Giuliani: Biden has 'never been bright'

(CNN) - Rudy Giuliani on Wednesday questioned Joe Biden's "mental capacity" to lead, delivering a blistering attack against the vice president's competence one day after Biden made a controversial remark on the campaign trail.

"I mean, this guy just isn't bright. He's never been bright. He isn't bright," Giuliani, a Republican, said on CNBC. "And people think, `Well, he just talks a little too much.' Actually, he's just not very smart."

Giuliani also slammed Biden in an interview on CNN's "Piers Morgan Tonight."

On Tuesday, the vice president stirred controversy when he told a Virginia crowd that Mitt Romney's vision for Wall Street reform would reduce regulations and put people "in chains."

"(Romney) is going to let the big banks once again write their own rules, unchain Wall Street," Biden said at a campaign event in Danville. "He is going to put y'all back in chains."

Romney's campaign quickly seized on the comment–they called it a "new low" in the campaign–while some conservatives on Twitter accused Biden of using racial undertones.

The vice president later Tuesday clarified the remarks at a campaign event, suggesting his comments were in reference to House Speaker John Boehner's use of the word 'unshackled' in talking about Rep. Paul Ryan's House budget proposal.

"I'm using their own words. I got a message for them," Biden said. "If you want to know what's outrageous, it's their policies and the effects of their policies on middle class America. That's what's outrageous."

Obama's deputy campaign manager Stephanie Cutter also attempted to dispel the controversy around Biden's statement Tuesday, reiterating the fact that Republicans have called for the "unshackling" of the private sector from regulations in recent months.

"Since then, the Vice President has often used a similar metaphor to describe the need to 'unshackle' the middle class," Cutter said in a statement. "Today's comments were a derivative of those remarks, describing the devastating impact letting Wall Street write its own rules again would have on middle class families."

But a number of conservatives said his language went too far. Twitter quickly lit up with criticism of his comment, and coverage of the incident dominated the political news cycle for much of the day.

Giuliani, who ran for president in 2008 and flirted with another White House bid this cycle, argued the vice president's remark was more than a gaffe or slip of the tongue–but an alarming indicator of Biden's intelligence. Calling him a "laugh line on late night television," the former mayor said he's never "seen a vice president that has made as many mistakes" or "said as many stupid things."

"I mean, there's a real fear if, God forbid, he ever had to be entrusted with the presidency, whether he really has the mental capacity to handle it," Giuliani said.

    Ha...ha speaking of "not being bright". The Republican leadership across the board have made one mistake and miscalculation after another. I could go on and on and one but I'll leave it with the GOP is not to bright for nominating Romney

    It was Joe Biden thata FOREVER doomed Guliani`s additional political ambitions when he labelled him "Mr. 9-11". The label has stuck and Rudy, the cross-dressing mayor is still mad about it.

    The American People want to see Mitt's tax returns for the past 20 years. We want to see his tax rate and what he deducted. We also want to know how many jobs he off-shored and how much money he has hidden in off-shore accounts evading taxes. Put up or shut up Mitt!!!!!!!

    When you consider THE GAFFE MASTER ROMNEY (or just plain stupid, when it comes to things you should or shouldn't say...I really don't know which one Romney is.) you have to wonder how Giuliana had any nerve to open his mouth. He may just be looking for attention, and if he is not already slated to speak at the Republican Convention, he may be hoping the opportunity would be extended to him.

You're best hope is to land a job (maybe you alreay have one but I don't watch so I wouldn't know) on Fox where you can tout your faux cridentials as having been Mayor or NY during the 9-11 attacks. You've used that tradedgy for your own gain and looked likd a total jerk doing it, but that's what you're best at – looking like a jerk, which is what you are.     Well Mr. Giuliani, he is THE VICE PRESIDENT OF THE UNITED STATES OF AMERICA, and you sir are a presidential want-to-be who could not cut the mustatd and now speaks out against people who actually got the job!! Just so you know, I would much rather have VICE PRESIDENT BIDEN in line should the need arise to take over the job of PRESIDENT (you know, the job you could not get) than have a loser who does not know when to cut his loses in charge. You may THINK he is not smart, but he sure did go further than you did!!!!!!

    I am a Democrat, voted for O last time around, but will Not this time. Also I thought Biden was a bad choice the first time around, and still do. He too often puts his foot in his mouth. The man is lacking brain cells, and only a heart beat from the presidential office. OMG.
