White House: Major costs to delaying climate change policy

Washington (CNN) – If lawmakers delay taking action now on climate change it could cost taxpayers exponentially more in the future to deal with the effects of a warming planet, the White House is warning Tuesday.

A report from President Barack Obama's administration says the costs of mitigating carbon emissions will rise 40% per decade unless something is done now to stem the outpouring of pollutants scientists say are causing global warning.

"What this report makes clear is first of all, we know way more than enough to justify acting today," said Jason Furman, the chair of Obama's Council of Economic Advisers. "Delaying action will increase the cost."

The report claims new climate policy can be regarded as "insurance" against the severe effects of a warming planet, like rising sea levels and increased land temperatures.

Last month Obama's Environmental Protection Agency unveiled a plan that would drastically reduce carbon emissions from coal fired power plants, a measure fiercely opposed by both Republican and some Democratic lawmakers from coal-producing states. Public hearings on those new rules begin around the country this week.

The President has also increasingly sought to highlight the potential – and, in some cases, already realized – effects of climate change on communities, launching new programs to help towns and cities prepare for stronger storms and changing landscapes.

Thus far he's achieved his climate agenda through executive actions, part of a larger White House strategy of going around Congress on issues where legislative action appears unlikely.

On Tuesday the Energy Secretary, Ernest Moniz, will unveil new rules governing the transmission of methane, which officials say accounts for 9% of all U.S. greenhouse gas emissions.

    Obama is wrong on everything else so why should this be any different. While the environment is in trouble, if Obama's record to date is any indication, then he should leave this alone . He, Obama, has managed to screw everything else up, he shouldn't be allowed to mess this up too

    Under the over served speaker of the house, there is no time to vote on the senate bipartisan jobs bill, the senate bipartisan immigration bill, the senate veterans bill, because in the 99 days the house actually shows up for work, theyhave to repeal health care, women's rights, and vote for a frivolous lawsuit against the president. Republicans are completely incapable of governing.

    My uncle just came back from Germany, he said he was blown away because almost everywhere he went there were wind tunnels and solar panels. he said how green and cool the country felt even on the hottest of days. Germany is leading the way in renewable energy while American is steadfast on clogging up our country with muck and unbreathable air., I'm not even gonna mention our water systems. The repubs only see money for their big oil donor friends today, to hell with their children and a fast overheating planet tomorrow. Dam i wish we had some more powerful voices on the dem side, to help put a stop to big corporate money and the spins coming from the repub party before they cast down irreversible damage to this country and the globe.

    How about the major costs of lawyer and legal fees for illegal immigrants who will not show up for their court dates?

    How about the major costs to public schools as they are flooded with illegal immigrants?

    How about the major costs to hospitals as illegal immigrants flood emergency rooms demanding free treatment?

    How about the major costs of illegal immigrants abusing the already corrupt food stamp system?

    If Obama's priorities are to destroy the country, at least he is doing that well!

    They lied to me. They've been running TV ads about how the new "clean coal" can be cleaner than natural gas. I've always suspected that they were just saying something to make themselves look good. There is no such thing as "clean coal".

    They refer to it as methane when referring to it as a greenhouse gas, but it is called "natural gas" when referring to it as the energy source. It's essentially the same thing–meaning drillers are already incentivized to mitigate methane leakage because every CC leaked is one less CC they can sell.

    Gee Rick, if Obama is such "a fraud", maybe you can explain to us all how his economy (the one the GOP won't help with) has produced more jobs than Mr. Bush's did- even discounting the millions of jobs lost in his little depression of 07-09? Perhaps you can explain the 401 ks that Bush wiped out and why their value is up 300% now? Perhaps you can explain why unemployment is lower than when Obama came into office.

    I'm not so sure about methane being thought of as a "greenhouse gas." Greenhouse gases are typically those produced as a result of some form of combustion. There would include carbon monoxide, carbon dioxide, sulfur dioxide, hydrogen sulfide, and other hydrocarbons.

    While methane is a very hazardous gas, I do not think tht it falls within the realm of greenhouse gases. It's a hazardous gas like: Chlorine, Ammonia, Propane, Xylene, and other fuels and industrial chemicals.
