CNN's GUT CHECK for July 25, 2014

CNN’s POLITICAL GUT CHECK | for July 25, 2014 | 5 p.m.
—  n. a pause to assess the state, progress or condition of the political news cycle

ISRAEL REJECTS PROPOSED CEASE-FIRE ... Israel's security cabinet unanimously rejected a proposed one-week humanitarian cease-fire with Hamas. The United States and Egypt were moving closer to an agreement with Israel and the Palestinians on a temporary truce, starting Sunday, but Israel turned it down and asked for modifications. – Elise Labott

KERRY: NEVER BEEN A FORMAL TRUCE PROPOSED … Secretary of State John Kerry said no formal truce proposal has been submitted yet, just a framework. Kerry called leaks that Israel rejected the proposal “mischief.”

HOUSE REPUBLICANS EXPECT BORDER BILL VOTE NEXT WEEK … House Republicans are fashioning a scaled-down bill to address the southern border crisis that would provide less than $1 billion and include an immigration policy change that most Democrats strongly oppose. There is increasing concern from members that they cannot leave town next week for their August recess without showing they have a solution to the surge of migrant youth from Central America overwhelming immigration services. - Deirdre Walsh and Dana Bash

OBAMA MEETS WITH CENTRAL AMERICAN LEADERS ON BORDER CRISIS … President Barack Obama met with the presidents of Honduras, Guatemala and El Salvador to discuss the border crisis. As John King explains on ‘Inside Politics,’ the White House is trying to avoid dealing with immigrant children when they get to the border at overcrowded facilities, and instead send personnel to these countries to see if children there can qualify for refugee status.

Gut Check DVR: Catch Inside Politics this Sunday at 8:30am with John King and guests Julie Pace, Manu Raju, Juana Summers and Robert Costa.

NO IMPEACHMENT, NO LAWSUIT, SAYS MAJORITY … There’s not a lot of public appetite for a Republican push to sue President Barack Obama, or for calls by some conservatives to impeach him, according to a new national survey. The CNN/ORC International poll only 35% want Obama impeached, with nearly two-thirds saying he should not be removed from office. By a 57%-41% margin, Americans say House Republicans shouldn't file a lawsuit against him over allegations he’s exceeded the powers of his office.– Paul Steinhauser

QUOTE OF THE DAY: Dan Pfeiffer, speaking at a Christian Science Monitor breakfast, said he would not “discount the possibility” of Republicans trying to impeach President Barack Obama. “I think that if the President enacted immigration reform, that would certainly up the likelihood that they would contemplate impeachment.”

HOUSE WARNS OBAMA ON IRAQ … In an unusual bipartisan vote, the House approved a resolution demanding that President Barack Obama get congressional authorization for any use of ground troops in Iraq for a “sustained combat role.” Obama has said he’s not planning on deploying ground forces again in Iraq, but he has sent military advisers there size up the deteriorating security situation.- Dana Bash

THE BUZZ: POntifF to philLy … Pope Francis accepted the invitation of Philadelphia Archbishop Charles J. Chaput to attend the World Meeting of Families in Philadelphia in September 2015, the Catholic News Service reported Friday. It would be his first visit to the United States as Pope. – Daniel Burke

MARKET WATCH: Amazon and Visa drag stocks lower Friday. All three major indexes end the week little changed.

Which president has traveled to Israel the most times while in office?

the LEDE
Did you miss it?

Leading CNNPolitics: Why many liberals don't trust Hillary Clinton
Many liberal and progressive activists don't trust Hillary Clinton because they think she sides with big banks and big money instead of the middle class, and they're wary of her on national security. – Dan Merica

Leading CNNMoney: Russians pay higher price for isolation
Russia is paying an ever higher price for its growing isolation over the crisis in Ukraine. The country's central bank jacked up interest rates for the third time since March, taking them up to 8%. – Mark Thompson

Leading HuffPo: Crushing Dreams
Sen. Marco Rubio (R-Fla.) on Thursday called on the Obama administration to "wind down" a policy that has helped more than 550,000 undocumented immigrants who came to the U.S. as children, an action that would restart deportations of young people who have lived here for years.- Elise Foley

Leading Drudge: Riots Hit West Bank
Israeli security forces have been put on heightened alert after two Palestinians were killed during a massive protest in the West Bank. The victims were among an estimated 10,000 people who clashed violently with soldiers and border police at a checkpoint in Qalandiya, between Jerusalem and Ramallah.

Leading Politico: Obama's immigration flip flop
Obama’s pledge to use his executive powers by the end of the summer marked both a dramatic reversal in rhetoric and a major strategic shift on immigration. The president is no longer emphasizing his own powerlessness but rather his determination “to fix as much of our immigration system as I can on my own, without Congress.” – Carrie Budoff Brown

Leading New York Times: National Guard in Texas Could Get Arrest Power
When Gov. Rick Perry of Texas announced plans to deploy 1,000 National Guard troops to help with the border crisis, it came with a power unexpected by some. By deploying them himself rather than through Washington, he has the power to order the troops to make arrests and apprehensions, something Guard troops in past border deployments have been prohibited from doing.- Manny Fernandez

HOT SOTS
The political bites of the day

– Clinton: No doubt Putin bears responsibility for downed airline –
FORMER SECRETARY OF STATE HILLARY CLINTON IN AN INTERVIEW WITH FAREED ZAKARIA AIRING SUNDAY: “First, I think if there were any doubt, it should be gone by now, that Vladimir Putin, certainly indirectly, through his support of the insurgents in Eastern Ukraine and the supply of advanced weapons and, frankly, the presence of Russian special forces and intelligence agents, bears responsibility for what happened to the shoot down of the airline.”

