Carney slams GOP budget

Washington (CNN) - White House Press Secretary Jay Carney said Tuesday that the fiscal year 2012 blueprint put forward by House Budget Committee Chairman Paul Ryan, R-Wisconsin, "fails the test of balance, and balance is essential."

Ryan's plan puts the burden of balancing the budget on seniors, the middle class and the disabled while failing to ask for more from the richest Americans, Carney said.

President Barack Obama is scheduled to give a speech Wednesday outlining his new deficit reduction plan.
