<p><strong>WASHINGTON (CNN)</strong> - An aide to House Speaker Nancy Pelosi confirms to CNN that, in attempt to quell a revolt among conservative Democrats, she is considering changing House Democrats' health care bill so that it only taxes families making $1 million or more.</p>
<p>"The Speaker has said several times she would like to squeeze more savings out of the system, and if we can do that we can reduce the number of people affected by the surcharge," said Brendan Daly, a spokesman for the Speaker.</p>
<p>To raise revenue to pay for reform, the House Democrats health care bill would impose a surcharge on individuals making $280,000 or more and families making $350,000 or more. </p>
<p>Pelosi is now suggesting starting that surtax at individuals making $500,000 and families making $1 million. </p>

<p>The Speaker first raised the idea in an interview with Politico.</p>
<p>Last week, 22 Democratic House freshmen sent a letter to the Speaker saying they were "extremely concerned" about what the taxes in their party's health care bill would do to small businesses.</p>
<p>Rep. Gerry Connolly, a Democratic freshman from a conservative swing district in Virginia, told CNN he believes a surcharge could hurt his constituents.</p>
<p>“It’s important to remember that with the expiration of the tax cuts on the highest income level, folks over a certain income level are going to see their tax rate go from 35 percent  back to 39.6 percent,“ Connolly told CNN.</p>
<p>"To add to that a 5.4 percent tax to finance health care, on top of other fees and so forth that are being discussed, I think is wrong." </p>
<p>But he said Pelosi's idea to eliminate the tax on any individuals making below $500,000 helps.</p>
<p>"It narrows the number of people who would be affected. I think it probably goes a long way in protecting the small businesses we were concerned about and it puts more pressure on our House colleagues who are writing the bill to identify more in savings." Connolly told CNN.</p>
<p>As for Republicans: House GOP Conference Chairman Mike Pence, R-Indiana, slammed the  surtax in any form.  "It almost boggles the mind that  the majority in Congress would continue headlong down a pathway toward  increasing the tax burden on anyone at a time when our economy is shedding hundreds of thousands of jobs per month," said Pence.</p>

<p><strong>WASHINGTON (CNN) </strong>&#8211; President Barack Obama's opposition to taxing employer-provided health benefits has slowed progress on passing a health care reform bill, the chairman of the Senate Finance Committee complained Thursday.</p>
<p>"Basically, the president is not helping us," said Sen. Max Baucus, D-Montana, after emerging from closed talks on the bill.</p>
<p>Baucus' criticism came on the same day the head of the non-partisan Congressional Budget Office said the health reform bills moving through Congress won't reduce long-term health care costs - in part because the bills don't include taxes on health benefits.</p>
<p>The comments by CBO Director Douglas Elmendorf provided ammunition for Republican opponents of the two Democratic-sponsored measures made public so far - one passed Wednesday by the Senate Health, Education, Labor and Pensions (HELP) Committee and one proposed this week by House Democrats.</p>
<p>"I don't see any Republicans that have any interest in voting to ration care for their constituents, raise costs to their constituents, and put the federal government in charge of the best health care system in the world," said House Minority Leader John Boehner of Ohio.</p>
<p><span id="more-60889"></span></p>
<p>In the Senate, Baucus is one of seven bipartisan members of the Senate Finance Committee who have been meeting for weeks trying to negotiate health care reform. Taxing the employer-provided benefits - which are currently excluded from taxation - had been the principal way Baucus wanted to raise $320 billion to help pay for the trillion-dollar health overhaul.</p>
<p>It was also considered a key way to reduce costs because tax-free benefits encourage more spending on health care, many experts believe.</p>
<p>"With the tax exclusion off the table, it's difficult to come up with revenue measures and other savings measures," Baucus said. "We are clearly going to find ways to bend the cost curve in the right direction. That is, include provisions that actually vary the rate of increase in health care costs."</p>
<p>White House spokesman Bill Burton said Obama was committed to "getting stakeholders to the table, finding different ways to save money and produce the revenue that we need for comprehensive health care reform."</p>
<p>"Once we get something through the House and through the Senate, we'll be able to go to conference and really put the rubber to the road and get something done," Burton said, referring to a conference committee comprising members of both chambers that would create a compromise bill.</p>
<p>Testifying earlier on the long-term budget outlook, Elmendorf said trying to lower costs without taxing benefits was like "tying one of the two hands behind one's back."</p>
<p>Senate Majority Leader Harry Reid bluntly dismissed Elmendorf for appearing to take a position on a political issue.</p>
<p>"What he should do maybe is run for Congress," Reid said.</p>
<p>Rep. Mike Ross, D-Arkansas, a key leader of the conservative Democratic group known as Blue Dogs, told reporters he shares Elmendorf's concerns, saying: "That's what we've been trying to tell everyone for three months."</p>
<p>Ross said opposition to the initial Democratic plans for health care reform has extended beyond his group to other Democrats.</p>
<p>"No way they can pass this bill on the House floor now," he said. "No way. Not even close."</p>
<p>Boehner leveled particular criticism at proposed tax surcharges on the wealthy contained in the House bill. The surcharges intended to raise $550 billion over 10 years start at 1 percent for people reporting income of more than $350,000, go to 1.5 percent for those with income of more than $500,000 and climb to 5.4 percent for those with income of more than $1 million.</p>
<p>"This will kill jobs in America and make it more difficult for people to hire more people," Boehner said, adding that the measure would harm small business owners. "You just can't continue to tax employment and tax employers and think you're going to get more jobs. It doesn't work that way."</p>
<p>House Speaker Nancy Pelosi of California said Thursday she would willing to lower the amount of the surtaxes if more savings from proposed reforms can cover the cost of the bill.</p>
<p>"If we can get more savings, we can perhaps lower the percentage that the high end will pay," Pelosi said at her weekly press conference.</p>
<p>But Pelosi made it clear that Democrats still plan to tax the rich and said if the money isn't needed to pay for health care it would be directed at the nation's budget deficit.</p>
<p>"There is going to be a revenue change at the high end," she said. "It will be directly to reduce the deficit or to reduce the deficit by helping to cover the cost of this initiative."</p>
<p>Pelosi also said she is willing to make further cost-cutting changes to the bill to satisfy the Blue Dog Democrats such as Ross.</p>

