President's marks as manager take hit in new CNN/ORC poll

Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.

And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.

According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.

"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.

Does being an effective manager count more than honesty?

"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.

Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.

There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.

"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.

The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

    he whole truth behind why some people were having to change insurance coverage has not been told. If the administration has done a bad job at something, it is taking up for themselves and giving a clear picture of all the elements involved in this very, very complicated issue.

    So the rest of the country is finally catching on to what a lot of us have been saying for years. If they'd listened back then, millions wouldn't have lost their insurance. Millions more would still have full-time jobs, and yet other millions would actually have a job by now.

    But the something-for-nothing fools believed the slick, likeable, con-man and now we're all paying the price of it.

    That is really goofy. Can you even imagine what Romney and the GOP trolls would have done to our country if

    Voting should be so complicated only the brightest should be able to do it! Unfortunuatly only about 10% of the voters are actually informed about the person for which they are voting. Maybe a Soduko puzzle or a Rubik's cube prior to entering the voting booth? The other 90% just pull whatver handle they are told to pull which does not a Republic make.
    In my opinion if you haven't paid taxes in the last two years you don't vote. The government relies on tax dollars to run and if your money isn't part of the system then you shouldn't get to choose who spends the money.

    I think many democrats are finally seeing what the republcans are talking about with this guy. Obama has hid too much from the begining and his actions are starting to catch up to him. He's had to lie so much in his past that i think he's satrting to believe his own lies. It just seems to be a natural defense for him. There's no question he lied on Benghazi for we have it on tape and we have him on tape lying on Obamacare. the presidency has no place for liars. If you think it's ok then you need to soul search.

    "Most" didn't trust Obama way before he was President. Is he a "perfect" president, NO, but is he any worse than those that have come before him, NO. EVERY politician we have elected has, does, and will continue to make mistakes. Let's not get it twisted, this is STILL the USA build on a HORRIFIC foundation of racism. Call it what you will, the "most" who do not trust him, had issues with him way before he was President; "they" don't feel he or his family deserves to hold such an office because they are not white. The world is changing-GET OVER IT!!!

    Dig a little deeper and you find that most of those saying they do not trust the president of the United States will cite purely fictional reasons.

    Just like the election of 2004 showed that a majority of bush voters voted for him based on fictional reasons.....like Iraq attacked us on 9/11, or that saddam had WMD that we took out......

    Obama said you could keep your crappy health insurance, when really you had to buy new better insurance at possibly a cheaper rate.

    I think we don't trust all of the people we elected. How could anyone trust the party of the shutdown?

    Obama should have told us how bad our health care system is, and made proposals, but left it as it was, that way he would be right, now, he owns that bad system.

    Hard to believe he couldn't see that.

    For those complaining about Obamacara, please remember that the choice was a guy whose alternative WAS the same thing, except he wasn't honest enough to say it.

    GOP approval rate in Congress is 9%. I would rather have Obama's numbers any day. Real Clear Politics needs to tell the rest of the story. By the way have you seen John Boehner's numbers they are at 23%. Come on real Clear Politics tell the whole truth.

    Here's the difference between Bill Clinton and Barack Obama. They both swore an oath of office for the performance of their duties. Bill Clinton excelled in the role of President, but was dishonest about a personal indiscretion. Barack Obama's performance as President is mediocre, but his dishonesty is expressed from an insecurity about his performance in office and who he is as a person. Obama is afraid that a majority of the American people would not like him if he told the truth concerning his deeds and beliefs so he lies. But as his character is revealed through his actions in office he becomes an even more polarizing figure as those who distrusted him in the past are validated, and those who wanted to like him before because of the power of the office are rewarded by his deeds.
