Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.
And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.
According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.
"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.
Does being an effective manager count more than honesty?
"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.
Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.
There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.
"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.
The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

When you start with lies, it is hard to finish in honesty.
Accusations that people don't like Obama because he's an African American are absurd. This guy has no business being president. He's a great speaker and that is it. There plenty of other black Americans who would have done the country proud by holding that position.

Obama has been proven to be a liar, and a deceiver. Can't trust a thing the guy says or does. Plus, he has done absolutely nothing for this country in the last 5 years, other than to drive up the debt by many trillions.
Inexperience hardly qualifies one to hold the highest office in the land. No management experience in business and politics should have been the tip offs for a first term. Not leveling with the American people came to life in his second. It's surprising that anyone trusts him now.

The only reason this uniquely UNqualified person was elected President was that all the blacks wanted him in, qualifications or no, and many Liberal whites felt the same way. As someone here said earlier, "affirmative action at its best." He is in over his head and we, the American people, are suffering for it.

When you have a President who says that my life is an open book then open your College Applications and Grades and all of your publications so we can reaqlly see who our President is. Yopu should not be afraid of showing our younger generation that a president has nothing to hide. Do you?

Most people (including those voted against him) were willing to trust him in the first few years, but after a series of empty promises, they see him as another politician hungry for power and money.
The real puzzle is why his numbers are still that high. He's lied, bribed, schemed his way thus far and totally dissed the US in the global view.

Obama was elected twice, in my opinion, because as Americans we were desperate for something more populist than the Bush Neo-con agenda. Obama spoke to those things, I think, with honesty in his heart, if not all the naivete that goes along with his lack of experience. He certainly had more convincing bona fides that Ronald Reagan, but his support staff has not served him well. On the other hand, who in this country, no, who in the world, could prevail under the relentless onslaught of Republican obstructionism that he has faced. That is NOT a defense, but rather a highlighting of the obvious fact that whereas in the '60s we assasinated our political foes physically, in the newmillenium we assasinate them politically. Yes, both methods are affective in neutralizing ideologies we disagree with. What's disingenous in Obama's case, is to assign all blame to Obama for the failures without acknowledging that there have been many who have done everything in their power to see him fail. It would be like blaming Kennedy for policies he advocated but never enacted, because he was dead.
If this poll didn't ask the question to 330,000 people in the states where there is actually a population that is is educated, then it is meaningless.
Wilma and I are really surprised the numbers are that high that support him. We were thinking in the teens at best. Mr Slate says that he works for secret societies known as the new world order and not the people so, he doesn't care if people like him or not because he get's a huge reward for his bad deeds.