<strong>WASHINGTON (CNN) </strong>&#8211;As congressional Republicans continued Monday to stoke the flames over Speaker Nancy Pelosi's accusation the CIA lied to her about waterboarding, House Democrats appeared to be standing behind their leader.</p>
<p>One of Pelosi's closest allies in the House, Connecticut Democrat John Larson, acknowledged to CNN that the Speaker's news conference last week could have been better, but insisted there hasn't been any fallout among Democrats.  </p>
<p>"Perhaps it wasn't one of her best press conferences.  But certainly everyone in this caucus stands behind her to be the lead in our caucus. I don't know if it could have been done better or not, but our caucus is entirely behind her, " Larson said. </p>
<p>Several Democratic sources tell CNN that privately, some congressional Democrats are baffled by Pelosi's decision to escalate the controversy last week by going after the CIA.</p>
<p>But Larson, who chairs the House Democratic Caucus, also said he's spoken to members over the weekend and that they are "solidly behind the Speaker."</p>

<p>Another Connecticut Democrat, Chris Murphy, said there's a "total disconnect" between what pundits and talk show hosts are talking about and what he hears from his constituents.  Murphy said there might be some impact on the Speaker's ability to continue leading if the issue was something people were talking about in his district - but it's not.</p>
<p>At "another political moment this issue might dominate the space inside members of Congress' minds," said Murphy, but lawmakers are so focused on pushing through major policy changes on healthcare and energy that "there's not a lot of tolerance for distractions." </p>
<p>Conservative Indiana Democrat Baron Hill argued that people who are zeroing in on the Speaker are trying to move away from the broader issue of who authorized the harsh interrogation methods.   "I think a lot of people have lost focus on the people who put those torture policies in place in the first place," said Hill.  "Nancy didn't do anything wrong, in terms of the legalities that I'm aware of. I don't know what she was told. I'm not here to cast judgment on her at all." </p>
<p>Hill said he made a half a dozen visits in his Indiana district over the weekend, and no one raised the issue of Speaker Pelosi with him.</p>
<p>Democratic Rep. Gene Green of Texas also downplayed any impact the story is having on the getting major legislation passed in the House. "Healthcare, and now climate change, is now overriding any personal or political issue," said Green.</p>
<p>But Pelosi's office is reaching out to Democrats to lay out the Speaker's record on the issue.  CNN has obtained a copy of "talking points" that her staff distributed last week. The document points to news accounts - saying that "Multiple Members Who Were Briefed Take Issue With the CIA Accounts" - and lists the timeline as laid out by the Speaker. It also includes the point that Pelosi repeatedly made at her press conference last week:  "The only mention of waterboarding at that briefing was that it was not being employed."</p>

