President's marks as manager take hit in new CNN/ORC poll

Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.

And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.

According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.

"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.

Does being an effective manager count more than honesty?

"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.

Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.

There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.

"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.

The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

    Surprise, surprise, surprise! I love to hear the Kool-Aid drinkers still supporting him. Even funnier when they attack the Republicans instead of addressing Obama's faults. But hey, most dictators use the same strategy so I guess they are in good company.

    @Doctor Fine – Considering Obama has had nothing but attacks against his every move we are all lucky he has been able to do as much good as he has. He saved us from bankruptcy. He wound down Iraq. He killed Osama Bin Lauden. He got us health care.

    All the attacks were not able to stop this guy. He is not perfect but boy he is so much better than America deserves considering how childish Americans are lately...

    Agree with you 100%. The American citizenry is so ungrateful...he did save us from another Great Depression but NOTHING is ever good enough for the haters in this country. They have very short memories and expect perfection which will never happen with any president. The media is the worst offender – they turned on this President right after being inaugurated when they gave the Tea Party all the publicity over the healthcare act. This country had one chance to move forward and try to solve the many problems that no one else in the past could or even cared to do – WE BLEW IT, NOT PRESIDENT OBAMA! We, the American people did not stick with him and give him the support he needed, instead we gave him a Repub/Tea Party Congress in 2010 which was this country's downfall. JUST PITIFUL!!

    Do the people they survey actually know what's going on in this country or in the world? C'mon people stop thinking you will be a racist or that you made a mistake on voting for him. Their has been to many scandals or major issues that proves he is a terrible leader. He blames everyone else and true leader takes the blame when things go bad and praises his people when things go right. He still blames Bush , he blamed a movie for a terrorist attack ( still hasn't done anything) covered for his buddy Holder . Obamacare has cost more people their coverage then the amount of people that signed when does this mess end.

    This is obviously a lie by CNN. Obama has done everything he set out to do in his campaign promises. He stopped the NSA spying on Americans back in 2008, just like he said he would. He closed Guantanamo Bay just like he said he would. He's never ordered the death of American citizens without due process, because he's a constitutional lawyer, and he's against the Nuclear Option, just like he said he was in 2005.

    big deal. isnt news... 40+% is a significant positive for a 2nd term prez. bush with 80% against him... derpa. oh sorry 49% of the US has declared bush didnt happen.

    There is a stark difference between the lies Clinton told and the ones Obama told and is still telling. Clinton's lie really only hurt his wife and family. A big deal, but minor compared to what Obama did. Obama lied to the entire country, repeatedly and unashamedly about the LAW. Obamacare would not have passed if everyone knew what it actually was. Obama's lie is fraud and an impeachable offense. We are in a huge mess and no one knows what is going to happen to our health care because of it. How are people that were already stretched thin from a rotten economy going to afford a 50% rise in health care costs?

    The Obamacare requires the insurance companies to cover the preexisting-condition patients, and provide "unlimited" coverage the premium will rise. That is only business model that those insurance companies have to follow. I am not saying it is good or not. I am only stating that is the way business ought to run. Therefore the law will not be "affordable" as it claims or thinks it will be. The only way to cut health insurance cost is to figure a way to cut the health care cost. One of the reasons that health care cost is too high because the healthcare providers have to pay an enormous sum of money for malpractice insurance. Why? because we have such a legal system that punishes (and so many lawyers) healthcare providers with legal awards that bankrupts the healthcare providers. President Obama was either naive or ignorant or simply a liar when he claimed that we can keep out health insurance if we like. How can the insurance companies provides the same policies when the law imposes on them new coverage that they must provide which will raise the premium and forced them to cancel the existing policies when the renewal time comes. Count on this the health insurance will rise and continue to rise, and the middle class will bear the burden. The "free loaders" will continue to be "free loaders". This is just a way to tax the working class more to cover for the "free loaders". So much "fair share" for middle class!!!

    Those of you who think Obama is a good president must have your head buried in the sand. He is either seriously uninformed by his staff (which should be fired if that is the case) or is flat out lying. I believe it to be the latter. Those of you who say if people don't like Obama are racist, need to find a new argument. I don't like him due to his obvious incompetence and his belief in wealth redistribution.

    All polls need to be looked at in the context of what is asked. Someone else posted here how approval of Congress has been about 10% for years but I'd bet the ranch that if you did a poll inside each congressional district limited to that district's representative approval rating, they'd all have high ratings. Neither side should take generic poll results too seriously.

    Many were willing to give him the benefit of the doubt, because they wanted to believe he really was different.

    It is clear he is not different and maybe even much worse. His lie is impacting the lives of hundreds of millions and the Democrats who passed the bill either did not read it or they lied as well.
