties lie and they are not with this country. He is a Socialists as the day is long; he is a Muslim that we all know. He said he wanted to re write the Constitution and he has almost succeeded it that. His wife is as a scary as he is. They hate this country that gave them everything they have. I just wish you people would have seen this a long time ago & voted the monster out the last election but you still voted him back in to continue to destruction of this great nation. When it starts biting you Obama butt kissers in the ass then you see him for what he truly is. He is like a modern day Hitler.

When he was pushed onto the scene the fact that he had no resume and that his history was sealed should have been the first clue. His past associations, racist wife, America hating minister and total lack of leadership should have been a red flag - but no, the liberals wanted a black (or in this case half black) president. His promise of transparency and open government was broken within two weeks so it takes us this long to figure this out? Quite frankly, we deserve this guy.
