Disapproving the debt ceiling: a way to get it approved

(CNN) –Two weeks after the bruising standoff ended over government spending and the debt limit, the House and Senate this week are taking the final steps to formally allow the debt ceiling to rise.

As part of that agreement, each chamber has 15 days to vote on a “motion of disapproval” of President Barack Obama’s official request for a debt increase.

The Senate defeated the disapproval motion in a procedural move Tuesday on a party line vote.
The House is expected to vote Wednesday.

The disapproval measure allows hardened opponents of the increase to register their dissatisfaction.

If, by chance, the motion passed, the President could veto it.

Congress would then need a supermajority from each chamber to override his veto, something that would be very difficult to do.

This mechanism was first used two years ago when Senate Republican Leader Mitch McConnell proposed it as a way to allow passage of a debt ceiling increase while permitting many in his party to vote no.

Senate Democrats have now seized on the idea and proposed Tuesday making the process the permanent method for raising the debt limit.

They argued it’s less threatening to the economy if Congress can vote to disapprove of these politically-charged debt ceiling increases instead of approving them.

“The way it works right now, the debt ceiling is like a ticking time bomb that threatens massive economic destruction,” said Sen. Chuck Schumer, D-New York, a co-sponsor of the proposal. “This bill would diffuse it. By forcing Congress to disapprove debt ceiling increase, we greatly reduce the risk of default that would be a crushing blow to our economy.”

In a speech on the Senate floor, McConnell dismissed Schumer’s proposal and argued it would “hand the President a credit card without spending limits” and would “give the president permanent power to borrow more without a shred of accountability.”

He said no Senate Republicans would go along with the change.

    This is absolute nonsense! we wouldn't have to raise the debt ceiling every five minutes if the repugs would simply recognize the reality that people need to pay taxes. they are bent on starving the government to death. they complain about 'tax and spend' as if it were not the actual function of government. tax and spend is far better for everyone than 'borrow and spend,' the repug ideology.

    It's the only way for congress to abdicate its fiscal responsibilities and keep its tantrums. What a mess! Meanwhile the Federal Reserve Bank keeps creating money from thin air to cover the smell. Our streets will resemble Greece's when the smoke turns to fire, a.k.a. Bond buyers demand a much higher rates. And austerity is demanded by the market!

    What? You blame Wall Street for the near collapse of the economy? It was the hosing mess that caused the collapse. So why did that happen? The Congress eased the Regulations so anybody and any one to get a mortgage with no means to pay for it. But the Liars and Fakers will try to blame Wall Street. Now, if you go buy a house and can't pay for it and it is for closed on whose fault is it? WALL STREET? THE BANKER? THE BROKER? THE SELLER? THE BUILDER? WHO? It is your fault ! You agreed to the deal.

    I think the two key problems that underline the Congress budgetary impasse are the underlying political considerations rather than (generally-approved/expert-advised) economic impact.....and the ever increasing deliberate habit of the Republican party to frustrate anything good that comes from Obama Administration. The politicians need to put America first or listen to advises from experts (economists, financiers, etc), before considering gains for special interests, morso, as it does not really profit these special interest if they are favoured only for America to be destroyed.

    Just what we need, the US debt to grow even more by raising the limit on Obama's Chinese Express Credit Card again. How else is he going to pay for the Obamacare Launch Disaster? Obama's "laser focus" on the economy and unemployment which have produced a "sluggish" economy and a record for unemployment over 7% for over 4 years, it looks like the only way to pay bills is with his Chinese Express Credit Card.
    The interest alone on the money loaned from China all but guarantees their growth and prosperity.

    BTW: how is that $7 billion pledge to the continent of Africa made during the 2013 Obama Sequester going?

    The way to stop all the blockings of our government is to throw the teaklans out on their butts NOW. Ethics violations, $24BILLION wasted on an unnecessary shutdown.
    They keep blocking any and all of our Presiden'ts nominations (paulie pre civil rights era is at it again). The Cuban water anchor boy is once again for immigration reform.
    It's tiring to keep up with how many ways to take the US down the toilet they can come up with and waste our taxpayer money.
