Oversight Chair Darrell Issa subpoenas 28 years of records

Washington (CNN) - Expanding his IRS investigation by more than two decades, House Oversight Chairman Darrell Issa, R-California, has sent a subpoena to the Federal Elections Commission for all communications involving former IRS administrator Lois Lerner from January 1, 1986 to the present day.

This new search is the broadest-yet for records in a year-long investigation by Issa and congressional Republicans, who are trying to assess why the agency targeted tea party and other political groups for extra scrutiny.

Issa issued the subpoena to Lee Goodman, head of the Federal Election Commission, on Tuesday for communications involving Lerner, who is seen as a central figure in the controversy because she ran the division that executed the targeting.

She resigned last year after the Treasury Department’s inspector general found those working under her used “inappropriate” criteria to scrutinize certain groups. Since then, Lerner has refused to testify before Congress, invoking her Fifth Amendment right against self-incrimination. This has added to the Republican push to find any documents related to Lerner and her time in government.

In the on-going, determined GOP effort, Republicans are now reaching back to her career before the IRS.

Lerner joined the FEC in 1981, first working in the general counsel’s office. Issa subpoena focuses on her work after 1986, when Lerner became the head of the FEC’s enforcement division.

CNN obtained a copy of FEC subpoena from the Democratic staff of the Oversight Committee, who said that it was issued unilaterally by the Republican chairman.

Issa’s office has not yet responded to CNN’s questions and request for comment.

The subpoena asks for all communications sent to or received from Lerner in those twenty-some years and specifically mentions e-mails, which of course did not exist for much of that time.

Issa has given the FEC until July 7 to produce the 28 years’ worth of documents.

The FEC declined to comment on the subpoena.

    when will Issac investigate the groups that was breaking the law by lying to the IRS that their group was for social events, and not to bludgeoned the first African american president with politics. its time sensible Americans speak up and demand that these groups be investigated. the repub can blow all the smoke screans out their anus as they wish, just to hide the crime of these conservative groups, but one day the american people will come to their senses and start asking questions, of why these groups were lying about being social welfare groups when everyone and their daddy knew they were a bunch of right winged zealots bent on destroying the first African america president. the IRS did a good job of exposing this crime. and for that the repubs are mad because they got caught. wasn't the repubs slamming mayor Debagio for destroying the policy of targeting of blacks and Latino youth in New York. wasn't they running around with pitch forks and torches shouting for the government to target Hispanics, to see if they were legal or illegals. i wonder why when the repubs do this kind of stuff its ok, but as soon as dems does it, its an abomination.

    It seems that Issa has crossed the threshold of the absurd. I wonder what would come to light, if Issa's correspondence for the last 28 years was investigated.

    MR D ( subpoena) Issa cant be bothered to even discuss his subpoena with the rest of the committee which would be normal practice. Its time he stopped wasting peoples time and money on this witch hunt of Lerner. What does he hope to find he hope to find; that she on balance AT THE FEC , that she pursued more republican activities than democrat? One thing is for sure.... she was serving in that period ad an official of the FEC during at least 16year of which republicans were holding the White House and congress for many of them. I'd be surprised if FEC is required to keep records that old/ long ago.

    It would be so much easier for everyone and less costly for all citizens if Lerner (who claims she is innocent and has the opportunity to prove it by testifying) simply accepted to testify under oath, wouldn't it? Moreover, if ALL the other people whose "computer crashed at the same time" did the same, no?

    The repeated efforts to not come clean and not investigate might be because they know the truth ... but still they refuse the right of all Americans to also know the truth,

    At this point and given the huffy disdainful responses from these top federal employees who appear to consider they own nothing to anyone – certainly not the nation or citizens ... it will be necessary to get to the bottom.