<p>Throughout her entire career, Speaker Pelosi is proud to have worked for human rights, and against the use of torture, around the world.</p>
<p>As Ranking Member of the Foreign Operations Appropriations Subcommittee in the 1990s, she helped secure the first funding for the Torture Victims Relief Act to assist those suffering from the physical and psychological effects of torture. </p>
<p>Speaker Pelosi unequivocally opposes the use of torture by our government because it is contrary to our national values.</p>
<p>Rules</p>
<p>·        Like all Members of Congress who are briefed on classified information, Speaker Pelosi has signed oaths pledging not to disclose any of that information.</p>
<p>·        This is an oath she has taken very seriously, and has always abided by it. </p>
<p>Briefing</p>
<p>·        In September 2002, the CIA briefed Pelosi only once on some enhanced interrogation techniques, in her capacity as Ranking Member of the House Intelligence Committee.</p>
<p>·        She was informed then that Department of Justice opinions had concluded that the use of enhanced interrogation techniques was legal.  The only mention of waterboarding at that briefing was that it was not being employed. </p>
<p>·        Those conducting the briefing promised to inform the appropriate Members of Congress if that technique were to be used in the future.</p>
<p>·        Congress and the American people now know that contrary opinions within the Executive Branch concluded that these interrogation techniques were not legal.  However, those opinions were not provided to Congress. </p>
<p>·        We also now know that techniques, including waterboarding, had already been employed, and that those briefing Pelosi in September 2002 gave her inaccurate and incomplete information. </p>
<p>·        At the same time, the Bush Administration was misleading the American people about the threat of weapons of mass destruction in Iraq. </p>
<p>·        Five months later, in February 2003, a member of Pelosi's staff informed her that the Republican chairman and new Democratic Ranking Member of the House Intelligence Committee had been briefed about the use of certain techniques which had been the subject of earlier legal opinions. </p>
<p>·        Following that briefing, a letter raising concerns was sent to CIA General Counsel Scott Muller by the new Democratic Ranking Member of the House Intelligence Committee, the appropriate person to register a protest. </p>
<p>·        But no letter could change the policy.  It was clear we had to change the leadership of the Congress and the White House.  That was her job.</p>
<p>Actions Taken<br />
·        When Democrats assumed control of Congress in 2007, Congress passed legislation banning torture and requiring all government agencies to abide by the Army Field Manual.  President Bush vetoed this bill barring the use of torture.  An effort to overturn his veto failed because of the votes of Republican Members. </p>
<p>·        We needed to elect a new President.  We did; and he has banned torture.</p>
<p>Where Do We Go From Here?</p>
<p>·        Congress and the Administration must review the National Security Act of 1947 to determine if a larger number of Members of Congress should receive classified briefings so that information can be utilized for proper oversight and legislative activity without violating oaths of secrecy. </p>
<p>·        Pelosi has long supported creation of an independent Truth Commission to determine how intelligence was misused, and how controversial and possibly illegal activities like torture were authorized within the Executive Branch. </p>
<p>·        Until a Truth Commission is implemented, Pelosi encourages the appropriate committees of the House to conduct vigorous oversight of these issues.</p></blockquote>

