What does ‘suspending’ mean?

(CNN) –- With news Saturday that Herman Cain is suspending his bid for the 2012 GOP nomination, many are wondering what the move means for his future.

Federal law doesn’t have a specific definition for “suspending” a political campaign, meaning Cain is still legally considered a candidate.

Because he did not officially drop out of the race, Cain will still be allowed to raise and spend campaign funds as if he were still seeking the nomination.

If he had told supporters Saturday he was ending his bid for the White House, Cain would have been permitted only to raise funds to retire debts accrued on the campaign trail.

Cain will still be required to file financial disclosure reports with the Federal Election Commission at the end of each fund-raising quarter.

–CNN Political Research Director Robert Yoon contributed to this report.

"Suspending" means he can't control all the women from his recent past coming out. It's over, get over it CNN. You'll need another clown for ratings, like Bachmann or something.

What about the "Secret Service?" I hope that goes away because tax dollars should not pay for protecting someone who is NOT runn!!!

That figures. Cain has been in this for the money from the beginning, just like Sarah Palin.

Plenty of teabagger money left to skim. The first smart move by Herb , keep the fools paying for his girlfriends. The GOP used their dirty trick playbook to get rid of Cain.

If "Cain is still legally considered a candidate", do the taxpayers have to continue to pay for Secret Service protection for him?

In Cain's case "suspension" means he will continue to open his BIG insulting mouth but will not be held to certain standards when doing so; it means any other woman who wants to come out about his unfaithfulness will not be so inclined to do so; it means he will not be off our television sets unfortunately as he should and most of all it means he can continue to milk YOU out of your money in book sells.

Stable, mature & good culture & substantial education are key to rise to global responsibility with birth skills of leadership. Wayside characters & aspirations do not play any part. Loss of image is worse than conviction. Loss of public image is much more as the basic elements of confidence of people are permanently damaged. Leadership is born from childhood & goes on as such withouit accepting defeat, obstructions & moral errors in growth. Their moral erorrs are accepted as excuseable for they happen in innosence years are not looked at by people as crime or even sin.It is good Cain has suspended his campaign & will finally quit contest as presidential candidate.Leadership is automatic not required to be sponsored by party or politics like George Washington & others of his team in American history. They fought their way through to cliff with own & individual resources.

He loves his sun glasses a lot, maybe he could go to work for the secret service and protect Obama for the next 4 years. That's the closes to the white house he will ever see.

Must we continue to pay for Secret Service Protection for this philanderer? This suspension allows him to keep raking in the money. Slick and slimy.

great, he's allowed to 'suspend' his campaign, still collect money, most likely still keep his secret service protection (which he DOES NOT need, and i am extremely angered that MY tax dollars are being wasted to protect him), as well as be considered a 'legal' candidate? what is a 'legal' candidate? hmmm last i heard write-in votes count as well, so even the easter bunny could be voted for. basically this tells me that votes do not count and greedy b.... are permitted to remain greedy and still collect money. he should run for congress since he wants to make lots of money without having to do anything. Just saying...

He can still bring in money and run around the country bashing everyone else - like I said earlier - a black Palin with an Unzipped zipper.

Candidates shouldn't be allowed to suspend. Either run or drop out.

Are we still paying for security and SUV rides? I don't want one dime of my taxes going to that nutjob in any way at all.

This guy is a joke. Only fools fall for this stunt and I can see he has many fools following him. He belongs in the circus like the rest of the GOP clowns running. This is the 21st century where many Americans are now educated and can think for themselves and not be caught up in his smoke screens. He'll become another Sarah Palin next year promoting his books, making speeches, talking leadership strategies, etc.

Isn't "suspending" one's campaign the result of a "high-tech lynching"? Kidding aside, he's obviously keeping his options open should friendly political winds blow his way again (not likely).

"Cain will still be ALLOWED to raise and spend campaign funds…"

Yeah… Just as people are ALLOWED to stand on street corners with signs and tin cans…

Translation = Cain is on the hook for millions of dollars for his campaign and is desperately trying to raise money to pay off his liabilities.
