President's marks as manager take hit in new CNN/ORC poll

Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.

And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.

According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.

"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.

Does being an effective manager count more than honesty?

"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.

Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.

There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.

"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.

The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

    Mr Obama is a good man , and a good President . Lets be honest the GOP hates him because he is Black and will do anything to make him look bad. Time heals all wounds and the ACA will be a major success that will benefit all Anericans . Republicans offer hate cheap wages no benefits , and anti Obama rhetoric .

    OK OK OK the Prez is not the problem. Problem is soooooooo many republicans offer no solution to the problems we face. Bush was terrible as president. His ratings were horrible when he left office but the republicans stayed so quiet and hoped for a McCain and Palin in 2008 ???? and then in 2012 Romney ??? Obama you are doing the best you can considering the hand you were dealt. God bless. You It is almost over. They won't appreciate you till they get another Bush-like President!!!!

    @Tom: Republicans and Democrats are two sides of the same coin. If you want actual change, you're going to have to vote 3rd party – it's the only chance for anything to change.

    I lost a lot of faith in Obama over his second term, faith that was waning during his first. I am firmly in the "mistrust" half of the population at this point. He's told bold-faced lies about the ACA and NSA, but more importantly, he hasn't brought an ounce of the change he promised to the office, especially regarding his foreign policy. He's had some major wins in the foreign policy sector, but he's approving drone strikes that kill innocent folks abroad on a regular basis. That alone is enough to kill my trust in Obama and at this point it's gone too far to ever come back. I really wanted to trust and support this guy, but anyone who lives in a world based in reality has to admit that this is not the man we thought he was.

    Obama's likeability rating may still be up, but ask Willy Loman how much being "liked" really means,

    I have never had confidence in Mr. Obama as a leader. From day #1 I didn't think he had the necessary experience or skills for leading this country or that he was surrounding himself with experienced, knowledgeable staff. I was hoping I was going to be proved wrong,but it didn't turn out that way, The next president is really going to have his/her hands full trying to undo a lot of what Mr. Obama and his admin have done..

Answer, repeal ACA over 40 times, take away women's right to their own bodies, and oh yeah, restrict voting for people they don't like. Sounds like a great party to me. All they do is nothing!!

    I trust him more now than I did when I voted for him...twice. He's a truly good man who cares about Americans and accomplished so much with no help from the Republicans. A computer glitch does not make him untrustworthy.

Sooner or later this country will die out, so wouldn't it better to actually work to solve the problem instead of pro-longing with lies to waiting for it to pop.

    This president has TRIED to do more for the American people than any Republican president has in the last 50 years. And yes he has made some bad and even some seriously bad choices. But nothing compared to Bush's lies WMD that cost American lives. And I have never seen a President have to deal with so much BS and the racial comments from his own people. Lies and half truths isn't that the norm for this dysfunctional Government. Republican and Democrats are all guilty of this. And whats even worse We The People allow it.

    I wonder if the new age of media has anything to do with all these ratings. It is very easy for an ignorant person especially young people to form opinions based on information that may be coming from a biased source and these days anyone can find any number of crazy views beliefs and opinions on the more easily available media outlets such as the internet.
