Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.
And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.
According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.
"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.
Does being an effective manager count more than honesty?
"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.
Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.
There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.
"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.
The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

He is always right on social policies. I know that is not enough to make him a great president but it makes him far superior to the alternative to him by the other party. Well this certainly rings true in my sense about all of this. Too much emphasis has been placed on slick stage appearances instead of the small details, hands on fixing and repairing of the clear and obvious brokenness of the agencies. He handed credibility over to the Republicans on a silver platter over this bungled national healthcare system and now it is hard for even his strongest supporters to make a case for him. The transition team failed him miserably by not listening to the national veterans arena about all that was wrong and taking place at the VA. When you appoint an unqualified fool for a Secretary, you can expect to take it on the chin thereafter. HHS and national healthcare was completely predictable by the Veterans who have been sounding the alarm bells unanswered for over a decade now.
Of course he cannot manage the Federal government. Half of the government is outright trying to ensure his failure.

No one minded when Bush was elected twice despite the glaring defects in his honesty or competence. I'll take President Obama any day over the crap running their mouths over his "Lies". Simple fact of the matter, health insurance providers decided to make his statement a lie – because he was unaware there were so many crappy substandard policies that still never covered pre-existing conditions and had lifetime caps on coverage and treated women and mental health as second hand citizen's problems. I liked McCain in 2000. When he acquired that Harpy to appeal to women voters, and those that found her "Hot" he alienated almost every intelligent rationale human being in the electorate.
recent cnn poll may be a poll, but it does not reflect as true, because many factors were not included in it. obama is working hard and faster rate before his term expires. this has caused some problem. obama needs to slow down and let his agenda to work in their own pace, results would be more positive. now obama should rely on more on his v.p and administrative officials just ronald reagan did. ofcouse reagan was very old and became physically and mentally became almost non-active, these do not apply in obama's case. in any case obama needs to slow down so that his energetic, active, legal, scientific mind based on wisdom, gained from god stay strong to shape and direct our country for several decades to stay as world power # 1 and at the same guiding small and large countries to advance in all respects.

This is truly funny... Guess all the folks who's been bashing my opinion the last few years had a change of heart...
I took a long time for Liberals, Progressives and Independents to see what we have been saying from almost day 1. We know there are always things that it is best for us not to know in the interest of national security, and we are supposed to trust the president to know what's best for the country. Obama has consistently been misleading us or turning the government against us – as in Bengahzi (who doesn't believe he was just trying to protect his election), the IRS (targeting groups who were against his policy, NAS – spying on journalists and allies, DOJ- not enforcing laws that were against his policies. Yes it was nice to have a black president if he used his race to UNITE the country; instead he used to divide the country. At best he was a good politician – at worst the weakest and worst President we've ever had. How did it get this way? ONE ANSWER ONLY – the media.
Of all recent presidents including Clinton, Obama has been the most "government heavy," pumping money into stimulus, Green Energy, GM and Chrysler (even though the success of Ford proved that it was the latter two poorly run companies had themselves to blame) and now ACA. And now the debt has grown more under Obama's first four years than it did under Bush entire eight years in office. Most people fail to comprehend just how disastrous a $17 Trillion Debt is, until as we saw a month or two ago, the government almost shuts down. Of course, we're going to face up that in early 2014.
What kind of insanity is this? It's like if, in 1998, Apple Computer decided to bet the entire company on the Newton.
So the clear conclusion is that more government programs seem to be a waste of taxpayer money because the government tends to plan and execute poorly.
I am not party-centric and I don't think this is an issue of Republicans vs. Democrats. But it just so happens that the path to a better tomorrow is less government and putting the best and incentivizing the smartest people in private industry to solve our country's problems.

You want affordable health care? That is a very easy fix and your rates will come down drastically without all the political nonsense going on in Washington DC. Just eliminate the Lawyers from the industry! Ambulance chasers, Pharmacy chasers, and that full industry that takes 40% of their winnings against a Hospital, Doctor, Pharmacy, or what ever. Eliminate the abuse the Lawyers produce and the rates will tumble. OK, so who will oversee the mistakes that are made by health officials, that is where you can set up a Government controlled panel and let them deal with what is right and fair. Stop the overbearing abuse by Lawyers as they get richer and richer on the system we allowed them to set up due to our own personal agenda's. Someone has to pay the bills, and guess who it will be if you let this continue, US! Bills are not magically paid.
