Have Obama's falling numbers stabilized?

Washington (CNN) - Forty-two percent.

That's where President Barack Obama's approval ratings stands in a new CNN Poll of Polls that averages the seven national surveys released over the past 48 hours (with six of the seven coming in the past day).

While the number is nothing to brag about, especially compared to where the President stood in public opinion the first half of this year, the figure suggests that Obama, at least for now, has stemmed the downward slide of his poll numbers that started in the late spring and was accentuated by the extremely flawed roll out of the new federal health care law the past two months.

"What you see in these new polls is evidence the President's approval numbers have stabilized, and ticked back up a bit from the worst of the roll out damage. So he is in a slightly better place," CNN Chief National Correspondent John King said. "But the foundation beneath him is weaker - people still have doubts about Obamacare, about his management abilities, about his trustworthiness. That weaker foundation makes a bigger rally in his standing harder to pull off."

The President's disapproval rating stands at 53% in the Poll of Polls, which was compiled on Wednesday and is an average of seven non-partisan, live operator, national surveys of the president's approval rating conducted over the past eight days.

In November, Obama stood at 40% and 41% in three different CNN Poll of Poll compilations. The President's approval rating reached new lows or tied his all-time lows in six individual national surveys last month, including CNN-ORC International. While Obama's at 38% in the new Quinnipiac poll, down a point from last month and an all-time low for him in their surveys, he's up five points from last month to 42% in the new CBS News/New York Times survey, up four points from November to 45% in the new Pew Research Center/USA Today poll, and he's edged up a point since last month to 43% in the new NBC News/Wall Street Journal survey.

The President's approval ratings ranged from the upper 40s to the low 50s from the beginning of the year through May in most national polling, but steadily declined in the following months as Obama dealt with one controversy after another, from NSA surveillance and IRS targeting of conservative groups to the disastrous startup of HealthCare.gov and the controversy over millions of Americans being told they would lose their current insurance plans because they didn't meet stands mandated by the new health care law.

So how does Obama's approval ratings compare to his most immediate two-term predecessors?

"President Obama gets significant worse numbers than Bill Clinton and Ronald Reagan did at this time in their second terms," said CNN Polling Director Keating Holland.  "But Obama is slightly outpacing George W. Bush, whose rating had dropped to the upper 30's by the end of 2005."

The approval rating is generally considered the best polling gauge of a President's standing among the public and of his political clout in the nation's capital.

The surveys sampled in the CNN Poll of Polls were: Gallup daily tracking poll (December 8-10); Bloomberg National Poll (December 6-9); Quinnipiac University (December 3-9); CBS News/New York Times (December 5-8); NBC News/Wall Street Journal (December 4-8); Pew Research/USA Today (December 3-8) and Marist/McClatchy (December 3-5). Since it is an average of multiple surveys, the Poll of Polls does not have a sampling error.

    He WISHES!!! They have not stabilized as long as the Obamacare rollout continues over the next year. He'll be down in the low thirties when millions more Americans have their healthcare insurance cancelled, lose their doctors, lose their hospitals, pay 2-3 times more for their coverage, and then have to pay for all the people getting free Medicaid coverage.

    The big Obamacare shoes falling have been intentionally delayed by Obama. He can't keep them from happening forever though. 2014 will see them coming crashing down of Democrats all across the country. The largest fraud ever perpetrated on the American people is still in its infancy. Just WAIT!

    At 42 percent, that would make him roughly about four times more popular than Congress. It would also make him one of the politicians in Washington with the highest *national* approval ratings. That's higher than all of the congressional leaders frrom either party.

    No; what else would you expect from the teleprompter president. We would do better if Obama and all of his appointees would offer their resignations! Instead we get another speech from the teleprompter president where Obama will “Weiner" the public. Pity the America public.

    The media are one of the reasons this country is in real trouble........they do not report the truth, because MOST of the media are owned by Democratic Party controlled companies. Corporate America has become partisan.

    And if you consider the total skewing of the numbers by blacks that support Obama because of the color of his skin, not because of the job he is doing, you get numbers far lower than this. Right now, Obama couldn't get elected dog catcher because of all the lies he has told. And those lies have adversely affected millions of American in a very personal way. In a way that may affect their health and even whether they live or die if they have a serious medical problem and end up losing their doctor and hospital.

    Well the President's numbers are up a wee but- but he is way more popular than the GOP controlled House (single digets last I saw) and at least 50% more popular than the GOP after their little government shutdown gig. Frankly they look really silly harping endlessly on the ACA web site, and complaining there aren't enough people enrolled while they work so hard to fill the airways with lies about the ACA and encouraging people to not buy health care insurance.

    This is like the War on Christmas myth – it just isn't reality. Why has this horrible propaganda machine let Rush, Bill O, Hannity, etc. etc. etc. stay on the air and in the news WAY bigger than their minority following? Because there is no propaganda machine. Read History sometime about regimes that had real propaganda machines. You can look up the big words.

    This folks is why we cannot let religion and creationism crowd out actual academic subjects.

    If Rush's audience shrinks or there are less folks at the fire-breathing bible church, there is no conspiracy. Maybe people just don't go there as much.

If liberals owned so many medai outlets like AM radio stations, do you think that they would broadcast Limbaugh, Hannity, Beck, and so many other right wing comedians? Nope. Rick's lying.     Then explain the univerally low approval ratings for Congress, since, because of gerrymandering, the districts are very safe for all those white, male members of the House on the GOP side that are enjoying approval ratings in the single digits as a legislative body. Based upon your statment, the GOP has far more reason to be concerned in a general election than the Democrats.

    Given he has caused less problems than George W(oman) Bush, it isn't surprising that he has higher numbers. The problem is that Bush didn't have the opposition that Obama does. If that was taken into account, then Obama's numbers would likely be higher.

    It always astounds me how conservative ranters just make up such easily debunked nonsense. After reading Al Farnken's categorical debunking of Rush's changing landscape of thin lies, I think he has really established a free-wheeling environment that makes it seem OK to lie on a whim regardless of how obvious the lie is.

    I'n sorry if the truth hurts but the fact is that people are polled on whether they approve of the JOB Obama is doing as President. When 15% of the population approves of everything he does because of his skin color and not because of the job he is doing, then that skews the results. It is a bias, dare I say a racial bias, that in this case benefits the person you are trying to evaluate. Please do not deny that this is happening.