<p><strong>WASHINGTON (CNN)&#8211;</strong> Top lawmakers and White House officials ended more than nine hours of closed-door negotiations on the economic stimulus bill shortly before midnight Tuesday indicating a final deal on the roughly $800 billion bill is possible as early as Wednesday.</p>
<p>“People are making progress.  Drafting is taking place tonight.  We’re not there yet but we made a significant amount of progress,” Senate Majority Leader Harry Reid said as he left House Speaker Nancy Pelosi’s office for the last time of the day.</p>
<p>“Everybody is doing what we’re supposed to be doing,” said White House chief of staff Rahm Emanuel.  “Everyone knows the seriousness of the economic crisis.”</p>
<p>Pelosi, Reid, and Emanuel shuttled between meetings on the either side of the Capitol.  The meetings included key House and Senate committee chairmen as well as the three Senate Republican moderates who voted for the bill Tuesday, giving it a slim margin of victory.</p>
<p>They were trying to execute a broad framework that Democratic sources tell CNN was hatched in an unpublicized White House meeting early Tuesday morning with President Obama, Reid and Pelosi.</p>
<p>Details began to emerge on the merging of the bills.  Two senior Democratic sources said negotiators had agreed on a top line number of $800 billion but later one of those sources said the number could be even less.  That would be less than either the Senate’s $838 billion bill or the House’s $819 billion.</p>
<p>Several sources involved tell CNN that the number is lower to satisfy the three moderate Republican senators who wanted a lower final number.</p>
<p><span id="more-39531"></span></p>
<p>Also, Sen. Max Baucus, D-MT, who chairs the Finance Committee, said that negotiators have kept a one year patch of the alternative minimum tax in the bill – something House negotiators had argued should be handled outside of the stimulus package.</p>
<p>A Democratic source also said a plan to give tax credits to home buyers which is in the Senate bill will likeky be scaled back to make room for House priorities and a Senate proposal to give tax incentives to people who buy American built cars is also likely to be nixed.</p>
<p>Asked if a deal is possible Wednesday, Sen. Max Baucus, D-MT, the chairman of the finance committee said, “It’s very possible.”</p>

<p>“Mr. Burris will be seated or won’t be seated on the basis of what happens in a court. I don’t think it’s in the people of Illinois’ interests for us to color that seat," Cleaver told reporters on Capitol Hill. "That seat can’t be the black seat. If that happens we begin to lose the progress we made.”</p>
<p>Those comments appear at odds with views of Rep. Bobby Rush, who has implored Senate Democrats to seat Burris because there are currently no African-American members of the Senate, and called the currently all-white chamber the "the last bastion of plantation politics."</p>

<p><strong>WASHINGTON (CNN) &#8211;</strong> A group of House Republicans stayed in session and continued energy speeches Monday despite the summer adjournment in hopes of pressuring Democrats for a vote on oil drilling.</p>
<p>The speeches, a mix of democratic defiance and political showmanship, were part of a plan to pressure House Speaker Nancy Pelosi, D-California, to hold votes on offshore drilling, nuclear power and other GOP energy proposals.</p>
<p>Republicans refused to leave the House floor on Friday and began five hours of speeches protesting against Democratic energy policies immediately after the House of Representatives adjourned for its annual five-week break.</p>

<p>The speeches picked up again Monday morning, and Republicans have pledged to keep up the effort.</p>

<p><strong>WASHINGTON (CNN)</strong> — Republicans are attacking the "audacity" of recent comments Barack Obama reportedly made to Democratic congressional leaders Tuesday night in a closed-door meeting.</p>
<p>In comments <a href="http://blog.washingtonpost.com/the-trail/2008/07/29/obamas_symbolic_importance.html"><strong>first reported by the Washington Post</strong></a> and confirmed to CNN by a senior Democratic aide, while discussing his recent trip to Europe, the presumptive Democratic presidential nominee said, "This is the moment, as Nancy [Pelosi] noted, that the world has been waiting for.”</p>
<p>The Illinois senator, on Capitol Hill to give House Democrats a pep talk ahead of the November elections, also said he had "become a symbol of the possibility of America returning to our best traditions."</p>
<p>The Democratic aide told CNN that comment was made in the context of "Americans struggling and demanding change." A House Democratic leadership aide who was in the room also told CNN Obama's point was the campaign is "NOT about him."</p>
<p>"The [Washington] Post left out the important first half of the sentence, which was something along the lines of: ‘It has become increasingly clear in my travel, the campaign, that the crowds, the enthusiasm, 200,000 people in Berlin, is not about me at all. It’s about America. I have just become a symbol…,'" the aide said.</p>
<p>The Republican National Committee circulated the comments to reporters under the banner, "Barack Obama audacity watch." John McCain's presidential campaign also forwarded the comments with the subject line, "wow."</p>

