Judge: PA must have paper ballots ready if half of machines fail

WASHINGTON (CNN) - Pennsylvania must have paper ballots available for its voters if half the machines at a polling place break down, a federal judge ruled Wednesday.

The state wanted paper ballots mandatory only if all the machines in a polling place failed.

"Emergency back-up paper ballots shall be used thereafter until the county board of elections is able to make the necessary repairs to the machine(s) or is able to place into operation," Judge Harvey Bartle ruled.

The state will not appeal the decision. In a statement, Secretary of the Commonwealth Pedro Cortes said the state will work with counties to ensure emergency ballots are used consistently, and that there is a sufficient supply.

    abortion to rile up their rabid base. For 6 of the last 8 years they had
    control of the Presidency, the Senate and the Congress....and what did they do about abortion? NOTHING. And they will not do anything about it in the future, because the majority of this country do not believe that they government has any business interfering in a woman's decision. However, you will willingly vote for someone that has sent our young men and women to die in a war based on lies. You may call yourself a believer, but you should also call yourself a hypocrite

    Its hard to believe that 7 years ago, we were attacked and thousands of our fellow citizens were killed. Have we forgotten that horrific day. Now the democratic party wants to destroy us from within......Osama Bin Laden must be very happy....that the destruction we feared for 7 years has been sneaking up on us all along and we did nothing.

    Americans your republican president still has his big pay check coming to him every week and has no trouble with his morgage. He is to blame some for this mess. Can you afford another four years of the same. He dug a big hole and somehow want to hand the shavel to McCain to dig us some more economics trouble. Would you let this happen America? This election is about you, your kids furure and America's future. Barack Obama/ Joe Biden will cover that big hole that Bush dug that trap a lot of us and bring relieve for Americans workers. You can believe it from a man like Bill Clinton you did that same thing before.

    The Federal government should make a uniform voting process for the voters–they have no problem with the income tax process. After the 2000 election theft by the Republicans, you would think congress would make this mandatory! One uniform process for everyone with paper backups so everyone's vote counts. We are so ready for a change in Washington, 8 years under the Republican machine is 8 years too long! Vote for America and the little people that make America great!

    Perhaps he should try to tell this to Sarah – that is if she can understand. God knows – in the last little while she could not figure out what a "pre-condition" was and that was after her continual use of the word in her babbling about pre-conditions in international negotiations

    This election is over for McCain. He had all the time this summer to figure out the economy before Democratic primay was over and he blew up. Both his comment and his advisor's (Phi Gramm) comment "nation of whinner" about economy demonstrated how incompetent and out-of-touch they are. The three debates show McCain is a typical long-time Washington politician, never answered questions straight. His proposal about buying bad mortgage came out and died quickly. Other than that, you have not heard anything what he is going to do as the president. All his left is go negative against Obama – socialism, terrorist, communist, no experience,.., and people are just tired of these crap. This is 21st century. People can search Internet to find out all facts. Have you seen majority of young people are leaning toward Democratic party? And selecting Palin to compromising far-right conversatives demonstrate his inability to lead either the party or the nation. This country is badly divided because of far-right Republican.. We don't need that anymore. Wakup GOP.

    I also thought his infomercial was good. I was especially pleased that he stuck to the issues and did not see fit to even mention his competitor's name. That (not focusing on the other side) is a task that McCain and Palin has yet to fully accomplish.

    Well well well, Obama's wonderful little "lets piss everyone off and keep the game delayed, 30 minute scripted piece" I will admit, it reminded me of a "Hollywood production", I thought that Obama promised he " was only going to take public funds" WOW! Some funding, he has over $600 million for spending. That goes to show how many un-informed people there are about what is to come. Obama is going to bring change alright, get ready for Socialism people, get ready to open doors to radicals and terrorist and all kinds of change. I will remember the many who lost their lives to give us freedom and keep our AMERICAN Spirit, while others shed it. If Obama wins I will laugh at all the people who voted for him, keep working hard so you can hand that pay check over to others who do nothing but watch tv. Don't be too sad, you wanted them to have a better life right? Now YOU will work harder so they can have a better life than you. Ha ha ha ha
