Paul Ryan to seniors: Obamacare threatens Medicare

Washington (CNN) – In a speech to seniors on Friday, Republican vice presidential candidate Rep. Paul Ryan will warn them about the threat of Obamacare when he appears at the AARP conference after President Barack Obama addresses the group via satellite.

Mitt Romney’s running mate will speak at the AARP Life@50+ conference, held in New Orleans, at 12:30 p.m. ET. President Barack Obama is scheduled to speak live, via satellite, at 11:45 a.m. ET. Members of AARP – a nonprofit organization and a powerful lobbying group that boasts of having more than 37 million members – were encouraged to submit questions to the nominees on their website.

As both campaigns make the case for ensuring long-term solvency of Medicare and Social Security, Ryan is expected to talk about “years of empty promises by both political parties.”

He will explain why they want to get rid of Obamacare by accusing the president of cutting the entitlement program to pay for the health care law, officially named The Patient Protection and Affordable Care Act.

"The first step to a stronger Medicare is to repeal Obamacare, because it represents the worst of both worlds. It weakens Medicare for today’s seniors and puts it at risk for the next generation,” according to Ryan’s prepared remarks. “First, it funnels $716 billion out of Medicare to pay for a new entitlement we didn’t even ask for. Second, it puts 15 unelected bureaucrats in charge of Medicare’s future."

The unelected bureaucrats he refers to are part of the Independent Payment Advisory Board (IPAB) that has been charged with meeting a budget target in Medicare. Established under Obamacare, IPAB has the authority to make changes to the entitlement program, which previously would have required an act of Congress to take effect.

As Romney often does, Ryan is expected to take a swipe at the Democratic incumbent’s reelection slogan. The released excerpts include, “But you know President Obama’s slogan, right? Forward. Forward into a future where seniors are denied the care they earned because a bureaucrat decided it wasn’t worth the money.”

Since the presumptive Republican nominee announced the seven-term congressman as his running mate, Medicare has become a much-battled-about issue on the campaign trail.

The Obama campaign and fellow Democrats instantly attacked Ryan over the budget plan that he introduced in the House, terming it a "radical plan" that would benefit the rich at the detriment to the middle-class, and they highlighted his proposals to alter Medicare, which they said would "end Medicare as we know it."

The president and his re-election campaign have pushed back against the GOP attacks. They aired a television commercial in key battleground states that rebuts the Romney-Ryan charges with a narrator in the spot that said, “the non-partisan AARP says Obamacare ‘cracks down on Medicare fraud, waste, and abuse,’ and strengthens guaranteed benefits.”

And the commercial criticizes the Ryan proposals on Medicare, with the announcer adding that "AARP says it would undermine Medicare and could lead to higher costs for seniors. And experts say Ryan's voucher plan could raise future retirees’ costs more than $6,000."

On Thursday, one day before Ryan’s address to seniors at the AARP convention and prior to campaign stops in Florida Friday and Saturday, the Romney campaign released a television ad about Medicare reform starring Florida Sen. Marco Rubio.

Like Rubio mentioned his mother in the ad Ryan has also turned to his mother to help convey the message that they intend to fix the program but have vowed it will not change it for current seniors.

His mother, Betty Douglas, a retiree who lives part-time in Florida, first appeared with Ryan last month at a speech at The Villages, and she is expected to accompany her son to New Orleans.

"Whenever I think about the challenges we’re facing, I think of my Mom. Whether it’s the mid-career worker who has to start over, the senior who relies on Medicare today, or the grandparent who wants to make sure her grandkids inherit a stronger America, she is my inspiration,” Ryan will say of his mother, who started an interior decoration business and went to school at the University of Wisconsin.

“Because I had such a strong example in my own life, I have an unshakeable belief in the resilience, wisdom and ability of the American people to solve these problems.”

    AARP is not non partisan. When they started selling health and life insurance to senior citizens for a profit and working with the Obama administration to negotiate regulations in Obamacare, they lost the status of non partisan....

    Could you explain how the two future presidents would help seniors with Medicare? By the way, we do pay for our insurance. Have you found out how much a 40 yr. Old man with 5 children pay for insurance, just basic insurance? How do do you expect for people that make $8.00/hr pay for health insurance. Their money does not stretch even to take a city bus.

    Thr ryan statements have been declared untrue by both major fact checking organisation. so he is campaigning not on facts but on lies as they have promised to do.
    I have read the fact checks over again and I think Romney and Ryan deserve the treatment Obama was give during the state of the Union... "You lie" only this time it will be valid and fact checked based to do so. Obama needs only to review the Fact checkers to give absolutely stunning replies to anything Ryan says to AARP, who seem to have a pretty good handle on the real truth already, and the people he's talking to are part of Romneys 47 %.
    How many more lies and gaffes does it take to say these two are unelectable!?

    Listening and watching this nominee for Vice President is disturbing to say it nicely. He embraces us seniors for picture opportunities thinking we are gullible. Then he has ever intention to go back to Washington and continue to undermine the medical care for all Americans that is been provided and could be provided for future Americans. Like prescription medications we need people in Washington that will continue to fight to keep prescription drug cost down – I do not want to have to go to Canada, or order prescriptions from other countries by mail. Nor do I want to go outside the U.S. for surgery. I am sure Ryan sweet mother lovers her sweet son – but this is about caring for all Americans – many of those who have poor health care and low incomes that serve their country – a great place to learn team work, and how the middle class goes to fight the wars he has sat home through. I do not see anything iin Ryan to contribute to Washington except his smiling face. That is something everyone learns in Washington that and kissing babies and our senior ladies. We have something good going now in the White House. We need to have alot of newer faces in Congress and to remove some of the newly elected say "No" people, and we can do better !. .

    So what's this voucher you are talking about Ryan. Let's dinghy math. At 64 my wife pay $1500 per month for her health insurance. For those who will retire in 2024. With a voucher program, the health premium escalates 15% per year. That's the lowest it ever rise. It will be $7400. Am average Retiree gets $1500 now. At 3% inflation rate, the retiree gets $2300 per month in 2024. Even if Ryan come up with a $5400 voucher, the seniors will have to shell out their social security to pay for the rest. $7400-$5400-$2300=0 that's what you will end up with folks "0" Zero. No money for rental, not even dog can good for your next meal.

    So Ryan is going to go to the AARP conference and tell seniors the exact opposite of what AARP has told them already and what fact checkers across the country have agreed with, that the Romney'/Ryan position is not exactly factual and that Ryan's plan makes those same changes that he actually took from Obamacare?

    Right then, more lies from Romney/Ryan. That should win the seniors' trust.

    A SHORT STORY : It was 12 plus years a work for a Mom & Pop shop,the owner was getting of age for Medicare he had plenty of money he transfer everything in his spouse name that was years younger than him just to collect his services. didn't understand it at the time why would a person with so much money worry about Medicare dollars then I open a business dealing with government services and talk about eyes wide open. Don't get me wrong he put into it but to take from a system when you have is so selfish and greedy. the rich will such this country dry just to save theirs. SO LYING BOY DON'T HIDE BEHIND YOUR LYING MOM. if america vote these crooks in office just remember you ask for it, trust me you will get it.

    Mitt bashing 47% of Americans as not paying taxes & victims & dependents of government aid includes all you seniors who worked your whole life, paid into social security every single paycheck & are now the largest group supporting Mitt, since he has already alientated everyone else. WHY would you support this guy who's going to take away your Medicare too & put you on a voucher system. Medicare will be extinct in 4 years, 2016. The voucher system wouldn't kick in for several more years. So, years & years with ZERO MEDICARE fyi.