<p>Obama and the Democratic leadership emerged from the meeting upbeat Tuesday evening after meeting behind closed doors for close to an hour. Speaking to reporters after the meeting House Speaker Nancy Pelosi said Obama has the ability to transform the way Washington does business.</p>
<p>"If we do what I know is possible then I think we can shake up Washington and actually deliver for the American people and that's an exciting prospect," she said.</p>
<p>Also speaking at the press conference, Obama predicted the November election could be a transformative one.</p>

<p>"If the Democrats can make clear our vision, which is not for larger government but is for a responsive, efficient, and honest government that is listening to the voices of the American people, if the American people can feel confident that the institutions here in Washington are working for them and not on behalf of special interests, then I think this can be an incredible election," he said.</p>

<p><strong>(CNN)—</strong> A plane carrying Texas Rep. Ron Paul and six other members of Congress was forced to make an emergency landing Tuesday due to mechanical issues.</p>
<p>According to the Federal Avaiation Administration (FAA), Continental Airlines flight 458, a Boeing 737 en route to Washington, DC from Houston made a rapid decent in New Orleans when the pilot reported pressurization problems.</p>
<p>Reps. Ted Poe, Nick Lampson, and Henry Cuellar, Solomon P. Ortiz, John Carter, and Ciro Rodriguez were among those aboard the flight. The FAA says the plane had a safe landing in New Orleans with no injuries.</p>
<p><strong>Update:</strong> Trevor Kincaid, a spokesman for Rep. Nick Lampson, tells CNN the congressmen are being rebooked on two different flights from New Orleans to Washington, D.C.</p>
<p>Kincaid said Lampson told him, "there was a minor technical failure with the pressure" and there was "a slow gradual descent, no nosedive." Lampson told him in a phone conversation that, "some people didn't realize there was a problem until the gas masks came down." Lampson said there was no panic on the plane and praised Continental Airlines for their handling of the situation.</p>

<p><strong>(CNN)</strong> - On the same day Democratic leaders stressed party unity after the drawn out primary fight, one congressional Democrat said Tuesday he will not endorse Barack Obama's bid for the White House.</p>
<p>Rep. Dan Boren, Oklahoma's lone Democrat in Congress, told the Associated Press Obama is "the most liberal senator," and said he has to listen to the wishes of his own constituents.</p>
<p>"We're much more conservative," Boren said of his rural district which stretches across the eastern part of the state and borders Kansas, Missouri, Arkansas, and Texas.</p>
<p>"I've got to reflect my district. No one means more to me than the people who elected me. I have to listen to them," Boren added. His congressional office confirmed the accuracy of the quotes to CNN.</p>
<p>Boren also said Obama's record "does not reflect working in a bipartisan fashion." But the Oklahoma Democrat said he would vote for Obama at the party's convention in August because of the serious issues the country faces.</p>
<p>"I think this is an important time for our country," he said. "We're facing a terrible economic downturn. We have high gasoline prices. We have problems in our foreign policy. That's why I think it's important."</p>

<p>Boren's comments come a day after Florida Democratic Rep. Tim Mahoney also said he has no plans to make a formal endorsement. The freshman Democrat, who replaced Republican Rep. Mark Foley following House page scandal, told the Palm Beach Post he plans on remaining an uncommitted superdelegate and may not even attend the convention.</p>

<p> <strong>WASHINGTON (CNN) - </strong>Several sources tell CNN that House Majority Whip and superdelegate James Clyburn of South Carolina will endorse Senator Barack Obama Tuesday.</p>
<p>Clyburn, whose congressional district went overwhelmingly for Obama in the state's January primary, had said that he would wait to weigh in on the presidential race until the last nominating contest had been held. Earlier this spring, he had made remarks critical of Bill Clinton, calling his conduct on the trail "bizarre," and telling interviewers that some of the former president's actions had deeply upset African-Americans.</p>
<p>"There are African-Americans who have reached the decision that the Clintons know that [Hillary Clinton] can’t win this," he told Reuters. "But they’re hell-bound to make it impossible for Obama to win.”</p>

