President's marks as manager take hit in new CNN/ORC poll

Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.

And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.

According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.

"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.

Does being an effective manager count more than honesty?

"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.

Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.

There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.

"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.

The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

    Headline on the front page reads "MOST Americans Don't Trust Obama" - then the article reads "4 in 10". Hate to break this to you, CNN, but 4 in 10 is 40%, definitely not a majority, and definitely not "most".

    It's getting so CNN is leaning so far right that my monitor is tipping over.

    Ronnie from LA. He is a weak president. I don't care what his color is. I voted for him the FIRST time for Hope in this country. Stop blaming everyone else. The color of his skin, mine or yours has nothing to do with the fact that he is blame-shifting, dishonest and poor leader.

    Now the polls have an error? Now they do not represent the correct sample size? If you trusted CNN during its election polls, why not now? Because you disagree with the outcome? HYPOCRATES!!

    I hope and pray we don't look back at the nuke deal with Iran and realize it was the same as giving Hitler the Sudeten land.

    Presidents can and are usually forgiven for mistakes. Lying to the folks is not one of them. In numerous instances, it can be politically fatal. If he didn't know – he should have. If he did know then he's a fool for thinking people wouldn't find out.
    Being "sloppy", ill-informed, not "administrating" (i.e. not doing the job because of laziness), that is unforgivable. Obama loves "running" for office. His performance indicates he does not like doing the job – because he spends so little time "doing" the job. Not a "detail" nor "fine-points" kind of a guy, and insulated by political folks in the White House, who are not "nuts and bolts" folks – (folks that get things done), seems to be the modus operandii. Not a good way to run the most powerful office in the world.

    No kidding? How about a poll that asks if just percentage of politicians in office we DO trust to be honest and capable? I would be surprised if the number is more than 25%. They go into that profession for the power and will us any means to get and keep that power, no matter what it means for their constituents.

    I wouldn't say that being "likeable" is anything worth writing home about. Additionally, that sentence that tells us that "Obama has a vision for the country" clearly isn't a positive for him. Why? Because the majority clearly don't like that vision, whatever it is. Obama is toast, a fraud, a phony.

    Mr. Obama had no experience at anything but making speeches and that seems to still be his strength. And he has surrounded himself with like-people, friends who also have no experience. He has nothing to fall back on or trust, which says a lot about his managerial skills. Do you think he could run a Fortune 500 company or any company? Not on his best day. Sorry but he has been the worst ideological president ever.

    Obama has done a fairly good job. Americans needs to stop being a spoiled brat and accept failure from time to time. People like to criticize him but would undoubtedly fail more miserably than Obama if given the chance to have his job. Being president is no cake walk. He knows the managerial role quite well–juggling family life, military affairs, economic spirals, and political maneuvering. So people ought to pause in silence before criticizing a role of leadership that they prob couldn't handle themselves. Praying for the president is prob better! I don't pity the president but rather all the folks who were on Obamas side until he finally fails. That's like supporting your favorite basketball team only until they lose a few games. Those types people are not true fans but cowards to say the least. Maybe all the people who suddenly dislike Obama now should simply join the Republican Party– they'll welcome you with open arms..
