President's marks as manager take hit in new CNN/ORC poll

Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.

And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.

According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.

"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.

Does being an effective manager count more than honesty?

"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.

Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.

There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.

"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.

The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

    For all you mislead/blinder-wearing Fox News bashers: Actually, América owes Fox a debt of gratitude! Can you imagine if Fox wasn't really looking out for the real/patriotic Américans?! If it wasn't for Fox, chances would be that Mr. Obama would have already proclaimed himself King and/or Dictator.

    I realize CNN sometimes tries be impartial, but is unable to because of the leanings of their reporters and anchor people. Like most Democrats, they are trying NOT to let their experiment fail.

    I realize that there are some Obamamites that will disagree with this comment. I really don't give a hoot. When and if ever Obamamites learn to respect dissenting opinions, then and only then, I will learn to respect their comments.

    By the way, threats and accusations of racism aren't going to influence these and future comments a bit!

    Also, surprise, surprise, believe it or not; I AM a life-long Democrat!

    I would agree with this, however, the poll question doesn't ask if he has a "good" vision for the future. If it had then I'm certain he would have scored worse.

    Because of ObamaCare, I lost my job 5 months ago for the first time ever in 25 years (company had to downsize from 70 people to 50 people to reach new ObamaCare guidelines), so I purchased private healthcare insurance to stay covered. We've just been notified we'll be losing health insurance effective next year. While I could afford the private health insurance, I cannot afford ObamaCare. My family and I will not be a slave to our gov't and will go without health insurance for the first time in our entire lives. My husband's hours are also being cut at work. Obama is bad for America!

This president was elected to run the country but he has been Blaspheming the book of Leviticus and Mathew and Christians are not happy about that. His rating will probably hit 5% by January next year.

Obama wasn't even in the senate but based that he continued Bush's policies once he became President and took it to another level of DRONES and spying on American Citizens, Obama would have invaded somebody after 9/11. No way Obama stays neutral after 9/11, in some ways he is as Hawkish as Obama or any Republican. Too bad the liberals have a double standard when it comes to wars.

    rickenpacker89, a computer glitch or a lie that affects millions? Shouldn't we expect our President to be an ethical person, and if he can't do that, can he or she at least be competent?

    Caring about someone doesn't mean diddly if you can't deliver. The whole caring about meme is kind of silly, is compassion for someone more important than telling them the truth? Perhaps if you are a child, but as an adult, I expect the truth.
