President's marks as manager take hit in new CNN/ORC poll

Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.

And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.

According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.

"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.

Does being an effective manager count more than honesty?

"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.

Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.

There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.

"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.

The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

    The Obama pep team who are signing on with their duly approved talking points need to remember one thing – this country is at a pivotal point in its history. Regardless how much you might think he's "a good man," etc., the nation is being led from behind and we are losing ground every day. We're in big, big trouble and all you can do is recite talking points.

    "It's hilarious to read the polling naysayers. They love the polls when they say something good. The CNN and ABC polls were the most accurate ever when they reported good numbers for Obama. Now that they've dropped dramaticaly, they are scewed and people say "who cares what the polls say", or we're all happy, nobody asked me."

    Exactly! this has been the funniest part of all the whole thing.

    @Tom – PM- that is the problem, the ACA is not a great idea. I used to believe as you do that it was the right that was messing up the implementation, but now I see that it was deeply flawed from the beginning. I will vote Repub. the next time
    So you really think the Repubs are going to fix healthcare? They had 12 years to do something about it and did NOTHING. What gives with people like you. You're falling right into the Repub's trap!!

    Reading the Karl Marx fantasy is mandated in many of Americas liberal colleges. Many young people are smitten by the fantasy. Some become Professors and spend the rest of their lives repeating the story.

    Politicians know the Marxists story sells as long as it is cloaked with a new name. The problem of course is that the story is not implementable in the real world. Millions have died as a result of intellectual narcissist trying to implement their fantasy reality in the real world.

    After all the untrustworthy things he has said it blows my mind how people still trust him. only good things is he hasnt taken my house and i still have a job so that part i am ok with. only thing is once you promise something just to make your self look good for reelection and then break the promise your trust is void. Glad i didn't vote for this liar. but he does win the best saleman award for fooling all of you to buy his book and vote for his lies. i hope he does better for all our sakes.

    I must be in the minority here. I still trust Obama and believe he is for the good of the people. in other words, this man is caring and cares about less fortunate folks. I still believe that. Romney, on the other hand, I don't think was too honest. maybe I'm wrong about Obama, I don't know. just my opinion.

    @ScissorHands – He has ignored Social Security reform. He has ignored crumbling infrastructure, a natural gas glut, dramatic climate ruin, the prospects of high speed rail, food labeling problems, correcting the huge sums of healthcare money paid to lazy CEOs and upper staff members of clinics, hospitals, medical supply venders, and other providers – this list goes on in almost all aspects of American well being. Where are men like Jack Kennedy? Truly great men – action men who are loved for what they do – not for their speak?
    See this is what happens when people only listen to the negative sound bites and don't know what really is going on. This President has had a jobs bill out for 5 years that INCLUDES fixing infrastructure – guess what, the Repub House won't pass it! This President has taken on the hospitals over medicare fraud and has uncovered and gotten back millions on dollars...this is the waste that was used to fund the ACA. This President has tried to carry out all that he promised but, we the American people, dumped on him in 2010 by letting the Repubs take the House – this was the country's downfall as nothing this President wants to do will get past them.

    It is absolutely astounding to me how gullible the voters in this country have been. They elected Obama not once, but twice, despite his dismal track record during his first term. The 47% of us who did not vote for him in this past election could see him for who he really was, and was shocked that the rest of the voters did not. Further, it has been clear since he first came on the national political scene back in 2006 that he was nothing more than a smooth talking politician, and an accomplished liar, who had never run so much as a hot dog stand, let alone being prepared to lead the greatest nation on earth. He has bought voters at the expense of those of us who actually still pay taxes, and has our domestic and foreign policies in shambles. We are being spied on, our allies don't trust us, and we just signed on for an absolutely terrible nuclear deal with Iran. Healthcare has been screwed up royally, the economy is still anemic, unemployment is still high, and all Obama cares about is paving the way for Hillary to come in and finish us off for good. Obama is a puppet to George Soros and others who want the USA cut down to size, and to become like another weak-kneed Socialist European nation. Voters, please wake up, and fight the direction that this administration is trying to take our country. Sadly, they have left the Republicans no choice but to obstruct their agenda. Obamacare got passed into law, and look how THAT turned out! Thank the Republicans that more of this kind of destructive legislation has not been passed.

    I like how people change their minds on every whim. These 'same six Americans' were running around waving flags and yelling, 'we're number one' when Osama Bin Laden will eliminated on Mr. Obama's watch.

    President Obama was elected TWICE by the people of this country. Let the man do his job, which he is VERY capable of...and stop the incessant yammering about every little mundane issue...

    Yes, it should be obvious by now that all Obama wants is to fool the 1% who happen to be in the private insurance market into losing their inexpensive coverage which may, or may not, cover any illnesses. If 40 million currently uninsured happen to gain coverage in this scenario then this is purely an accidental side effect which is justifiably denounced by true Americans as socialist overreach. Let us therefore all support the Republican Health Care Plan which is available for all to see somewhere close to Washington, D.C. or possibly in some other location.