Gut Check DVR: Hillary Clinton will join CNN’s ‘Fareed Zakaria GPS” on Sunday at 10 a.m. and 1 p.m. ET on CNN.

– Pfeiffer: Rand Paul an “intriguing” potential presidential candidate –
WHITE HOUSE ADVISER DAN PFIEFFER AT A CHRISTIAN SCIENCE MONITOR BREAKFAST IN WASHINGTON: On Sen. Ted Cruz: "I think that Senator Cruz would be an interesting candidate for Democrats. He is deeply out of step with the country on a variety of issues." On Sen. Rand Paul: "I don't know if this individual has the organization to pull it off, but I think that one of the most intriguing candidates would be Senator Paul. He’s the only Republican I think who has articulated a message that is potentially appealing to younger Americans. Every other Republican running is basically just Romney-lite when it comes to younger Americans." On Paul's chances: “There's a germ of something there."

– Pelosi: ‘Infrastructure has never been a partisan issue – until now ‘ –
HOUSE MINORITY LEADER NANCY PELOSI AT A WEEKLY NEWS CONFERENCE: “Republicans keep harping on their anti-Obama agenda. But it's not just against the President, it's against the interest of the American people. We know that we can work together. Building infrastructure has never been a partisan issue – until now.”

Gut Check DVR: Tune into State of the Union with Candy Crowley on Sunday at 9am and again at noon for exclusive interviews with Nancy Pelosi and Lindsey Graham on President Obama’s handling of escalating chaos from Gaza to Ukraine.

– Issa on White House official missing hearing: ‘I gave him a second chance’–
HOUSE OVERSIGHT CHAIR DARRELL ISSA AT AN IRS HEARING: “(David) Simas was invited to testify to give committee members and the American people the opportunity to hear from the head of an office that has under several previous administrations misused government resources for political purposed. Despite being under subpoena, Mr. Simas failed to appear at the hearing on July 16. I gave him a second chance to fulfill his obligation under a lawful subpoena.”

Gut Check Flashback: OFFICE OF SPECIAL COUNSEL IN A LETTER TO REP. ELIJAH CUMMINGS THURSDAY: “OPSO (Office of Political and Strategic Outreach) appears to be operating in a manner that is consistent with the Hatch Act.”

– Chris Christie: ‘You have to be pro-life when they get out of the womb’ –
THE NEW JERSEY GOVERNOR AT THE ASPEN INSTITUTE: “I’m pro-life and if you’re pro-life you have to be pro-life when they get out of the womb also.”

– Rand Paul: ‘Enough’s enough’ –
THE KENTUCKY SENATOR ON HIS BILL TO REFORM SENTENCING POLICIES HE SAYS ADVERSELY IMPACTS MINORITIES: ”There is a cycle of poverty that often leads to drugs, to debt, and to prison. In prison, child support can accumulate into the thousands of dollars. Release from prison then finds that employers don't want to hire a convicted felon. With few options of real work, the cycle begins again. I say enough's enough.”

Aww Big Willie, you're bringing back some unhappy memories for me. I remember that too and for a long time I couldn't stand Hillary, but time and the irrational hatred and fear they have of her has changed my mind. 😊

History will not be kind to the rabid right and their blatant xenophobia, regressive views and selfishness. Theirs' is not a path to a stable, sustainable future, and their is nothing conservativeabout it. The liberal establishment is as bad when it comes to laying down for the powers-that-be, but enough of the false equivalency bs....the ignorance and hatred spewed by the right is unmatched by any other political faction in America today, and it's had a most detrimental effect. Should we survive the current Critical Mass this will be even more apparent than it already is. And hopefully people will remember that fighting a corrupt establishment for the chance at a better way is how we got here in the first place.

The ignorance and hate of the far right is scary. And for them to claim all the time that the press is liberal is a lie. But that is about all they do is lie. The Republican party has done nothing to help the majority of the American people but waste the American tax payer's money. I with we could impeach Banner. If is wasn't for my family, I would leave this country. It is very very sad and scary.

Folks, don't worry. Today's Saturday show has the answer. NOT!
For those of us vs congress who work long hours, have long commutes, have kids and very little time for working out for free (where you work) our DC politicians have the answer.
They have all the time, free gym on the Hill where they can go and "spend time together". All's well with the world.
The story shows both Ds and Rs working out, getting healthy (August is just around the corner and all those fund raisers take a lot out of you).
Too bad they can't do the same, come together for the good of the country, where it really counts for the rest of US.

    Whazzat?,
You a Liberal. Why after 100 years of Liberal Politics the Country in no better shape than 1930's? Why after 40 years of Democrats having the Congress things no better than 1930's. Liberal's want to do great things. They just want to do with other people's money. Obama spend with no regards of the National Debt. He thinks Big Business is going to pay the Bill. Big Business has moved Offshore to stay afloat. The Peasants keep electing those Liberal's hoping for Utopia. Good luck.
