President's marks as manager take hit in new CNN/ORC poll
Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.
And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.

According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.
"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.
Does being an effective manager count more than honesty?
"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.
Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.
There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.
"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.
The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

And how many of the 53% believe this just because President Obama is black or just because he is a Democrat and the person being polled is a Republican.
All I am saying is since no no one knows the exact reason for the poll results and, as in all polls, the results are NOT necessarily meaningful or real in any way. As a reason for some skepticism of this poll is the fact that the polling company is owned by a financial company (providing investment services). Companies like this tend to be conservative in nature.
I am not saying the poll is wrong, all I am saying is that we should not believe this poll just because CNN or any news agency is reporting.
Well, that's not news today to the Israelis.
I would want to see how the specific questions are worded because as we all know when you do a poll to get the answer you want you need to ask the right question.
It's only getting worse... when do we really learn the cold hard facts.... when it's too late? This disingenuous administration keeps delaying the inevitable with the hope that it will correct itself. a good leader "Knows when to hold'em and knows when to fold'em".... America, it's time to fold'em, call your Congressperson and Senator to demand and end to this calamity before only 30 million Americans have healthcare and the rest of us go bankrupt.
So where in the world are the other 47% living? How can there be 47% of people in this country who think the president is either honest or trustworthy?

Polls are nonsense and mean absolutely nothing...and are usually wrong.
Are we really taking a poll of 843 people – in a country of 330,000,000 – as a true measure of how people feel about the President? This is silly and does not have any validity. Try again.
A subjective comment based on a poll is 'Breaking News'....wow, did the definition of breaking news change overnight and no one told me!
What's wrong with the 47% that believe they can trust him???

Obama is as honest as they come. He's upheld every promise he ever made, and achieved what every President before him couldn't. Universal healthcare. Ending the US war machine. Huge leaps for gay and civil rights. And now, a real opening for peace with Iran. This guy is truly amazing, and if the Constitution allowed it, he'd have my vote to create an American dynasty under the Obama name.
What the poll doesn't say, is that 53% of Americans have an average 8th grade education, and would be considered idiots by their foreign counterparts.
In other words, Republican voters. So there's your discrepancy. If you know what that word means.
I would say the would-be-emperor is down to his skivvies. Hopefully more Americans will remove the blinders before we no longer have a nation to save.
Funny, when the stories really start to get bad and paint our president in less than the most positive light, CNN's stories suddenly use soundoff instead of disqus to take comments so they can pre screen them before posting only what they want.
Comparing Obama's numinous and continuing lie's to Bill Clinton cheating on his wife is ridiculous. Obama's lying is directed at the American people and will cause great harm to millions. Clinton just had to deal with Hillary
With all the instances where Obama claimed, "I didn't know until you did," he's either lying or he's the world's worst manager. Any decent manager that had something as personally important as Obamacare ready to start, would have periodic update meetings, clear deadlines, and clear measures of readiness. They would also fire their any key department head who hid problems, kept them in the dark, embarressed them, and utterly failed at the implementation of a key task.
What's not to like? Hasn't he increased opportunities for African Americans? Isn't our economy roaring? How about that successful Universal healthcare coverage? Not to MENTION, the amount of respect we're getting from Europe, China, and other nations. Did I leave anything out?
Unlike most of Congress, the President is not in office for life. Most members of Congress are inept and unable to do their basic jobs but they will be once again be elected to office in 2014. Congress and the GOP have a lower rating than Obama so what's the big deal?
A manager does something right and a leader does the right thing. At this point we have neither in the White House.

most Americans are simply a mob wanting to get their way. they were mute when the last president sent their sons/daughters/fathers/mothers/aunts/uncles/cousins/grandparents/loved ones off to die in 2 ill conceived wars. however, they are more than happy to crucify this president for attempting to provide healthcare for all despite the fact that healthcare coverage as it presently is will continue to skyrocket.
FYI to the mob: medicare/aid was not perfect out of the gate. it was made so via legislation (medicare part D was created through bipartisan legislation during the Bush administration).
this all boils down to hatred. there is no other reason. 53% of Americans hate the president. 53% of Americans have been fooled. 53% of Americans seem to conveniently forget that the republicans are hellbent on seeing the average American stay in low wage jobs with no benefits. 53% of Americans are the mob.
It's unbelievable that 47% of the American public are still being fooled by a President who intentionally lied to the American public. He intentionally deceived the American public and materially affected their welfare. In any other business, he would be fired or put in jail.
President Obama never managed anything before becoming president.
