WASHINGTON (CNN) - House Republican leaders rolled out their alternative budget on Thursday to respond to President Obama's charge they were slamming his proposal without offering one of their own.

At a Capitol Hill news conference, House GOP Leader John Boehner, R-Ohio, held up an 18 page document entitled, "The Republican Road to Recovery" and said, "well, it's just not true, because here it is Mr. President."

But, when pressed for the details on how the GOP plan differed from the President's, Boehner acknowledged he didn’t have many. “This is a blueprint for where we’re going," Bohener said.

The blueprint includes familiar Republican proposals to limit wasteful government spending, cut the size of government, and provide incentives to private entities to expand access to healthcare. It also includes a major overhaul of the tax code, proposing a marginal tax rate of 10 percent for income up to $100,000 and 25 percent for any income above that level.

Pressed for specific budget numbers, Boehner said Rep. Paul Ryan, the top Republican on the budget committee, wouldn’t be releasing that information until next week. Ryan announced at the press conference that Republicans would show a "leaner budget, a budget with lower taxes, lower spending, and lower borrowing." But he left before reporters could ask him how his plan would meet those goals.

Boehner was left to field questions. He said Republicans would do a better job than the President cutting the deficit. When asked what the goal was, he answered curtly, “to do better.” Pressed again on how, Boehner said "you'll see next week." The reporter tried again, asking how the GOP plan would do better than President Obama's goal of cutting the deficit in half, and Boehner repeated, "Oh, it'll be better."

White House Press Secretary Robert Gibbs joked with reporters about the Republican proposal, saying "it took me several minutes to read it."

"It's interesting to have a budget that doesn't contain any numbers. I think the party of no has become the party of no new ideas, " Gibbs said.

The press conference to push back against the “party of no” appeared to expose a rift inside the GOP leadership.

One Republican aide tells CNN that Boehner and House Republican Conference Chairman Mike Pence insisted on coming out on Thursday to counter President Obama's criticism, even though the Republican budget committee staffers were still finalizing the numbers for the alternative budget proposal.

But a Boehner spokesman flatly denied that, and said leadership staff decided last week to unveil the outline of their plan, even before the final details were ready for the floor debate next week. And Rep. Pence’s spokesman argued that the blueprint offered plenty of details on the “significant policy differences” between House Republicans and the President, and said they hoped to have specific numbers soon on their proposal.

    "Them".. boys... the republicans just can't let go of an opportunity to lower theTAX on fat income bank accounts... so they can get more money...have you ever seen them fail at it.. take the last 8 years.. all they could talk about was getting the rich boys more money... they didn't care about a balanced budget.. nor paying for the Iraq War....why when everyone has a credit card including the USA government..?

    When asked what the goal was, he answered curtly, “to do better.” "you'll see next week." "Oh, it'll be better."..............Pardon my southern drawl, but ya'll answer me this. Is it me or do these people have a personal, not a political, vendetta against President Obama? These people are acting more like school children who are angry at the cute new kid for stealing their shine. Are they freakin' kidding me? They've rush to put out a recovery plan to appear as though they were in the game, then turns out to be yet another political ploy? This is sooo surreal. They looking more foolish each and every day. Un-freakin-believable!

  8. To RUSH and JINDAL: I do not want the levees in Louisiana or Florida to fail, just the policies of the Corp. of Engineers building them!!!

    I have a B.B.A circa 1973, but I don't think budgets have changed much in the intervening years, I have seen a budget in the corporate world, and this is no "budget"! I would love to be in the CBO when this
    "budget" is submitted for analysis!

    Remove the front 2 pages, the header pages and the Power point graphics and you are down from 19 to about 10 pages of "substance".

    Of these 10 pages, about 8 are devoted to propaganda bashing President Obama's proposal and about 2 pages of "solutions".

    One "solution" health care costs is to cross shop health insurance among states. So, let us say I get quotes from 3 states. State 1 is 890, state 2 is 835 and state 3 is 910.

    The republican "solution to health care costs" only resolves the fact that I cannot afford health insurance in multiple states. You cannot make this up!

    And republicans wonder why they were resoundingly kicked out of office?? Please see exhibit A.

    This is just a brochure that would be at home on one of the end tables in the lobby of the RNC.

    More appropriate for reading while awaiting your stall in the men's room...

    I find this humorous. I watched this "Here It Is Mr President" saga on several stations today. Cantor who accused the President of lying because supposedly this plan was presented to Obama several weeks ago, but never came up with a copy of what he submitted. Today they present this "outline" of what they are proposing. One reporter said that while the content was sketchy the cover it was presented in was nice. Cantor in the mean time is in a meeting with many Republicans trying to brainstorm up a plan. The Party of "No" is going to have to put their plans out there to be scrutinized by the Media, Congress and the President if they are ever to look like they can lead this country again

Oh, right, spending money hand over fist on defense and lowering tax rates do that there was no money coming in...I hope they do have a viable plan, and I bet, unlike Bush, Obama will actually consider it. But they'll hate that, because then he would be trying to work with them, wouldn't he?

    His approval rating falls deeper and deeper as the
    days go by.

    Since he's been elected even other countries like us
    even less. That wasn't going to happen since the
    "Great One" took office.

    And I could go on and on, but it's my bedtime here in The Great State
    of Texas and I'm tired.

    So goodnight all my friends from both parties.

    Tomorrow is another day and hopefully we can all come together and make things better. Just don't ask me to change my way of living, thinking and values because I will not. I'm a great American and that didn't happen just by accident. This country, the freedom, the people and the opportunities made me a great American and an American that is proud of her country.
    We're not perfect, but I'd rather live here than anywhere else on the planet.
