President's marks as manager take hit in new CNN/ORC poll

Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.

And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.

According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.

"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.

Does being an effective manager count more than honesty?

"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.

Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.

There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.

"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.

The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

    A telephone poll of 843 people isn't even enough of a base to generate a valid statistical trend. The poli-sci class I took way back when insisted the number was 2500. That said, I gave this guy a chance first time around because the alternative was someone who was no longer in touch with anything, underwear included. Lesser of two evils. But this guy has not only done nothing to revise the Bush Presidential orders that have helped chisel away at the Constitution, he has also decided which laws he will execute and which he will not. His foreign policies look like a slice of Swiss cheese, and the domestic laws he has signed into affect he has either been lying about, or else never bothered to read. We know the congress that passed the Affordable Healthcare Act didn't bother to read it, and then blamed the president for not explaining it to them. The only thing he has accomplished is to get Bin Laden, and that was done using assets that had been in place since Bush was president. How many bad presidents in a row can this country sustain?

    Reading the comments from truly delusional people is both incredibly hilarious as well as a bit disturbing. It's hilarious that people people are so mentally unstable that they think the president of the United States is genuinely acting out of malice and hatred of the country. That the president of the United States actually vindictively and intentionally works against the country. I think these nuts need to take a look in the mirror....

    I trust Obama. I think he is honest and caring and is for the good of the American people. I don't trust most in congress though and I think they will do whatever they can to bring Obama down and make him fail and when he fails, America fails. I used to be a Republican, but since the Bush years I would never vote Republican again. Bush Jr. was the one not to trust. They lied to us so many times.

    Barack Obama is a good and decent man. Highly capable of the job he has taken on as President of the United States. Everyone here calling the president a liar is obviously Fox-whipped, Beck-pecked or Rush drunk. The president doesn't lie. He's sincere and caring. Obamacare will live on after his term, and so will his legacy of finally bringing affordable health care to those who deserve quality medical treatment.

    If you went around the entire country, and demanded that every citizen of the United States gave you an answer, all of his ratings would have been much, much lower. I'm aghast that it took a CNN poll to get that America no longer favors Obama.

    My opinion of Obama is that he's a man with socialist ideas that wants to impose them on this country. He's a man that has had to lie and lies automatically or carefully chooses his words to cover himself later. He's never really been transparent about himself and has only release what he had to. His family are mostly socialists, marxists and are also muslims. Whle Obama poprtrays himslef as a Christian he's attended the Churches of Wright and followed other anti American mentors. I doubt that he's a flower growing in the middle of a cess pool of these socialists . He's just another terd that has floated to the top.

    Well..... personally..... the size of Governmnet today, no human can successfully manage something this big. Our founding fathers never intended for any one person to manage something so large. Even though I do not like Obama, I do not see ONE human on this planet who could do it. No one man can mnage 4.3 trillion dollars a year and millions of employees. No way, no how.

Some news organizations (not cnn) have clips of Obama speaking as a Senator about the unamericanness of raising the debt ceiling, removing the filibuster, and the you can keep it thing, and Bengazi was caused by a movie maker, etc, etc, etc. The right and specifically Joe Wilson saw it years ago. He is in fact, a liar.

    Who are they polling? And from what geographical area? How many are being polled? So many polls from different sources but they can be deceiving!!! And people take it as the absolute truth!!! Even when Obama is favored in the polls, I hesitate to believe the accuracy of what all millions and millions of Americans think. In Harlem the polls are always around 93% in favor of Obama and his policies. With so many polls out there, the media will find any poll that looks unfavorably on Obama and report that as the truth for all Americans when only thousands may have been polled as opposed to millions. You really think 50 million people are responding to polls daily??? Don't be blind people!

    Very true and it's nice that you understand this kind of thing can happen. However, It works both ways if you totally Blame Bush for everything in his presidency as the DNC wanted you to do you can understand that the same kind of negative obstruction was going on. So turn about is happening and you once agian play the progressive Blame game. It's always someone or something else's fault. Sounds like an old song.

    Obama promised those who wanted to keep their insurance plans could. 93 million American's are losing their healthcare plans and 51% of employers are getting rid of their plans. He promised the plans would be affordable. Most didn't realize they would only be affordable if you were already eligible for Medicaid and Medicare. The hard working middle class are seeing premiums rise to over $1000-$2000/month. How is that considered affordable? Unless he can act on and fulfill his promises, he's a fraud and should step down.

Said it was unpatriotic to raise the debt celing while he was a US Senator...check...said the nuclear option was not a good idea while Senator...now he supports it...check...said you could keep your insurance plan and doctor if you wanted to....Period....siad your insurance premiums would go down...Period...said he would cut the deficit in half by the end of his first term...NOT....refuses to show his college records...shady....you could write a book about this fool and his lies and deceit....