<p><strong>WASHINGTON (CNN) &#8211;</strong> Speaker Nancy Pelosi blasted President Bush's comments Thursday suggesting that Democrats believe "we should negotiate with terrorists and radicals" and suggested Senator John McCain denounce them.</p>
<p>But the presumptive Republican nominee himself defended the remarks, said he intended to make Barack Obama’s willingness to consider dialogue with Iran an issue in the fall campaign, calling on the Illinois senator to “explain [that decision] to the American people.”</p>
<p>“It is a serious error on the part of Senator Obama that shows naiveté and inexperience and lack of judgment - to say that he wants to sit down across the table from an individual who leads a country who says that Israel is a stinking corpse, that is dedicated to the extinction of Israel,” said McCain Thursday. “My question is, what does he want to talk about?”</p>
<p>Pelosi, who is leaving later today on a bipartisan congressional trip to Israel, said there is a "protocol" of not criticizing the President when he is abroad, but then declared,  "I think what the president did in that regard is beneath the dignity of the office of president and unworthy of our representation at that observance in Israel."</p>
<p>The California Democrat added that she hopes "any serious person would disassociate themselves from the president's remarks, who aspires to leadership in our country."</p>

<p>But McCain told reporters that Bush’s Thursday remarks made an important point. “It does bring up an issue that we are will be discussing with the American people and that is why does Barack Obama, Senator Obama, want to sit down with a state sponsor of terrorism?” said McCain.</p>
<p>“…I will make this an issue with Senator Obama throughout this campaign, I believe in peace through strength, and peace through strength is the way that we have succeeded in the past.”</p>

<p>  <strong>WASHINGTON (CNN) &#8211;</strong> A House committee Thursday asked former White House political adviser Karl Rove to testify about allegations that Bush  administration officials pushed for federal prosecutions of former Alabama Gov. Don Siegelman and other Democrats.</p>
<p>House Judiciary Committee leaders said it is "imperative" that Rove answer allegations that he pressed the Justice Department to investigate Siegelman, a Democrat who when indicted was preparing a rematch against Alabama's Republican governor in 2006.</p>
<p>"We look forward to scheduling an early date for your voluntary appearance," the committee's Democratic leaders wrote in a letter released Thursday.</p>
<p>Rove's lawyer, Robert Luskin, said Thursday that President Bush's onetime political mastermind "absolutely denies he was in any way involved in the decision to prosecute Don Siegelman." Luskin said he has had no direct communication the the Judiciary Committee's staff or its chairman, Rep. John Conyers, D-Michigan, and said the White House would have to decide whether Rove will be able to testify.</p>

<p>The probe grew out of the administration's controversial firings of eight U.S. attorneys in 2006. The White House has invoked executive privilege to keep Rove from testifying to Congress in that case.</p>
<p>Siegelman was sentenced to more than seven years in prison in 2007 after his conviction on bribery, conspiracy, obstruction of justice and mail fraud charges. Prosecutors accused him of running a "pay-for-play" scheme in which he exchanged official acts and influence for cash, property and services while serving as Alabama's governor from 1999 to 2003.</p>
<p>A federal appeals court ordered Siegelman released on bond in March, and he is scheduled to appear before the Judiciary Committee in May as part of an investigation into allegations that the Bush administration tried to influence the prosecutions of political opponents.</p>
<p>A Thursday report by the committee's Democratic staff recounted what it said is "extensive evidence" that Siegelman's prosecution "was directed or promoted by Washington officials."</p>
<p>And it cited three other cases - including that of Pittsburgh, Pennsylvania, coroner Cyril Wecht, a prominent forensic pathologist and an outspoken Democrat. Wecht was charged with 84 counts of wire fraud, mail fraud and theft in 2006, but the case was declared a mistrial earlier this month.</p>
<p>Rep. Lamar Smith, the committee's ranking Republican, called the staff report a rehash of "sensational allegations from unreliable witnesses and so-called academic studies." He said the Republican minority is still reviewing the document.</p>
<p>"Unfortunately, House Democrats are so intent on slandering the Bush administration that they willingly accept outlandish claims while questioning the honest work of career federal prosecutors," Smith, R-Texas, said in a written statement. "It may come as a surprise to some Democrats, but even  Democratic office holders who have committed crimes must be held accountable.</p>
