President's marks as manager take hit in new CNN/ORC poll

Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.

And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.

According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.

"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.

Does being an effective manager count more than honesty?

"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.

Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.

There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.

"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.

The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

    Man, the strength of white guilt. Face it, the basic reason in 2008 and 2012 Barry Saturo was elected was slavery and white guilt. This guy was a barely, barely experienced and competent legislator. His few public comments on his policy ,during his US Senate, Illinois rep time, were uber, uber lefty brainless crap.Think "Reverend" Wright. This fool never held a real life job. All of his background has been hidden and concealed. Just try to find his academic, passport and true family history. He's been given 50 years of free pass with his phony, changed life story and background. What a waste of 8 critical years in American history.

    Poll all you want. This Pres is infinitely better than the last guy and his father. Most people I know will never vote for a conservative again. They have proven without a doubt that they do not give a care about the average American, jobs, their health or standard of living. People who think liberals are all about handouts, abortions, atheism, socialism or wealth redistribution are clueless. We work just as hard or harder, value life, have faith and can't stand freeloaders or people who scam the system...including Wall Street. We can't stand the nonsense coming from conservative news machines and talk shows. We'll continue to call out the truth and challenge anyone who tries to mess with our rights.

    This is GREAT NEWS! It means that the majority of Americans has seen through Oboomer and it brings the nation that much closer to ultimately ousting him from office...which would be the best "stimulus" the country could wish for. Whatching this guy flounder and spew rhetoric for another four years or so would be nothing short of catastrophic for America. He needs to go...and he should NEVER EVER have decided to run for a second term given the EMPTINESS of his first stint sleeping in the White House. The man has virtually nothing to offer in my opinion except to try to polish his image. In his own mind he probably believes he is the greatest Prez in the history of the nation. I really wouldn't be surprised. He will attempt to bolster his image and credentials at every opportunity he can find. But in the end, is just a sad man who got in WAYYYYYYYYY over his head, lacking the competence and skills for the office he occupied for far too long already....

    I wonder when the majority of us will realize it doesn't matter who's in office, that we're being controlled by the false left/right/liberal/conservative paradigm. There is a sustained attack on the Constitution by the gov't. It has stepped up in recent years because more of us are waking up.

    I would like to add that MR. Obama is a regular Church goer and he brought the HOPE and CHANGE slogans to the streets of America. If you might have gone to church then you would have survived this trick. Sorry Voters you paid the price for not showing up to church.
